Dear Applicant:
Thank you for your preliminary application for the establishment of a health/fitness facility for
pilates instruction in an existing commercial building located at the above-referenced address.
The subject property is presently zoned P-O (Professional Office) and is designated as
Professional Office on the City's General Plan Land Use Map.
The proposed project will require approval of a Conditional Use Permit by the Planning
Commission through the public hearing process. Following approval of a Conditional Use
Permit, a Building Permit will need to be obtained from the Building Division prior to
occupancy of the building and the commencement of the business.
The Planning Division completed the review of your preliminary application and has the
following comments regarding your proposal:
1. Parkin: The Parking and Loading Chapter of the Zoning Code requires that legally existing
buildings meet the current parking standards upon expansion of the building or when there
is a change in use which requires more parking than is currently provided. The
establishment of the pilates studio in an existing office would represent the establishment of
anew use in the building, therefore triggering this requirement.
Based on the floor plan provided with the pre-application, the existing office building is
10,021 square feet, which yields a parking requirement of 45 parking spaces and the parking
requirement for the proposed 923 square foot pilates studio is seven parking spaces. T'he
project site currently has 28 parking spaces. Therefore, based on the City's parking
requirements the site is currently under parked.
The Planning Commission would have to approve a parking exception as part of the
Conditional Use Permit and find that the proposed use has a distinct and differing peak

parking usage period than the other uses who share the on-site parking and that the
proposed use will not create an on-site parking problem. Additionally, the required number
of accessible spaces would need to be provided in the parking area as part of this project.
2. Architectural Plans:
a. The architectural plans required for the Conditional Use Permit application (site plan
and floor plan) shall be of a better quality than the plans submitted for the preliminary
application and shall include all the information on the enclosed checklist labeled "Use
Permit -Items to be Provided on Plans".
b. Staff recommends that the plans be prepared by a design professional.
c. The plans shall also conform with all the requirements of the Building Division as
required by the Uniform Building Code (UBC).
Your application was distributed to the Building Division, Fire Department, Planning Division,
and Public Works Department. In addition to the Planning Division's comments contained in
this letter, please find enclosed comments from the Building Division and Fire Department.
Please note that these comments are meant to be preliminary and that conditions of approval
from each department will be developed when the formal application is submitted.
