PRE 2006-12 Pre-Application for a Tentative Parcel Map and Planned Development Permit to
Thibodeau, R. allow the redevelopment of two properties and the removal of a home on the Historic
Resources Inventory to allow the construction of four new small-lot single-family
homes located at 115 & 131 Sunnyside Avenue in the P-D (Planned Development)
Zoning District.
According to the "Community Development Administrative Procedure on the Referral of Projects and
Plans to the Historic Preservation Board," development applications for properties listed on the City's
Historic Resources Inventory are referred for review and recommendation to the City Council. This
project will be considered by the Planning Commission for a recommendation to the City Council through
the public hearing process when a formal application is submitted.
PROPOSAL
The applicant has submitted aPre-application for the redevelopment of two parcels located at 115 & 131
Sunnyside that requires the demolition of two existing single-family homes and allowing the construction
of four new small-lot single-family homes located at 115 & 131 Sunnyside Avenue. The residence at 131
Sunnyside Avenue is listed on the Campbell Historic Resource Inventory. The project site is situated on
the north side of Sunnyside Avenue, between South First Street and Industrial Way.
BACKGROUND
The subject property is included on the City's 1984 Historic Resources Inventory. The existing home is
estimated to have been built in or around 1910 and is known as the Barbano/Matt & Gose Tusup House
The attached Historic Resources Inventory form contains a description of the building (Attachment #1).
The house style is characterized as a Colonial Revival Cottage style. Architectural features include
shiplap exterior siding, diagonal shingles on the gables, hipped roof forms in a single-story building
structure. A recessed porch with squared post and stone block finish accents the homes entrance.
Request: The applicant is of the opinion that the residence cannot not be incorporated into the
redevelopment of these properties due to its size and location on the property. Furthermore, they are of
the opinion that the overall aesthetics of the project will be improved if this residence is removed.
Consequently, they are requesting approval to allow demolition of the structure.
Options:
1. Recommend that the residence be retained in its present location and incorporated into the project
design.
2. Recommend that the residence be relocated on the site and be incorporated into the project
design.

3. Recommend that the applicant be allowed to demolish the residence, subject to the following
conditions:
• Provide a photographic record of the residence.
• Require that a Historic Resource Assessment by a consultant with expertise in Historic
Evaluations be prepared prior to the removal of the residence.
• Advertise in a local newspaper for one month the sale of the residences to a prospective
purchaser for a nominal fee to allow relocation in a local newspaper for a period of one
month.
STAFF ANALYSIS
Staff recommends that the Board review the historic significance of the structure and forward a
recommendation to the applicant.
