Dear Applicant:
Please be advised that at its meeting of June 10, 2008, the Planning Commission
Adopted Resolution No. 3893 approving a Sign Application (PLN2008-65) to allow a
manual reader board sign on the above reference property.
This action is effective in ten calendar days, unless appealed in writing to the City Clerk
by 5 p.m. on Friday, June 20, 2008. The time within which judicial review of this action
must be sought is governed by Section 1094.6 of the California Code of Civil Procedure,
unless another statute (such as California Government Code Section 65009 or some
other applicable provision) sets forth a more specific time period.

RESOLUTION NO. 3893
BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CAMPBELL APPROVING A SIGN APPLICATION (PLN2008-
65) TO ALLOW A MANUAL READER BOARD SIGN ON PROPERTY
OWNED BY CALVARY TEMPLE OF CAMPBELL LOCATED AT 202
RAILWAY AVENUE IN A P-D (PLANNED DEVELOPMENT) ZONING
DISTRICT. APPLICATION OF MR. DENNIS CONNER, ON BEHALF
OF CALVARY TEMPLE OF CAMPBELL. FILE NO.: PLN2008-65.
After notification and public hearing, as specified by law and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as
follows with respect to application PLN2008-65.
1. The proposed manual reader board sign is limited to identification of an on-site use
located on the project site.
2. The proposed manual reader board sign may be allowed with the approval of the
Planning Commission for a Public Assembly use with more than 50 fixed seats. The
project site currently has approximately 200 fixed seats.
3. Inspection of the site and the proposed sign and review of the plans disclose that the
signs will comply with all of the regulations of this chapter.
4. The project qualifies as Categorically Exempt project under Section 15311, Class 11 of
the California Environmental Quality Act (CEQA), pertaining to the construction or
placement of on-premise signs.
Based on the foregoing findings of fact, the Planning Commission further finds and
concludes that:
1. The proposed sign is consistent with the requirements of the Sign Ordinance.
2. Both the location of the proposed sign and the design of its visual elements (lettering,
words, figures, colors, decorative motifs, spacing, and proportions) are legible under
normal viewing conditions.
3. The location and design of the proposed sign does not obscure from view or unduly
detract from existing or adjacent signs.
4. The location and design of the proposed sign (e.g., size, shape, illumination, and color)
is compatible with the visual characteristics of the surrounding area so as not to detract
from or cause to decrease the value or quality of adjacent properties.

5. The location and design of the proposed sign, located in close proximity to any
residential district, does not adversely affect the quality or character of the residential
area.
6. No substantial evidence has been presented from which a reasonable argument could
be made that shows that the project, as currently presented and subject to the required
Conditions of Approval, will have a significant adverse impact on the environment.
7. There is a reasonable relationship and a rough proportionality between the Conditions
of Approval and the impacts of the project.
THEREFORE, BE IT RESOLVED that the Planning Commission approves a Sign
Application (PLN2008-65) to allow a manual reader Board Sign on property owned by
Calvary Temple of Campbell located at 202 Railway Avenue in a P-D (Planned
Development) Zoning District.
Where approval by the Director of Community Development, City Engineer, Public Works
Director, City Attorney or Fire Department is required, that review shall be for compliance
with all applicable conditions of approval, adopted policies and guidelines, ordinances,
laws and regulations and accepted engineering practices for the item under review.
Additionally, the applicant is hereby notified that he/she is required to comply with all
applicable Codes or Ordinances of the City of Campbell and the State of California that
pertain to this development and are not herein specified.
COMMUNITY DEVELOPMENT DEPARTMENT
Planning Division
1. Declaration of Acceptance of All Conditions: Within thirty (30) days of the Community
Development Director's approval, the applicant shall sign the final, approved set of
Conditions of Approval. Until said Conditions are signed, the proposed Administrative
Planned Development Permit shall not be valid for any permits sought from the City.
2. Approved Project: Approval is granted for a Sign Permit (PLN2008-65) for a
freestanding manual reader board sign located at 202 Railway Avenue. The project
shall substantially conform to the project plans stamped as received by the Community
Development Department on May 13, 2008, except as may be modified by the
Conditions of approval herein.
a. Planning sign off is required to prior to Building Permit final. Construction not
in substantial compliance with the approved project plans shall not be approved
without prior authorization of the necessary approving body.
b. Sign Base. Submit revised plans showing cobblestone on the sign base.
c. Sign Color. Submit revised plans showing the sign face color matching the existing
exterior color of the sanctuary and commercial day care structures.

3. Existing Signage: The existing non-permitted banner sign shall be removed prior
obtaining a building permit for the freestanding manual reader board sign.
4. Development Approval Expiration: The Sign Approval shall be valid for one year from
the date of Planning Commission approval. Within this one year period, a building
permit must be obtained or the Sign Approval shall expire and be deemed void without
further notification by the City.
5. Sign Maintenance: The signs shall be maintained in good condition at all times and
shall be repaired or replaced as necessary.
Building Division
6. Permits Required: A building permit application shall be required for the proposed
sign. The building permit shall include Electric and Mechanical fees when such work is
part of the permit. Prior to performing any work, the applicant shall make application to,
and receive from the Building Division, all applicable construction permits.
