PRE2003-31 Review of a preliminary building permit for new roofing materials for an
Lostrie, J. existing single-family residence and detached barn located on a Historical
Landmark at 140 S. Peter Drive in an R-1-6 (Single Family Residential)
Zoning District.
According to the Community Development Administrative Procedure on the Referral of Projects
and Plans to the Historic Preservation Board, both development and pre-development
applications for properties designated as a Historical Landmark are referred for review and
comments. At the pre-application phase, the Board may direct staff to inform the applicant of
the concerns and/or issues raised during the review.
STAFF RECOMMENDATION
That the Historic Preservation Board review and give comments to staff.
DISCUSSION
The applicant proposes to replace an existing wood shingle roof with a 30-yr. composition
shingle roof on an existing single family residence and detached barn located at 140 S. Peter
Drive. The existing wood shingle roof on both structures is failing and causing water damage on
the interior. The subject building is known as the Galindo-Leigh house which was built in 1830
and is designated as a Historical Landmark within the City of Campbell and on the National
Register of Historic Places Inventory (#80000857).
Considering the historical significance of the subject building, staff contacted the California
Office of Historic Preservation for guidance in determining the replacement roofing material
appropriate for the existing home and detached barn. The Staff Preservation Architect for the
Office of Historic Preservation commented that, "while the Secretary of the Interior's Standards
first recommendation is `repair', and the second is `replacement in kind', there is a third, which
is to replace with a substitute that continues to accurately convey the historic material. There
are, on the market, some fire-rated roofing materials that might reasonably mimic wood shakes
(granular asphaltic composition shingles are not among them)".
The owner is concerned about the cost and fire protection rating of replacing the existing wood
shingle roof with new wood shingles or a substitute material that mimics wood shingles. The
applicant has provided cost estimates for the roofing of the existing house and detached barn.

This application is preliminary and no formal application has yet been filed. Typically, this type
of request is handled with a staff level submittal of plans to the Building Division, with review
by the Planning Division for conformance with development and design standards
