Central Avenue Dear Property Owners: The Community Development Director has conditionally approved your application for a Tree Removal Permit (PLN 2003-37) to remove one Incense Cedar (Calocedrus deccurrens) tree within the front yard of the property located at 1109 N. Central Avenue, subject to the following condition: 1. One 36-inch box Magnolia or Chinese Pistache tree will be planted within front yard of the property to replace the Incense Cedar tree on or before June 23, 2003, per the Tree Protection Ordinance. The Tree Removal Permit has been approved based upon the City's determination, with a supporting recommendation by a Certified Arborist, that the tree has been topped and conflicts with the utility line. Staff has determined that the situation cannot be reasonably remedied by means other than removal. It is recommended that the tree be removed by persons who are experienced and bonded for the removal of trees and that the stumps be ground out and the roots removed. This approval is final in 10 days, unless an appeal is received in writing at the City of Campbell City Clerk's Office, 70 N. First Street, Campbell, on or before Friday, May 23, 2003 at 5:00 p.m. A notice of tree removal will be posted on the property where it is visible to the public and a notice will be sent out to all the property owners within 300 feet of the property. The tree may not be removed until after the 10- day appeal period has passed and no appeals have been received. If no appeals are filed, staff will send you a letter to let you know that the Tree Removal Permit is final. Conditions of Approval for Tree Removal The applicant is required to plant one 36-inch box Magnolia or Chinese Pistache tree within the property. The tree must be installed on or before June 23, 2003 (if no appeals are filed.) This approval is final in ten days, unless a written appeal letter with the required appeal fee of $100.00 is received at the City Clerk's Office, 70 N. Field observations were-conducted on April 25, 2003. OBSERVATIONS The Cedar tree measures 26 inches diameter at breast, height (DBH), with an approximate height of 30 feet and spread of 20 feet. The tree is lOcated in the front yard of the Prazer residence, located at 1109 N Central Avenue in San Jose, California. The base of the tree is located in close proximity to the northern edge of the property line..A utility line (appears to be phone) is noted to be conflicting .with the canopy. Calocedrus deccurrens typically exhibits a strong dOminant leader stem, but since this specimen has been topped, its natural shape has been compromised. Although the tree currently appears to be in fair to good health, a further decline in health may develop due to possible decay at the large wound site as a result of its topping. An appraisal based on field observations and the Trunk Formula Method shows the approximate value of this tree to be $ 7000. Central Avenue within the R-l-6 (Single-family Residential) Zoning District. Additional information is required to complete your application as follows: Application Information - Applications for a tree removal permit shall contain the following: a. A written explanation of why the tree(s) should be removed; b. Arborist report (including the appraised value of each tree); Tree Replacement Plan - The Tree Protection Ordinance requires replacement trees for trees that are proposed to be removed. You will be required to plant one tree based upon the diameter and circumference of the proposed tree to be removed. Please provide a site plan of the property, including the location of all existing structures, and the location, size and species of the proposed replacement tree. A list of recommended replacement tree species is enclosed.
