Pursuant to Campbell Municipal Code Section 21.18.140, the request to underground utilities has been granted due to the limited likelihood that other utility lines in the surrounding neighborhood will be placed underground and the high cost of under grounding the utilities as compared to overhead installation. The local ordinance indicates that the Planning Director with the concurrence of the City Engineer may grant such a waiver. The Land Development Manager has previously been delegated the responsibility of the City Engineer's review. The addition is less than 300 square feet and is at the rear of the house, completely out of sight from the street. This housing development has been in existence since 1959. The likelihood that any of the Savage's neighbors would be placing their utilities underground is very remote; so for Mr. And Mrs. Savage to put theirs underground seems to be inconsistent with the neighborhood's appearance. Additionally, in order to place the electrical service underground, the homeowners will have to remove their lemon tree. The City of Campbell is well known for the preservation of trees.
