Dear Mr. Logan:
The Community Development Director has conditionally approved your Tree Removal Permit
application (PLN2008-34) to remove one Modesto Ash tree, 22 inches in diameter, as shown on the
site plan submitted on March 3, 2008, in the rear yard of the above addresses.
Your request has been approved subject to the following conditions:
1. The applicant shall plant one (1) 24 inch box tree of a species from the City of Campbell
recommended tree replacement list on the subject property on or before May 3, 2008.
The Tree Removal Permit has been approved based upon the City's determination, with a supporting
recommendation by a Certified Arborist, that the tree is diseased and dying.
This approval is final in 10 calendar days, unless an appeal is received in writing at the City of
Campbell City Clerk's Office, 70 N. First Street, Campbell, on or before Monday, April 7, 2008 at
5:00 p.m. A written appeal must be accompanied with a $100 appeal filing fee. If you have any

Number, Size, and Species: The number and size of replacement trees is based on the number, size and
species of trees approved for removal. The variety of replacement tree(s) should continue the diversity of trees
found in the community.

Cost of Replacement Trees: Replacement trees shall be obtained and planted at the expense of the
applicant.
Inspection: City staff shall be permitted to enter the property to verify the installation of the replacement
trees.
Maintenance of Replacement Trees: Any person who is required to plant replacement trees as a condition
of a tree removal permit shall maintain such trees in a healthy condition to ensure their long term survival.
Maintenance Bond. A faithful performance bond, maintenance bond or other security deposit may be
required to be paid to the City prior to the issuance of the Tree Removal Permit. The bond shall be in an
amount of money and for a period of time determined by the Community Development Director to ensure
acquisition and proper planting and maintenance of the replacement trees.
RECOMMENDED REPLACEMENT TREE SPECIES
Please consult with your Arborist to select a species that is well suited to your location.
If you are replacing a tree that was required as a part of an approved Landscaping Plan, the replacement species
must be consistent with the Landscaping Plan.

NOTICE OF TREE REMOVAL PERMIT
APPLICATION
Notice is hereby given that the Community Development Director of the City of
Campbell has received an application for a Tree Removal Permit (PLN2008-34) for the
removal of one Modesto Ash tree with a diameter of 22 inches located in the rear yard
of the property at 1273 Lorelei Court in the R-1-6 (Single-Family Residence) Zoning
District (see map on reverse).
The 10 day comment period for this application shall begin on March 6, 2008 and end
on March 16, 2008. Any comments regarding this application shall be submitted in
writing to the Planning Division before 5:00 p.m. on Monday March 17, 2008 as a
decision will be rendered after this date.
Decisions by the Community Development Director are final in 10 calendar days
following the date of approval, unless an appeal is received in writing at the City of
Campbell City Clerk's Office, 70 N. First Street, Campbell, prior to the end of the appeal
period. A written appeal must be accompanied with the required $100 appeal filing fee.

To Whom It May Concern:
I am writing this letter to support my application for a permit to remove a dying and hazardous
Modesto Ash tree from my back yard. Please expedite this request.
During a winter storm this season, high winds caused a large branch to fall across and sever the
power, telephone, and cable lines from our home. When PG&E arrived to remove the branch and
restore power, the tree crew offered that the tree might be diseased and dying, and that we should
consider removing it before another storm causes a branch or the entire tree to fall directly on our
home.
We consulted with ISA-certified arborist Paul Lamm of Campbell-based Tree Health Professionals,
Inc. to provide his thoughts about the health of the tree and how to proceed. Please find his report in
this mailing. The report indicates that the tree is severely infected with root fungus and more than half
of the crown is dead. Because the tree will soon become a hazard, Mr. Lamm suggests that the tree be
removed. I have included several photographs of the tree to show the decay of the trunk and crown.
• Pictures 1 through 4 show the base of the tree from different angles and vantage points, and
reveal the fungus and exposed wood Mr. Lamm discussed in his report.
• Pictures 5 and 6 show the dying crown above the power, telephone, and cable lines that
connect to our home.
• Picture 7 shows the location on the tree where the branch broke away during the storm.
• Pictures 8 and 9 show some of the wood that was cut away from the branch by the PG&E
crew that came to remove the branch from the downed lines.
I understand that we are encouraged to plant a new tree in place of a tree we want to remove. My wife
and I are fortunate in that our property already has many trees that were not here when the property
was first developed, resulting in a yard that is full of healthy green trees (many as tall or taller than
our home), as shown in pictures 10 through 14. (Picture 14 shows a young apple tree planted by our
daughter. Though absent of leaves as I write this, the tree is quite healthy and will blossom again this
spring.) With the exception of the Ash tree in our back yard, our property is green and thriving. We
wish not to plant a new tree in place of the dying Ash, which was too close to power lines and our
home. We hope to plant flowers and shrubs in its place.
Please note also that we have a very large Modesto Ash tree in our front yard, and are striving to keep
it healthy. Mr. Lamm did a wonderful job of trimming the tree to maintain its health, and we are
looking forward to enjoying the tree for the many years we plan to live in our home.

Dear Mr. Logan,
At your request I have performed a tree health and structural inspection on the
Modesto ash (Fraxinus velutina `Modesto) located in the rear of your property.
The tree was not climbed. This tree measures just over 22 inches in diameter at
four feet above grade, and 25 inches in diameter at grade. The results of my
inspection are as follows:
The root crown is severely infected with oak root fungus (Armillaria mellea) and
decay with only two small areas of live tissue remaining. These two areas will
continue to die back as the fungus spreads. Bark is falling off the main stem
exposing the wood underneath where signs of decay are clearly visible. The
primary crotch has a tight V with included bark. The crown has been topped in the
past and several scaffolding limbs have pockets of decay. Additionally, two large
limbs have broken out of the tree. Currently over half the crown is dead.
In conclusion, the Modesto ash tree structure is poor and the crown is dead or
declining. There is no way to improve structure or vigor. The value of this tree
would be zero. The tree will soon become a hazard. I suggest removal to grade.
