Hamilton Avenue APN: 307-02-01,03,04 Dear Mr. Wong: Thank you for your submittal of a preliminary application for the remodel of an existing shopping center. The subject property is zoned P-D(Planned Development) and is shown as a Commercial land use on the city's General Plan. Approval of a project will require approval of a planned development assuming improvements costs are over $50,000. This action requires City Council action upon recommendation of the Planning Commission and is considered at a public hearing at each review level. The following concerns are also raised: The commercial lot is depicted as three assessor's parcels. Please verify the legality of this development as one lot. · The site plan indicates the retention of the flower kiosk as a freestanding structure in the parking area. The location and design of this facility should not detract from the viability of other tenants in the shopping center. It is recommended that this use be incorporated into the shopping center design. · The northeastern parking field is not utilized nor maintained well. It is recommended that a pedestrian connection be made to this area to facilitate this area as employee parking. Additionally, this area should be repaved and landscaped. · Landscaping should be introduced along the creekside and expressway frontage of this project. This landscaping should include landscaping islands accommodating trees shrubs and groundcover. · The fence line along this frontage should include climbing vines and tree wells. Expressway oriented signage will require City Council approval. These include the reconstruction of driveways along the street frontages and the introduction of a boulevard treatment along West Hamilton Avenue. · Building Design: The architectural advisor expressed a concern that the sloped roof design be introduced along the expressway frontage. · Fire access requirements: Fire District comments are enclosed. I have enclosed a Planned Development Permit application. This approval process takes approximately three months for City Council approval. Preliminary Title Report: Prior to issuance of any grading or building permits for the site, the applicant shall provide a current Preliminary Title Report. Rillht-of-Wa¥ for Public Street Purposes: Prior to issuance of any grading or building permits for the site, the applicant shall grant additional Right-of-Way for Public Street Purposes along the Hamilton Avenue frontage to accommodate a 67 foot half street right- of-way. Applicant shall cause to be prepared all documents necessary to record dedication and submit to the City for review. Street Improvements: Prior to issuance of any grading or building permits for the site, the applicant shall execute a street improvement agreement and shall cause plans for public Street Improvements to be prepared by a registered civil engineer, pay fees, post security and provide insurance necessary to obtain an encroachment permit for construction of the public improvements, as required by the City Engineer. The plans shall include the following: Darrvl Avenue · Removal and reconstruction of the three existing driveway approaches in accordance with ADA requirements. · Installation of street trees and irrigation system at 40 feet on center. Hamilton Avenue Frontage · Removal of existing concrete sidewalk. · Removal and disposal of existing substandard street light(s). Installation of City Standard boulevard walk Streetscape Standards along the Hamilton Avenue frontage including sidewalk, irrigation, planting and ADA compliant driveway approaches. · Installation of new City standard street lights, conduit, and pull box(es). · Relocation of water meters and sanitary sewer cleanouts to the back of walk. J. Sung & Associates Relocation of private improvements located within the 7 foot strip designated for a new public sidewalk. Installation of all conforms necessary to join existing improvements. Protection and/or replacement of existing underground utilities, signal interconnect conduits, street lighting conduits, and PG&E, PacBell, TCI, and related facilities. Water Meter(s) and Sewer Cleanout(s): Existing and proposed Water Meter(s) and Sewer Cleanout(s) shall be installed on private property behind the public right-of-way line. Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant shall comply with all plan submittals, permitting, and fee requirements of the serving utility companies. Utility Installation Plan: Prior to issuance of building permits for the site, the applicant shall submit a Utility Installation Coordination Plan and Schedule for approval by the City Engineer for installation and/or abandonment of all utilities. Streets which have been resurfaced within the previous 5 years will require boring and jacking for all new utility installations. Applicant shall also prepare pavement restoration plans for approval by the City Engineer prior to any utility installation or abandonment. Maintenance Security: Prior to issuance of occupancy approval for the site, all public street improvements required by the street improvement agreement and the encroachment permit must be completed and accepted by the City and the applicant must provide a one- year Maintenance Security in an amount of 25 % of the Faithful Performance Bond. Drainage System: Prior to occupancy clearance, the applicant shall refurbish, remodel, and reconstruct the on-site Drainage System, as necessary, to demonstrate that the facilities are functioning normally in accordance with the requirements of the City. Santa Clara Valley Water District (SCVWD): Prior to issuance of any grading or building permits for the site, the applicant shall obtain a permit from the SCVWD and shall comply with any requirements of the Santa Clara Valley Water District, including Ordinance 83-2 and subsequent amendments.
