Thank you for your submittal of a preliminary application for an adjustment in the size of two
substandard lots located at 1639 and 1655 Walters Avenue. The subject properties are presently zoned R-
1-9 (Single-family residential -minimum lot size of 9,000) and are designated as Low Density Residential
(less than 3.5 units per gross) on the City's General Plan Land Use Map.
The proposed change in property lines between these two parcels would require a variance to lot width
and areas by the Planning Commission and then the subsequent approval of a Tentative Parcel Map by the
Community Development Director. The Community Development Director is not supportive of a
variance request before the Planning Commission.
It is recommended that the redevelopment of these properties be accomplished under the current
configuration and lot size.
Your application was distributed to the Public Works Department, Building Division, and Fire
Department. No comments were received from these Departments. Please note that these comments are
meant to be preliminary. Conditions of approval from each department will be developed when the formal
applications are submitted.

Potential Lot Line Adjustment
To Whom It May Concern;
Beachmaster Holdings, LLC is under contract to acquire the subject prop-
erties in the San Thomas Area Neighborhood. The properties consist of two
adjacent lots:
• one lot consists of roughly 4,792 SF and
• the other lot consists of roughly 7,481 SF.
Both of these legally created lots are below the current 9,000 SF stan-
dard for R-1-9 zoning. The standard also calls for minimum lot widths of 70
feet. The subject lots are roughly 75.86' and 60' wide. All surrounding
properties are single family residential.
We propose a variance and lot line adjustment resulting in two similarly
sized lots roughly 6,136 SF [0.145 Acres] with equal widths of approximately
67.9'. We'll use the resulting lots for single family residential. Several other
lots in this immediate vicinity have similar lot widths and similar square foot-
ages. Additionally, we propose a zoning change to R-1-6 which is consistent
with the configuration of several of the nearby properties.
