Dear Mr. Arellena:
Thank you for your submittal of a preliminary application for the establishment of a
landscape maintenance yard on the referenced property. The project site is zoned M-1-
S (Light Industrial) and is shown as an industrial land use on the City's General Plan.
The establishment of a contractors' yard will require approval of a Conditional Use
Permit application. The processing time for a site permit application is approximately 45
to 60 days and is considered by the Planning Commission at a public hearing.
The following preliminary comments are offered:
A) Staff is concerned regarding the establishment of the landscaping yard in two
phases. Please be advised that your project will need to meet all applicable city
regulations at all times during both of phases. Issues of setbacks, parking,
landscaping, etc. must be resolved during the first phase of the project.
B) The zoning ordinance requires that storage yards be screened by solid walls or
fencing with a minimum height of 6 feet.
C) The type and quantity of materials and equipment to be stored need to be
defined.
D) A minimum of 8 percent of the net site needs to be landscaped. A ten foot wide
landscape area shall be required along the public street frontage and afive-foot
perimeter landscape strip shall be provided along abutting property lines.
Additionally, it is strongly recommended that you investigate the possibility of
landscaping the border areas along San Tomas Expressway.
E) Any proposed lighting for security purposes needs to be illustrated.
F) Need for storage of pesticides and herbicides
G) Need for disposal and recycling facilities
H) It is anticipated that a 10-foot sidewalk area will be required along Dell Avenue
thus warranting a larger landscape buffer.

I) Parking needs of employees, in addition to the commercial vehicle storage
areas must be met for both project phases and the required parking must be
illustrated on the site plan accordingly.
J) Operational hours of the use should be provided.
K) All setback requirements must be met for all buildings, including the
maintenance shop, tuff shed, etc. The project plans need to provide the building
coverage and floor area ratio for all structures, including accessory buildings
proposed for the site. Building setbacks for this district are 10 feet for the front
and rear and 5 feet or one-half the building wall height, whichever is greater, for
the side property lines.
Your pre-application was distributed to the Building Division, the Public Works
Department and the County Fire Department. Their comments are enclosed. Please
note that all comments are meant to be preliminary. Conditions of approval from each
department will be developed at the time a formal application is submitted.
