Dear Mr. Spilsbury:
Thank you for your submittal of a preliminary application for a new two story office building at the above
referenced property. The subject property is presently zoned M-1-S (Light Industrial) and designated as
Light Industrial on the City's General Plan Land Use Map.
The proposed project will require approval of a Site and Architectural Approval and a Variance
Application, which will require approval from the Planning Commission through the public hearing
process.
The Planning Division completed the review of your preliminary application and has the following
comments regarding your proposal:
l) Variance application: The proposed project will require approval of a variance to the following
development standards in the M-I-S Zoning District:
a. Front yard setback from ] 0' to 8'9".
b. Sideyard setback from 10.5' to 5'0" based upon a wall height of 21 feet.
c. A reduction in perimeter landscaping from 5' to 2'.
It is recommended that you schedule a meeting with the Planning Staff do discuss the support for these
exceptions.
2. Parking: A number of proposed parking spaces are substandard. Unistall parking space dimensions are
8.5' x 18' with a 25 foot backup in a perpendicular situation. Parallel spaces are 8.5' x 20 feet. Please
amend the plan to provide the minimum standards.
3. Trash Enclosure: Please provide a screened trash enclosure area to service the building.

4. Landscapinu: All developments within the M-1 zoning districts shall be required to provide a
minimum of eight percent landscaping. Staff is generally supportive of the proposed landscape layout
with increases in perimeter landscape dimensions.
5. Fencing: Please include the type, height, and material of all proposed fencing as part of the Site and
Architectural Application. The fencing along the street frontage needs to be lowered in height or
eliminated.
6. Architecture and Design: The architectural features of the building need to be enhanced as follows:
a. Please provide architectural features that will create architectural interest and shadow lines on
the building. A roof overhang is recommended.
b. It is recommended that the building have a sloped roof element to allow for screening of roof
mounted equipment and to provide architectural interest.
c. A stronger entry feature and street elevation is recommended.
7. Disabled access: Disabled access needs to be provided from the public right-of--way and the disabled
parking spaces. A designated sidewalk is recommended.
8. Parkin : A professional office use requires parking at a ration of 1:225. Based upon a 9,071 square
foot building 41 parking spaces would be required.
Your application was distributed to the Public Works Department, Building Division, Planning Division,
and County Fire Department. In addition to the Planning Division's comments contained in this letter,
please find enclosed comments from the Public Works Department, the Building Division and the Fire
Department. Please note that these comments are meant to be preliminary. Conditions of approval from
each department will be developed when the formal application is submitted.
