Dear Mr. and Ms. Billinger:
The Community Development Director has conditionally approved your Tree Removal Permit
application (PLN2007-032) to remove one (1) Deodar Cedar tree, 17-inches in circumference, as
shown on the site plan submitted on March 5, 2007, in the southeast corner near the driveway, on
property located at 1661 Hyde Drive.
Your request has been approved subject to the following conditions:
1. The applicant is required to plant one 24-inch box tree (Maidenhair Tree), in the location
specified by the approved replanting plan on or before May 23, 2007.
The Tree Removal Permit has been approved based upon the City's determination, with a supporting
recommendation by a Certified Arborist, due to the location of the tree in relation to the removal of an
existing driveway and the replacement of a new driveway. There is a high probability the roots will be
significantly damaged when the old driveway is removed and the new driveway is installed which will
lead to the potential for tree failure.
This approval is final in 10 calendar days, unless an appeal is received in writing at the City of
Campbell City Clerk's Office, 70 N. First Street, Campbell, on or before Monday, April 23, 2007 at
5:00 p.m. A written appeal must be accompanied with a $100 appeal filing fee. If you have any

Assignment
To evaluate the health and structure of one deodar cedar (Cedrus deodara) tree that is located in
the front yard and next to the driveway. The evaluation was done from the ground and the tree
was not climbed.
Summary
In my opinion I would expect the roots of this tree to be damaged severely when the old
driveway is removed and the new driveway is installed. The tree is abnormally tall and there is
an issue with the stability of the root system when the soil is saturated and there are high winds.
I suggest that the tree be removed prior to the demolition of the existing driveway.

One photograph is provided as a visual aid in the discussion of the tree.
Specific Observations
The deodar cedar tree has a trunk that measures 17.1 inches at four and one half feet above
ground line. The edge of the root crown (the transistion zone between the trunk and the buttress
roots) is 38 inches from the driveway.
The tree is approximately 60 feet tall and usually deodar cedar trees of this height have a trunk
diameter of approximately 24 inches. The bulk of the foliar canopy grows over the driveway.
The prevailing storm winds come from the opposite side from the bulk of the canopy and
therefore can accentuate the potential for tree failure (the entire tree falling over).
The foliar canopy is probably unbalanced because the tree has been suppressed by a sweet gum
(Liquidambar styraciflua) tree that is growing nearby.
Conclusion
The root system of the deodar cedar tree will be damaged significantly when the existing
driveway is replaced. This will affect the health and will increase the potential for tree failure. I
recommend removing the tree prior to the demolition of the driveway.

APPLICATION
Notice is hereby given that the Community Development Director of the City of
Campbell has received an application for a Tree Removal Permit (PLN2007-032) for the
removal of one Deodar Cedar tree with a circumference of 17-inches located in the
common area on property at 1661 Hyde Drive in the R-1-6 (Single Family Residential)
Zoning District (see map on reverse). The property owner proposes to install one tree
to replace the subject tree.
The 10 day comment period for this application shall begin on April 3, 2007 and end on
April 12, 2007. Any comments regarding this application shall be submitted in writing to
the Planning Division before 5:00 p.m. on Thursday April 12, 2007 as a decision will be
rendered after this date.
Decisions by the Community Development Director are final in 10 calendar days
following the date of approval, unless an appeal is received in writing at the City of
Campbell City Clerk's Office, 70 N. First Street, Campbell, prior to the end of the appeal
period. A written appeal must be accompanied with the required $100 appeal filing fee.
