Your request has been approved subject to one of the following conditions: 1. The applicant shall plant one (1) 24 inch box tree (Modesto Ash or a recommended replacement tree species) on the subject property on or before January 21, 2008; OR 2. Payment of an in-lieu fee based on a fair market value of one 24 inch box tree (Modesto Ash) which is $375. Payment of the fee must be prior to permit validation. The Tree Removal Permit has been approved based upon the City's determination, with a supporting recommendation by a Certified Arborist, that the tree is diseased, and could cause a hazard to two properties and high voltage lines. It has been determined that this situation cannot be controlled or remedied through tree trimming or pruning, as this would increase the failure potential of the tree. This approval is final in 10 calendar days, unless an appeal is received in writing at the City of Campbell City Clerk's Office, 70 N. Lane Campbell Ca. Dave. Here is the azborist report you requested for the Modesto Ash tree growing at 1091 Monica Lane in Campbell. I have paid a site visit to locate and evaluate the condition of the tree. Please refer to the drawing for reference. The tree in question is a Modesto Ash Fraxinus velutina `Modesto'. The circumference of the main stem is 71.64" measured at 48" above grade. The height of the tree is approximately 40'. The canopy spread is approximately 30'. The health and vertical stability of the tree is poor. Total tree failure is likely. Oak Root Fungus has damaged the trees root system beyond repair. There are fruiting bodies from the fungus growing around the base of the tree. The fungus has made its way up and around the main stem resulting in the death of the cambium. The cambium layer has begun to slough off. Further root crown inspection indicates the presence of associated mycellium. The texture of the remaining tissue has become spongy. Though oak root fungus is chronic in the azea, other environmental circumstances, such as irrigation, poor drainage and minimal evaporation have accelerated the demise of this particular tree. The tree has been severely pruned in the past to include a major heading back (pollarded) a decade ago. The tree is also growing in close proximity to the PG&E high voltage lines. Asplundh comes through once a yeaz to cleaz these lines. As a result the tree canopy is one sided growing away from the lines and towazd the house. Carlson 1091 Monica Lane San Jose, CA 95128 To: City of Campbell Planning Department Re: Attached Tree Removal Permit Application To whom it May Concern: As the bulk of this permit application should indicate, we are forced to remove our Modesto Ash from the center of our back lawn due to root rot, which is in imminent danger of falling on our, or neighboring structures. This tree has been dying for years, although we were not aware of it until about 4 years ago when we were replacing the pre-existing grass lawn in the back with new sod. This tree has been subjected to excess water due to lawn irrigation for more years than we could guess. All our attempts to bring back the tree proved futile. We are not interested in replacing this tree in its present location, nor in any other location in our back yard. Our petition: 1. As you can see by the drawings and photographs, during the 7 years that we have owned this home we have already planted 6 trees just in the backyard area. The prior vegetation was all shrubbery, and this has been replace by strong, vigorous trees. We have planted birch (5 years old), two Japanese Maple (3 and 4 years old) Chinese Tallow (7 years old) and Fruitless Pear (3 years old). Therefore I submit to the Campbell planning Department that we have already replaced this dying tree with substantial vegetation than will not only provide covering foliage, but also stand a much better chance of survival away from the grass lawn environment. 2. This is a very emotional time for my wife and I. Losing this large shade tree will drastically change the microclimate of our backyard garden and summer temperatures inside our home. None of that can be replaced by planting anything less than afull-grown tree in the same location. We all know that it would be prohibitively expensive to do that, so we are not interested in trying. Instead we are now faced with the additional extra expense of installing insulation, attic fans, additional patio covers, and possibly most of our ground cover and garden plantings with sun-resistant varieties. If it should fall, targets include two occupied homes, a well established treescape to the south and high voltage lines to the west. This Tree must be removed as soon as possible.
