Pre-App - 2005June 15, 2005 Ms. Sandra Smith Certa Pro Painters 109 Second Avenue Collegeville, PA 19426 Re: PRE 2005-06 -Commercial Remodel -Burger King 49 West Hamilton Avenue Dear Ms. Smith: Thank you for your submittal of a preliminary application for repainting an existing commercial building located at 49 West Hamilton Avenue. The plans propose an alteration to the current color scheme for the exterior of the building. The Community Development Director has the authority to approve the proposed alterations, but if the color scheme is considered incompatible with our Design Guidelines, it may be referred to the Planning Commission for consideration at a public hearing. An application submitted for Planning Commission review may have a'processing time of 45-60 days. The Planning Division has completed the review of your preliminary application and has the following comments regarding your proposal: Zonin :The subject property is zoned C-2-S (General Commercial) and is designated as a General Commercial land use on the City's General Plan Land Use Map. Architectural Changes: The Commercial Design Guidelines were developed to assist applicants, and address the concerns of compatibility and site planning. One section of the guidelines refers to building materials and colors. It provides the following guidelines: - - -- Use long-lasting, high-quality building materials that will stand up over time. D0: Use materials and colors that are complimentary to the surrounding buildings. Choose from a variety of quality building materials including both smooth and texture coated wall finish, glass, wood, brick, copper, granite, wrought iron, the and concrete. Use bold colors as accent colors only. ........ .............._............. Don't use "corporate image" color schemes. DON'T: ~~~~~ .Don't use heavy-duty building. materials such as corrugated aluminum, chain link or split faced concrete block. Don't use metal as a roofing material unless it can be shown to be a superior material and integral to the architecture of the building. Don't use overly bright, garish or otherwise offensive colors or color combinations. Hamilton Ave. Page 2 of 2 Staff has determined that the new colors proposed for the building is inconsistent with the Design Guidelines. Staff is recommending denial of the use of the `award blue' roof color due its inconsistency with the Design Guidelines and believes it would set a precedence for other bright or similar colors that is not complementary to the surrounding area. Since, the Commercial Design Guideline is not an ordinance; staff may recommend the applicant present the color scheme to the Planning Commission for review and consideration with respect to the Design Guidelines. We recommend the applicant provide an alternative proposal, otherwise, we will be unable to support the current application.
