Campbell Avenue Dear Mr. Corkery: Thank you for your submittal of a preliminary application for the installation of a T- Mobile wireless telecommunications facility located at 1581 W. Campbell Avenue in the Wing Center. The proposal consists of the installation of six rooftop panel antennas mounted inside two new six-foot tall enclosures and a new 270 square foot, ground mounted equipment enclosure. Staff has determined that the proposed antenna installation does not qualify as a stealth facility and is not considered a preferred mounting technique under Section 21.34.080 of the Campbell Wireless Telecommunications Facilities Ordinance. All proposed telecommunications facilities are required to be designed and located so as to minimize their visual impact to the maximum extent feasible. Roof-mounted antennas must be designed to blend with the architecture of the building and shall be located in an area of the roof where the visual impact is minimized (similar to the requirements for HV AC units to be located in the center of the roof and the minimum height necessary so they are not visible from the ground). The material of the proposed equipment enclosure will be required to be modified from chain link fence with a security top to a solid masonry wall. Please note that barbed wire and razor wire are not allowed. Staff is not supportive of the project as proposed and recommends that a less visually obtrusive design be investigated to minimize visual impacts. Either a stealth technique 70 North First Street. Campbell Avenue Page 2 of 2 should be utilized at this site or another site should be chosen that could provide the desired coverage while not being visually obtrusive. If feasible, staff is supportive of co-location facilities because they minimize the number of facilities and visual impact within the City. Additionally, if a stealth facility is utilized, it may be approved at staff level with the approval of an Administrative Site and Architectural Review Permit. Non-stealth facilities require approval of a Use Permit and are reviewed through the public hearing process. Your pre-application was distributed to the Public Works Department, Building Division, Planning Division, and the Fire Department. In addition to the Planning Division comments contained in this letter, please find enclosed comments from the Building Division and Fire Department. The Public Works Department did not have any comments or preliminary conditions of approval at this time. Please note that all comments are meant to be preliminary and that conditions of approval from each department will be developed at the time a formal application is submitted.
