Pre-App - Sunroom - 2005ITEM N0.2 CITY OF CAMPBELL • HISTORIC PRESERVATION BOARD Staff Report • Special Meeting of December 14, 2005 PRE2005-82 Application of Ms. Hilles Parrish for the addition of a new sunroom on Parrish, H. property located on a Historic Landmark at 140 S. Peter Drive in a R-1-6/H (Single-family residential) Zoning District. BACKGROUND According to the Community Development Administrative Procedure on the Referral of Projects and Plans to the Historic Preservation Board, both development and pre-development applications for properties designated as a Historical Landmark are referred for review and comments by the Historic Preservation Board. At the pre-application phase, the Board may direct staff to inform the applicant of the concerns and/or issues raised during the review. The subject building is known as the Galindo-Leigh house which was built in 1830 and is designated as a Historical Landmark within the City of Campbell and on the National Register of Historic Places Inventory (#80000857). PROPOSAL The applicant is requesting to construct a covered patio, stairs, and porch on the rear portion of the home. The proposed construction would be adjacent to a section of the existing home that was constructed in the 1940's and is not part of the historic designation (see Attachment #2). There have been multiple additions to the Galindo-Leigh house. The original house was built in 1830 by Juan Crisostobal Galindo and was atwo-room, 16 by 24 foot structure. In the 1840's, Mr. Galindo added atwo-story, 20 by 26 foot section to the home. Mr. Galindo sold the home to Mr. John D. Gueraz in 1957 and Mr. Gueraz added a tin roof porch around the building. In the late 1880's, Mr. Gueraz sold the home to Ms. Delicia Leigh who raised the entire house off the ground four feet and added to the existing two-story portion of the home and used a Victorian decorative treatment on the house (see Attachment # 1). A later addition was completed by agrand-daughter of Ms. Leigh during the 1940's. The addition was attached to the outside of the kitchen wall, on the north east or rear side of the home. This portion of the home is not included in the historic description on the National Register application and is not included as part of the designation. It is on this portion of the home where the applicant would like to construct a covered patio, stairs, and porch. The existing stairs and porch were poorly constructed having deteriorated over time, and the applicant would like to replace the stairs and porch to gain access to the house from the rear (see Attachment #3). Peter Drive Page 2 0~ STAFF ANALYSIS Staff is supportive of the proposed project as it would not affect the historic designation of the home and the addition will not be visible from the public street. This application is preliminary and no formal application has yet been filed. This type of request would be handled with submittal of building plans to the Building Division, with review by the Planning Division for conformance with the development and design standards.
