Dear Ms. Crews:
Thank you for your submittal of a preliminary application for atwo-lot subdivision and construction of a
new single-family residence located at 120 Sunnyside Avenue. The subject property is presently zoned
P-D (Planned Development) and is designated as Low-Medium Density Residential (6-13 units per gross
acre) on the City's General Plan Land Use Map.
The existing home is located on the City's Historic Resources Inventory. The existing home is described
on the attached Historic Resources Inventory Sheet as an example of a Colonial Revival Cottage common
in Campbell around the turn of the century.
The proposed project will require the following application approvals which can be processed
concurrently and will require approval from the Planning Commission and City Council through the
public hearing process:
Tentative Parcel Map
The division of the lot into two lots would require the approval of a Tentative Parcel Map. Planning
Division fees associated with this application include the Tentative Parcel Map application fee, which is
currently $3,445 and the Fire Department Review fee, which is currently $129 plus $10 per lot. A Park
Impact Fee would also be required which is currently $7,035. Fees from the other departments will be
required for this project and each department should be contacted for the specific amounts.
Planned Development Permit
The proposed construction of the home would require the approval of a Planned Development Permit.
The Planned Development permit approves the site plan, floor plans, elevations and landscape plan for
the subject property. Planning Division fees associated with this application include the Planned
Development Permit application fee, which is currently $7,460 and the Fire Department Review, which is
currently $65. Fees from the other departments will be required for this project and each department
should be contacted for the specific amounts.
The Historic Preservation Board reviewed this preliminary appliaction at their meeting on June 2, 2005
and June 27, 2005 and had the following recommendations:
1. That a new detached garage be used for the existing home and not a carport at the rear of the home.
The new driveway for this garage would take access from Industrial Way and be perpendicular to the

street. The Board recommends that the applicant explore the possibility of a zero lot line detached
garage, similar to what would have been used around the time the house was constructed.
2. That the new home not be from pre-fabricated plans. The Board recommends that the new house be
designed for this specific lot and that the architecture of the new home be compatible with, and
compliment, the existing historical homes' architectural style as well as the other older homes in the
surrounding neighborhood.
3. That the two homes be separated by the new detached garage and side yard area. This would require
the new home to have an entrance orierrted towards Industrial Way and a garage along the southern
property line, rather than the northern property line.
The Planning Division completed the review of your pre-application and has the following comments
regarding your proposal:
The proposed home should incorporate representative architectural features found on the existing
home, as well as the other older homes along Sunnyside Avenue, including higher pitched roofs, front
porches that run across the whole front of the home, stylized porch pillars, double hung windows, and
horizontal siding.
2. Please see the enclosed comments from the Public Works Department regarding dedication of land
for the public right-of--way along the Industrial Way street frontage. Staff has concerns about the
accommodation of a new home and garage as well as adequate open space and landscaping given the
small size of the proposed lot and further reduction due to street dedication. It will need to be
demonstrated that adequate setbacks and open space/landscaping will be provided for the new home
and existing home in order for staff to be supportive of the project.
Your application was distributed to the Public Works Department, Building Division, Planning Division
and the County Fire Department. In addition to the Planning Division's comments contained in this
letter, please find enclosed comments from the Building Division, Public Works Department, and Fire
Department. Please note that these comments are meant to be preliminary. Conditions of approval from
each department will be developed when the formal applications are submitted.
