Dear Mr. Kline:
Thank you for your preliminary application for site and architectural review for an IHOP restaurant at
Riverside Plaza Shopping Center. The plans were distributed to the City's Architectural Advisor, Building
Department and Public Works Engineering Department. The comments from these departments are listed
below.
Planning Division/Architectural Advisor
The project site is zoned PD (Planned Development) and has a Commercial designation per the City's
General Plan. The project will require review by the Planning Commission and approval by the City
Council.
Staff is supportive of the upgrade to the Riverside Plaza Shopping Center site. A family-style restaurant with
a breakfast-oriented menu would be a welcome addition to the City of Campbell.
Site Plan
There is a Del Taco fast food restaurant on the northeast comer of Hamilton Avenue and Darryl Drive, not a
service station as indicated on the site plan and project description.
Building Placement
It is preferable to have a building that engages the street better. The City's policy is to locate new buildings
toward the s~eet with parking at the rear of the building. Ideally the main entry should be located on
Hamilton Avenue, with a better pedestrian entry sequence.
Architecture
The project as submitted does not relate to the existing center. Although the existing center is quite dated
architecturally, measures should be taken to integrate the new structure with the old. There may be ways to
add color, materials or roof shapes to the old building to match the new building or vise versa. In general,
"corporate architecture" is discouraged in Campbell. In this case, the architecture is directly contrasting
with the existing character of the center, which makes the corporate architecture more obvious and
undesirable. Please submit exterior color/material boards in the formal submittal.

Landscaping
The condition Of the landscape areas on site, as well as that of the street trees, will be reviewed as part of the
Site and Architectural Approval.
Streetscape Improvements
The development of the site will require installation of the Hamilton Avenue Parkway Concept with a 1 O-foot
wide landscaped parkway, 7-foot sidewalk and a 10-foot landscaped buffer. Please see Hamilton Avenue
Streetscape Standards enclosure.
Signage
Any signage, including replacement of existing signs, requires sign permit approval. Planning staff will be
looking for a coordinated look for signage at the shopping center, including coordination of ground signs. A
freestanding building at this location is allowed one wall sign at one square foot of sign area for each linear
foot of business frontage. No sign shall be greater than fifty square feet. In addition to a wall sign, one
freestanding sign is permitted for each commercial center.
Public Works
Proof of Ownership
Prior to issuance of any grading, drainage, or building permits for the site, the applicant shall provide a
current preliminary title report, grant deed, or other satisfactory proof of ownership.
Right-of-Way for Public Street Purposes
Prior to issuance of any grading or building permits for the site, the applicant shall cause, seven feet of
additional Right-of-Way to be granted for Public Street Purposes along the Hamilton Avenue frontage to
accommodate a 67 foot half street. The applicant shall cause all documents to be prepared by a registered
civil engineer/land surveyor, as necessary, for the City's review and recordation.
Street Improvements
Prior to issuance of any grading or building permits for the site, the applicant shall execute a street
improvement agreement and shall cause plans for public Street Improvements to be prepared by a registered
civil engineer, pay fees, post security and provide insurance necessary to obtain an encroachment permit for
construction of the standard public street improvements, as required by the City Engineer. The fee for a non-
utility encroachment permit is $245.00. The plans shall include the following:
· Removal of existing concrete sidewalk and driveway approaches.
· Removal and disposal of existing substandard street light(s).
· Installation of City Standard boulevard walk Streetscape Standards along the Hamilton Avenue
frontage including sidewalk, irrigation, planting and ADA compliant driveway approaches.
· Installation of new City standard street lights, conduits, conductors, and pull box(es) in accordance
with the City of Campbell Street Lighting Policy.
· Relocation of private improvements located within the 7 foot strip designated for a new public
sidewalk.
· Protection and/or replacement of existing underground utilities, signal interconnect conduits, street
lighting conduits, and PG&E, PacBell, TCI, and related facilities.
· Installation of surface treatment or reconstruction of one-half street pavement section as determined
by City Engineer based on field testing of existing pavement.
· Construction of conforms to existing public and private improvements as necessary.
Water Meter(s) and Sewer Cleanout(s)
Existing and proposed Water Meter(s) and Sewer Cleanout(s) shall be installed on private property behind
the public right-of-way line.

Utilities
All new on-site Utilities shall be installed underground per Section 20.36.150 of the Campbell Municipal
Code for any new or remodeled buildings or additions. Applicant shall comply with all plan submittals,
permitting, and fee requirements of the serving utility companies.
Utility Installation Plan
Prior to issuance of building permits for the site, the applicant shall submit a Utility Installation Coordination
Plan and Schedule for approval by the City Engineer for installation of street improvements and/or
abandonment of all utilities. Streets which have been resurfaced within the previous 5 years will require
boring and jacking for all new utility installations. Applicant shall also prepare pavement restoration plans
for approval by the City Engineer prior to any utility installation or abandonment.
Santa Clara Valley Water District (SCVWD)
Prior to issuance of any permits for grading, landscaping, or building, the applicant shall obtain a clearance
from the SCVWD, as necessary.
Storm Water Pollution Prevention Measures
Prior to issuance of any grading or building permits, the applicant shall comply with the National Pollution
Discharge Elimination System (NPDES) permitting requirements and the California Storm Water Best
Management Practices handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley Water
District and the City of Campbell Municipal Code regarding Storm Water Pollution Prevention.
Site Plan
Upon submittal of a formal application, the developer shall provide a complete and accurate Site Plan in
accordance with the Planning Division's checklist.

Proof of Ownership: Prior to issuance of any grading, drainage, or building permits for

Project Description
The proposed use is a family-style restaurant with a breakfast-oriented menu. This use will
require the demolition of an existing retail shop building, located in the existing Riverside
Plaza Shopping Center, so that a new freestanding building can be built.
The existing retail shop building is approximately 5,500 SF in size. The proposed
restaurant will be 4,022 SF in size. Some parking lot and driveway modifications will be
done to accommodate the new restaurant.
The proposed restaurant will be open 24 hours a day, and employ approximately 30 total
employees, 10 of whom will be on the largest shift.
The proposed restaurant will be adjacent to an existing retail building on the north, San
Tomas Expressway on the east, Hamilton Avenue on the south, and the existing parking
lot (with a service station beyond) to the west.
As a part of this proposed project the Hamilton Avenue frontage will be improved (behind
the existing curb) with a 10' landscape strip, a 7' sidewalk and another 10' landscape strip
between the street and the parking lot. In order to have the first 10' landscape strip and the
7' sidewalk be fully within the public right of way a dedication of approximately 3' will be
made to the City.
