Dear Ms. Rhoni Parker,
This letter is to advise you that the zoning of the above referenced property located at 850
W. Hamilton Avenue is governed by the laws and regulations of the City of Campbell.
This property is zoned P-D (Planned Development) and the current underlying General
Plan designation is Commercial/Professional/Residential.
The development was approved as Planned Development allowing commercial uses
pursuant to Ordinance 455 on June 22, 1964 and as amended by Ordinance 577 on
January 23, 1967, and amended by Ordinance 679 on May 12, 1969, as amended by
Resolution 1215 on August 21, 1972.
On August 23, 1994, PetsMart received Planning Commission approval for a Conditional
llse Permit (UP94-12) to allow the establishment of a veterinary clinic in conjunction
with a pet supply store in an existing shopping center within the P-D zoning district. As a
Condition of Approval, operational hours are restricted to 6:00 a.m. to 11 :00 p.m., which
prohibits overnight boarding of animals.
In addition, pursuant to the Campbell Zoning Code Section 21.12.030(D), Planned
Development Zoning District, allowable uses determined to be consistent with the
underlying General Plan designation may be approved through either an Administrative
Planned Development Permit or by a Planned Development Permit. Uses that are not
consistent with the General Plan designation are prohibited.

In regards to the request for overnight boarding or animals, dog boarding is not permitted
in Commercial/ProfessionallResidential General Plan designated areas or in areas
designated only Commercial, Professional, or Residential. Overnight boarding of dogs
is prohibited. There is no land use approval process, outside of a General Plan
Amendment, that would allow for the boarding of dogs on this property.
The only Zoning District that would allow an application for dog boarding is M-1 (Light
Industrial) with a General Plan designation of Light Industrial.
Overnight boarding of cats may be allowed through the Administrative Planned
Development Permit application process, as cat boarding facilities are conditional uses
within commercial areas.
Dog and cat daytime boarding may be allowed through the Administrative Planned
Development Permit application process, as dog and cat daytime boarding facilities are
conditional uses within commercial areas.
A review of our records indicates that there are active zoning violations pending on this
property in regards to general property maintenance. Please contact our Code

Avenue - Campbell, CA
This letter is to request a zoning interpretation for the permitted uses of the existing PETsMART store as
referenced above. Founded in 1987, PETsMART is the leading worldwide operator of retail stores
specializing in the sale of small pets, pet food, supplies & accessories, veterinary care, grooming,
training, adoption, and boarding.
The vision of PetSmart is to be the preferred provider for the lifetime needs of pets. In this respect,
PetSmart provides for the total lifetime needs of pets such as adoption, nutrition, health care, shelter, and
proper pet & owner education.
The PetsHotel offers overnight boarding services incidental to the retail store operation. The PetsHotel is
unlike most boarding facilities or kennels in operation today. It is an entirely indoor facility that is fully
enclosed within the PetSmart store. From the time a pet checks in until the pet departs, the pet never
leaves the PetsHotel facility. The building design and operations incorporate measures to eliminate any
nuisance caused by sound, odor, and pet waste. There are no outdoor activities or pet runs associated
with the PetsHotel operations. Special pet themed programming is broadcast into the rooms and suites,
there are social hours for the pets and there is even a "Bone Booth" to allow pet parents to call and speak
with their pet. The PetsHotel design even incorporates a "Pet Relief' room, Le., a room with unique floor
textures and odors designed to encourage pet waste to occur in this room. Nevertheless, regardless of
where in the facility pet waste occurs, all pet waste is either flushed or washed directly into the sanitary
sewer system. The PetsHotel will be open to the public during regular store hours but, for the security of
the pets, will be staffed by trained associates twenty-four hours a day, seven days a week. Also, please
confirm that overnight boarding services can be conducted at the premises without requiring a licensed
veterinarian to be on site.
