Dear Mr. Haugen:
Thank you for your submittal of a preliminary application for an addition and remodel of an
existing home located at the above referenced address. The subject property is presently zoned
R-1-6 (Single-Family Residential) and is designated as Low Density Residential (less than 6
units per gross acre) on the City's General Plan Land Use Map.
The proposed addition is situated over the existing first floor which has a side yard setback of 5
feet. The setback for a second story wall height is typically'/2 of the wall height or approximately
9 to 10 feet. The zoning ordinance has a provision that allows a second story addition with a less
setback as follows:
The Planning Commission may allow a minimum side setback of five feet for
structures proposed for a second story addition, when it finds:
a. The side setback would not be detrimental to the health, safety, peace,
comfort or general welfare of persons in the neighborhood, or the City as a
whole; and
b. The side setback would not unreasonably interfere with the ability of
adjoining property owners to enjoy access to air, privacy, sunlight, and the quiet
enjoyment of the owner's
property.
The Planning Commission's consideration takes place at a public hearing and takes
into consideration the opinion of the adjacent property owner who may be impacted
by the adjustment to the sideyard setback. This application process takes
approximately 45-60 days
The Planning Division completed the review of your preliminary application and has the
following comments regarding your proposal:

Roof Design: Staff is not supportive of current roof design. The massing of the rear gable and the
overall height of the residence appears excessive. It is recommended that the rear setback of the
addition be increase to provide a stepped appearance and that a smaller scale roof design be
proposed.
Window Privacy: The placement of windows on the game room addition raise potential privacy
issues. Please provide windows with high sill heights to address privacy concerns.
Your preliminary application was distributed to the Public Works Department, Building
Division, Planning Division, and Fire Department. In addition to the Planning Division's
comments contained in this letter, please find enclosed comments from the Fire Department and
Building Division. Please note that these comments are meant to be preliminary and that
conditions of approval from each department will be developed when a formal application is
submitted.
