Dear Mr. Martinez:
Thank you for your submittal of a preliminary application for an addition to an existing single-family
residence located at the above referenced address. T'he subject property is presently zoned R-1-10 (Single
Family Residential) and is designated as Low Density Residential (less than 3.5 units per gross acre) on
the City's General Plan Land Use Map. The property is located within the San Tomas Neighborhood and
is therefore subject to the development standards and design guidelines of the San Tomas Area
Neighborhood Plan (STANP).
The Planning Division completed the review of your preliminary application and has the following
comments regarding your proposal:
Site and Architectural Review: The removal and reconstruction of more than 50 percent of the
exterior walls of an existing single-family residence shall require Site and Architectural Review by
the Planning Commission. Based upon the pre-application plan submittal, it appears that less than 50
percent of the exterior walls will be removed, enclosed, or modified as part of the proposed project.
Therefore, the addition could be approved at staff level by the Community Development Director as a
building permit.
2. Utility Connection: Any modification to existing overhead utility lines that directly serve the site shall
be installed underground per section 21.18.140 of the Campbell Municipal Code. Please indicate on
the site plan the location of the existing utility panel and overhead lines, if applicable, and if you are
proposing to make any modifications. A simple service upgrade will not require the undergrounding
of utilities.
3. Trees: The size and species of all existing trees on site should be indicated on the site plan. The City
has Tree Protection Regulations which stipulate that Redwood, Cedar, Oak, or Ash trees with a
diameter of more than 12 inches, measured four-feet above grade, are protected trees. Any protected
trees on site shall be protected with tree protection fencing prior to the issuance of building permits.
4. Architecture: The following comments are to ensure compatibility with the STANP design
guidelines:

a. The front elevation lacks architectural interest. Staff recommends that architectural interest
and articulation be provided through the use of exterior building materials and colors. This
can be accomplished by providing a stone or brick wainscoting material around the base of
the home, using horizontal siding instead of stucco, or incorporating architectural details such
as a front porch, decorative porch pillars, or a decorative garage door.
b. Staff recommends that the plate height of the front covered entranceway be brought down to
the same plate height as the rest of the home.
Your pre-application was distributed to the Public Works Department, Building Division, and Fire
Department. In addition to the Planning Division's comments contained in this letter, find enclosed
comments from the Building Division. Please note that these comments are meant to be preliminary.
