Dear Mr. De Young:
Thank you for your submittal of a preliminary application for a four unit residential
development on the referenced property. The proposed development would require
approval of a Zone Change from R-1-6 to P-D (Planned Development), a Planned
Development Permit and a Tentative Parcel Map approval. The subject property is
presently zoned R-I-6 (Single-family Residential/Low Density Residential) and is
located in the San Tomas Neighborhood Planning area.
The Community Development Director is not supportive of a zone change at this location
and recommends that the redevelopment of this property be pursued under the
conventional R-1-6 Zoning District currently in place on the project site. This would
require the creation of 6,000 square foot lots with a minimum width of 60 feet on a public
street. It may be appropriate to coordinate development of this property with adjacent lots
so that access requirements may be shared between properties.
If you wish to pursue your current proposal the following applications would be
applicable:
1. Zone Change: R-1-6 (Single-Family Residential) to P-D (Planned Development)
2. Planned Development Permit: The project requires the submittal of a Planned
Development Permit for the construction of the residences. The Planned
Development permit approves the site plans, elevations, floor plans and landscape
plan. The proposed homes should follow the development standards of the San
Tomas Neighborhood Area Plan.
3. Tentative Parcel Map: The project will require the approval of a Tentative Parcel
Map to subdivide the property into individual lots on a common driveway.

Your application was distributed to the Public Works Department, Building Division,
Planning Division and County Fire Department. In addition to the Planning Division's
comments contained in this letter, please find enclosed comments from the Building
Division and the County Fire Department. Please note that these comments are meant to
be preliminary. Conditions of approval from each department will be developed when
the formal applications are submitted.
