based upon the attached findings and is subject to the attached conditions of approval.
This action is effective in ten calendar days, unless appealed in writing to the City Clerk by
5:00 p.m. on April 26, 2007.

Findings for approval of a Site & Architectural Review Permit for renewal of an existing
wireless facility (antennas on a PG&E tower) located at 1469 S. Bascom Avenue.
The Community Development Director finds as follows with regard to File No.
PLN2006-107:
1. Wireless telecommunications facilities are permitted in the PFj OS Zoning
District subject to the approval of a Site and Architectural Permit.
2. Under the Wireless Telecommunications Facilities Ordinance, at the time an
application is submitted to allow an existing facility to remain, the Community
Development Director shall determine if the facility can be reviewed as a stealth
facility. The Community Development Director has found that the existing
facility is a stealth facility as defined in the Wireless Telecommunications
Ordinance.
3. The antennas on a PG&E tower and associated ground mounted equipment
cabinets are compatible with the existing site, subject to the Conditions of
Approval.
4. The continued operation of the existing facility will not have an effect on parking
and no additional parking is required.
Based upon the foregoing findings of fact, the Community Development Director
further finds and concludes that:

6. The proposed project as conditioned will aid in the harmonious development of
the immediate area.

meet the following conditions in accordance with the ordinances of the City of
Campbell and the State of California. Where approval by the Community Development
Director, City Engineer, Public Works Director, City Attorney, or Fire Department is

except as modified by the Conditions of Approval contained herein.
2. Length of Permit Term: This Site and Architectural Review Permit shall expire
ten years after permit approval, on April 16, 2017. If the use is to continue, the
applicant shall apply for a new permit for an additional ten-year period. If
technological improvements or developments occur which allow the use of
materially smaller or less visually obtrusive equipment at this time, the service
provider will be required to replace or upgrade the approved facility upon
application for a new Site and Architectural Review Permit application to
minimize adverse effects related to land use compatibility, visual resources,
public safety or other environmental factors.
3. Previous Conditions: All conditions of approval of the previously-approved Use

PLN2006-107 Application of Ms. Marsha Converse, on behalf of Cingular Wireless
Converse, M. PCS, for approval of a Site and Architectural Review Permit to allow the
continued operation of an existing stealth wireless telecommunications
facility located at 1469 S. Bascom Avenue in a PF/OS (Public Facilities/
Open Space) Zoning District.
PROJECT DESCRIPTION
The project consists of the continued use of an existing stealth wireless
telecommunications facility (antennas on a PG&E tower) located at 1469 S. Bascom
A venue.
DISCUSSION
Applicant's Proposal: The existing facility consists of three individual8-foot long panel
antennas at a height of 63 feet on a 127 foot PG&E tower and associated equipment
cabinets in a 135 square foot equipment shelter. There are no changes proposed to the
existing facility.
The facility is unmanned and operates 24 hours a day, seven days a week. The facility
is serviced approximately once every 4-6 weeks or in the event of an emergency, such as
a power outage. The continued operation of the existing facility will not have an effect
on parking and no additional parking is required.
Background: The existing facility was approved by a Conditional Use Permit and
Architectural Review Permit (PLN2000-58) on May 25, 2000. The facility expired five
years after date of the approval and a renewal of the approval is required.

Project Location: The project site is located on the west side of S. Bascom Avenue,
between Pamlar A venue and Hamilton Avenue. The property is surrounded by
residential uses to the north, office and residential uses to the east, commercial uses to
the south, and open space uses and Hwy 17 to the west.
General Plan Designation: The General Plan land use designation for the project site is
General Commercial. The wireless facility is consistent with this land use designation.
Zoning Designation: The zoning designation for the project site is PF /OS (Public
Facilities/ Open Space). The wireless facility is compatible with the zoning and General
Plan designation. Under the Wireless Telecommunications Facilities Ordinance, at the
time an application is submitted to allow an existing facility to remain, the Community
Development Director shall determine if the facility can be reviewed as a stealth facility
and approved administratively as a Site and Architectural Review Permit.
The Community Development Director has found that the proposed facility is a stealth
facility as defined in the Wireless Telecommunications Facilities Ordinance.

Statement:
New Cingular Wireless PCS, LLC is requesting review of the above referenced use permit for an
existing wireless communications facility located at 1469 S. Bascom Ave. on property owned by
Pacific Gas & Electric. The PG&E site has been in operation without interruption since 2000.
Equipment cabinets are located adjacent to tower behind ground level structure. This letter
addresses condition of approval #3 which calls for a renewal filing five (5) years from the date of
the Site and Architectural Review Permit approval. This particular permit was approved May 25,
2000. New Cingular Wireless PCS, LLC seeks to renew use permit for either another prescribed
term or an open ended use permit having no expirations date.
Existing wireless cell site was approved for three sectors for total of (3) antennas.
New Cingular Wireless PCS, LLC continues to explore and implement, to the extent feasible, the
latest technology to improve network coverage and to reduce visibility of facilities.
New Cingular Wireless PCS, LLC understands and accepts the conditions therein and set forth,
agrees to comply with all conditions of this permit and understands that failure to comply will
render the permit subject to revocation.
Zoning Consistency & Justification
This wireless communications facility has been in operation without interruption since 2000, when
a City of Campbell granted permission for a cell site facility.
This site also allows cellular customers to make and maintain calls as they travel between cells.
The project was completed in a manner that reduces adverse visual impacts and sufficient
distance from public streets and surrounding residential uses. This location was selected for it's
compatibility to area. The location, size, design and operating characteristics create no impact on
circulation systems; generate no noise, odor or smoke.
The facility is in operation 24 hours per day, 7 days a week and requires routine maintenance
only every 4 to 6 weeks. The facility does not result in conditions or circumstances contrary to
public health, safety, and the general welfare. The facility operates in full compliance with the
regulations and licensing requirements of the FCC, FAA, and CPUC as governed by the
Telecommunications Act of 1996. Maintenance of the building, antennas and the grounds,
including weed abatement and maintenance of weathering of the building and tower is to continue
on an on-going basis.
Coverage serves a large and busy corridor and enhances coverage with difficult terrain for
portable systems.
