Pre-App - New SFR - 2005March 15, 2005 Mr. Kevin Mosley 506 Kenneth Avenue Campbell, CA 95008 Re: Preliminary Application Comments File No: PRE2005-13 506 Kenneth Avenue Dear Mr. Mosley: Thank you for your submittal of a preliminary application for a new single-family residence located at the above referenced address. The subject property is presently zoned R-1-6 (Single Family Residential, 6,000 square foot minimum lot size) and is designated as Low Density Residential (less than 6 units per gross acre) on the City's General Plan Land Use Map. The property is located within the San Tomas Neighborhood and is therefore subject to the development standards and design guidelines of the San Tomas Area Neighborhood Plan (STAND). The proposed project will require the approval of a building permit and will be reviewed by the Planning Division for conformance with all applicable development standards and design guidelines. The Planning Division completed the review of your preliminary application and has the following comments regarding your proposal: 1. Public Street Improvements: Please see the enclosed comments from the Public Works Department regarding street improvements and the undergrounding of all utilities. 2. Floor Area Ratio: Based upon a calculation of the square footages provided on the site plan and floor plans, the proposed home would result in a square footage of 4,095 square feet and the maximum allowed by the STAND is 4,047 square feet. Please modify the home so that it meets the maximum floor area ratio requirement. Trees and Landscaping: The City has Tree Protection Regulations which require that any protected trees that are healthy and can be accommodated on site with a proposed development should be preserved. Any protected trees that are proposed to be removed as part of the project will require approval of a Tree Removal Permit. It is recommended that to the extent possible, you preserve the existing trees on site. The STAND requires that one tree per each 2,000 square feet of lot area be provided on site, including existing trees to remain. 4. Architecture: The following comments are to ensure compatibility with STAND design guidelines: a. New homes should incorporate architectural features found on homes in the San Tomas Areas such as shape, form, and roof pitch. Staff recommends that the front elevation be modified to provide a more horizontal design emphasis rather than a vertical design emphasis. The second floor roof could also be broken up into two individual gables to provide a more compatible roof form for the neighborhood. b. The design of homes should not have long, unarticulated wall planes greater than 20 feet in length, especially on two story elevations. To reduce the perceived mass of the home, staff recommends that the east elevation be better articulated by setting in a portion of the second floor, similarly to what was done on the west elevation. c. Most adverse privacy impacts to neighbors are due to the number, placement, and size of second story windows and second floor decks. While it may not be possible to ensure complete privacy between homes, attentive design can avoid many of the impacts. To protect privacy please carefully consider the number and placement of the second floor windows, including obscured glass for bathroom windows. d. Consider a horizontal siding for wall material versus stucco or introduce an alternative wall material as an accent to reduce the amount of stucco shown for the walls. Your pre-application was distributed to the Public Works Department, Building Division, and Fire Department. In addition to the Planning Division's comments contained in this letter, find enclosed comments from the Public Works Department and Fire Department.
