Pre-App - Remodel - 2004August 9, 2004 Mr. Ghulam Azad 12264 Titus Avenue Saratoga, CA 95070 Re: Preliminary Application Comments File No.: PRE2004-47 1495 Walnut Drive Dear Mr. Azad: Thank you for your submittal of a preliminary application for the remodel and addition to an existing single-family residence at the above referenced property. The subject property is presently zoned R-1-10 (Single Family Residential, 10,000 square foot minimum lot size) and designated as Low Density Residential (Less than 3.5 units per gross acre) on the City's General Plan Land Use Map. The property is located within the San Tomas Neighborhood and therefore subject to the development standards and design guidelines of the San Tomas Area Neighborhood Plan (STAND). The proposed home will require the approval of a Building Permit. The Planning Division will review the building permit plan submittal for compliance with all applicable zoning requirements. The Planning Division completed the review of your preliminary application and has the following comments regarding your proposal. The following requests are intended to ensure compliance with the STAND: 1. Project Summary: Building coverage includes the first floor of the primary and all accessory buildings on a lot (measured to the outside surface of exterior walls) including covered porches and covered decks (measured to the outside of the posts). Building coverage does not include eave overhangs, trellises, or architectural features (e.g. chimneys, bay windows, etc). Please include the covered porch and existing accessory building in your building coverage calculation. 2. Setbacks: Please provide the front, sides, and rear yard setbacks on the site plan. 3. Front Yard Paving: A minimum of 50% of the required front yard setback area must remain unpaved. Please verify that a minimum of 50% of the front yard will remain unpaved. Fencing: Please specify the proposed fencing on the site plan and indicate the type, height, and material. 5. Tree Protection: All existing trees on the site should be indicated on the plans and should specify the location, type, size and whether such tree is proposed to be removed or preserved. Please also complete the enclosed Tree Disclosure Statement and submit it with your building permit application. 6. Elevations: Please dimension to the plate height(s) and roof peak(s) on all elevations. 7. Architecture and Desien: Staff is generally supportive of the proposed architecture and site layout of the home. However, staff recommends reducing the size of the cornerstone elements to be proportional with the proposed house. 8. Color Scheme: Please submit a proposed color scheme to the Planning Division for review prior to building permit plan submittal. 9. Utilities: Please indicate the location of the existing and proposed utility connection on the plan site plan. The utilities will be required to be placed underground if the existing utility panel will be relocated. Your application was distributed to the Public Works Department, Building Division, Planning Division, and County Fire Department. In addition to the Planning Division's comments contained in this letter, please find enclosed comments from the Public Works Department and the Building Division. Please note that these comments are meant to be preliminary. Conditions of approval from each department will be developed when the formal application is submitted.
