Dear Mr. Heikes:
Thank you for your submittal of a preliminary application for the construction of a new
single-family residence and a new secondary dwelling unit on property located at 1045
S. San Tomas Aquino Road. The subject property is presently zoned R-1-9 (Single
Family Residential) and is designated as Low Density Residential (less than4.5 units per
gross acre) on the City's General Plan Land Use Map. The property is located within
the San Tomas Neighborhood and is therefore subject to the development standards
and design guidelines of the San Tomas Area Neighborhood Plan (STANP).
The construction of a new single-family residence will require the approval of a Site and
Architectural Review Permit and will be considered by the Planning Commission
through a public hearing process. Planning Division fees associated with this
application include the Site and Architectural Review Permit application fee, which is
currently $940, the Fire Department application fee, which is currently $65, and the Park
In Lieu fee, which is currently $16,119.
The construction of a new secondary dwelling unit will require the approval of a
building permit and will be reviewed by the Planning Division for conformance with all
applicable development standards and design guidelines. A Park In Lieu fee will be
required for the secondary unit, which is currently $6,590.

The Planning Division completed the review of your preliminary application and has
the following comments regarding your proposal:
1. Site Plan: The following information should be indicated on the site plan:
a. Please include the entry porch for the main unit and the breezeway between the
garage and the granny unit in the lot coverage calculation.
b. Driveways shall be a minimum of five feet from-side property lines. The setback
does not include the transition or wing sections on each side of the driveway.
Please refer to Section 21.28.090 of the Zoning Ordinance.
c. All new utility lines to the property shall be installed underground per section
21.18.140 of the Campbell Municipal Code.
d. Please specify the driveway material for the new driveway
2. Elevations: The following information should be included on the elevations:
a. Please dimension the plate height of walls facing side property lines.
b. Identify all building and roof materials on the elevations.
3. Color and Material Samples: Please submit a color and material sample for the
exterior of the home with your formal application. The proposed colors and
materials should be identified on the elevations, as indicated above.
4. Site Layout, Architecture & Design: The following comments are to ensure
compliance with the STANP:
a. The Zoning Ordinance requires that the entrance for the secondary dwelling unit
shall be located so as not to be visible from the public street while the STANP
states that new homes should not be "walled-off" as viewed from the public
street. In order to satisfy both requirements, staff recommends adding a gable
element on the front elevation of the secondary living unit that is centered on the
kitchen window and projects toward the street approximately two to three feet.
This will provide additional architectural interest on the front elevation that is
not walled-off from San Tomas Aquino Road as well as provide additional
square footage on the interior of the unit.
b. Please provide larger columns for front porch of the main dwelling and the
columns down until they meet the front porch steps. It may be possible to
eliminate the proposed entry arbor with the addition of larger front porch
columns that will help to identify the front entrance for the main dwelling unit.
c. Please verify all of the window placements, wall projections, and bay windows.
There are several inconsistencies between the proposed elevations and proposed
floor plan.

Your application was distributed to the Building Division, County Fire Department,
and Public Works Department. In addition to the Planning Division's comments
contained in this letter, please find enclosed comments from Building Division and
Public Works Department. Please note that these comments are meant to be
preliminary only.
