Dear Mr. Prianto,
Thank you for your Pre-Application submittal for the improvements to the existing storage yard
for San Jose Water Company located at 154 S. First Street in Campbell. Your application was
distributed to the Public Works Department, Building Division, Planning Division, and the
County Fire Department. The Planning Division comments are detailed below. The Public
Works Department, Building Division and Fire Department did not have any comments or
preliminary conditions of approval at this time.
The subject property is presently zoned P-D (Planned Development) and is designated as Central
Commercial on the City's General Plan Land Use Map. The existing storage yard is considered
by the City of Campbell to be a legal, non-conforming use and is subject to the requirements of
Section 21.66 (Non-Conforming Uses) of the Campbell Municipal Code. Non-conforming uses
can continue as long as the use is not expanded or extended and cannot be abandoned for more
than one year. Your proposal for the addition of four storage bins and a material dry out storage
pond constitutes an expansion and/or intensification of the existing non-conforming use and is
not permitted.

More information would be required to determine the type of drainage that would occur on-site.
Further, the type of infiltration to ground water from the material dry out storage pond, and the
potential presence of standing water for an extended period of time may need the
review/approval of the Santa Clara Valley Water District and Santa Clara County Vector Control.

RE: First Street - Design-Build of Maintenance Improvements
To Whom it May Concern:
San Jose Water Company is proposing improvements to the existing storage yard located
at 154 South First Street in Santa Clara County, in Campbell, directly east of the
intersection of First Street and Rincon A venue. The project will add; 4 concrete storage
bins that are 20' X 20' X 5' tall to store sand, and gravel. Also, a concrete lined material
dry-out bin and minor grading improvements will be made. Adjacent property is light
industrial.
