The Community Development Director has conditionally approved your Administrative
Site & Architectural Permit to allow the continued operation of an existing stealth wireless
telecommunications facility (roof mounted antennas) located at 1630 W. Campbell Avenue
in the C-1 (Neighborhood Commercial) Zoning District. This approval is based upon the
attached findings and is subject to the attached conditions of approval.
This action is effective in ten calendar days, unless appealed in writing to the City Clerk by
5:00 p.m. on January 20,2007.

Findings for approval of a Site & Architectural Review Permit for renewal of an existing
wireless facility (roof mounted antennas) on an existing commercial building located at
1630 W. Campbell Avenue.
The Community Development Director finds as follows with regard to File No.
PLN2006-170:
1. Wireless telecommunications facilities are permitted in the C-1 Zoning District
subject to the approval of a Site and Architectural Permit.
2. Under the Wireless Telecommunications Facilities Ordinance, at the time an
application is submitted to allow an existing facility to remain, the Community
Development Director shall determine if the facility can be reviewed as a stealth
facility. The Community Development Director has found that the existing
facility is a stealth facility as defined in the Wireless Telecommunications
Ordinance.
3. The roof mounted antennas and associated equipment cabinets located inside the
building are compatible with the existing site, subject to the Conditions of
Approval.
4. The continued operation of the existing facility will not have an effect on parking
and no additional parking is required.
Based upon the foregoing findings of fact, the Community Development Director
further finds and concludes that:

7. The establishment, maintenance or operation of the use, as conditioned, will not

to the general welfare of the City.
8. The site is of adequate shape and size to accommodate the stealthing required in
order to integrate the telecommunications facility with uses in the surrounding
area.

The applicant is hereby notified, as part of this application, that he/she is required to
meet the following conditions in accordance with the ordinances of the City of
Campbell and the State of California. Where approval by the Community Development
Director, City Engineer, Public Works Director, City Attorney, or Fire Department is
required, that review shall be for compliance with all applicable Conditions of
Approval, adopted policies and guidelines, ordinances, laws and regulations, and

approval shall substantially comply with project plans prepared by Sprint PCS
and stamped as received by the Planning Division on November 9, 2006, except
as modified by the Conditions of Approval contained herein.
2. Length of Permit Term: This Site and Architectural Review Permit shall expire
five years after permit approval, on February 20, 2012. If the use is to continue,
the applicant shall apply for a new permit for an additional five-year period. If
technological improvements or developments occur which allow the use of
materially smaller or less visually obtrusive equipment at this time, the service
provider will be required to replace or upgrade the approved facility upon
application for a new Site and Architectural Review Permit application to
minimize adverse effects related to land use compatibility, visual resources,
public safety or other environmental factors.
3. Previous Conditions: All conditions of approval of the previously-approved Site
and Architectural Review Permit (PLN1999-31) as approved by the Community

Development Director on May 25, 2001 shall remain in effect, except as modified

4. Revocation of Permit: Operation of the use in violation of the Administrative

Application of Mr. Jason Osborne, on behalf of NSA Wireless/ Sprint
PCS, for approval of a Site and Architectural Review Permit to allow the
continued operation of an existing stealth wireless telecommunications
facility located at 1630 W. Campbell Avenue in a C-1 (Neighborhood
Commercial) Zoning District.
PROJECT DESCRIPTION
The project consists of the continued use of an existing stealth wireless
telecommunications facility on the roof of an existing commercial building located at
1630 W. Campbell Avenue.
DISCUSSION
Applicant's Proposal: The existing facility consists of twelve (12) antennas measuring
four (4) feet in height, six (6) inches wide, and six (6) inches deep mounted on the
building wall of an existing commercial building and screened with three (3)
rectangular fiberglass cabinets approximately 14 feet wide. The radio equipment is
located inside the building and is not visible. There are no changes proposed to the
existing facility.
The facility is unmanned and operates 24 hours a day, seven days a week. The facility
is serviced approximately once every 4-6 weeks or in the event of an emergency, such as
a power outage. The continued operation of the existing facility will not have an effect
on parking and no additional parking is required.

Background: The existing facility was approved by a Conditional Use Permit (PLN
1999-31) on May 25,2001. The facility expired five years after date of the approval and
a renewal of the approval is required.
Project Location: The project site is located on the south side of West Campbell Avenue,
between San Tomas Aquino Road and Fulton Street. The property is surrounded by
commercial uses on the north and east and residential uses on the west and south.
General Plan Designation: The General Plan land use designation for the project site is
Neighborhood Commercial. The wireless facility is consistent with this land use
designation.
Zoning Designation: The zoning designation for the project site is C-l (Neighborhood
Commercial). The wireless facility is compatible with the zoning and General Plan
designation. Under the Wireless Telecommunications Facilities Ordinance, at the time
an application is submitted to allow an existing facility to remain, the Community
Development Director shall determine if the facility can be reviewed as a stealth facility
and approved administratively as a Site and Architectural Review Permit.
The Community Development Director has found that the proposed facility is a stealth
facility as defined in the Wireless Telecommunications Facilities Ordinance.

I am formally requesting to renew the conditional use permit application for our Nextel
project.
Project Address: 1630 West Campbell Ave., Campbell
Currently Sprint (together with Nextel) operates a cellular facility at this location. Our
site is currently operating an office building behind screening, which is not visible to the
public. Our equipment is located inside an equipment room, utilizing an existing storage
room. The current technology within wireless does not allow for changing antennas
and/or equipment. The current site has not changed ~ignificantly, which keeps the site
"visual element" the same as approved. I have included drawings which show the
current site "as-is", and request a simple extension for our use permit.
Current Facility: OffICe Building, rooftop mounted behind a fiberglass screen
Site Height: 27' (based on original approval)
Site Equipment: Located within an equipment room (storage room), and has not
changed since approval, and does not take additional parking.
