Underground Utility Waiver - 2006November 09, 2006 Francisco Guzman 1073 Ridgeley Drive Campbell, CA 95008 Re: Underground Utility Waiver -File No: PLN2006-164 -1073 Ridgeley Drive Dear Mr. Guzman: Please be advised that the Community Development Director has reviewed your request to permit overhead utility services in conjunction with the construction of a new residence on the above-referenced property in lieu of the requirement to underground the utilities. Pursuant to Campbell Municipal Code Section 21.18.140 (Undergrounding of Utilities), this request has been granted for the following reasons: 1. The existing utility pole is across the street from the property; 2. The significant time delay of installing utilities underground relative to the project schedule; and 3. The significant cost of installing utilities underground relative to the project cost. 4. Due to the established character of the neighborhood, it is not likely that other utility services will be underground in this neighborhood. We are currently undergoing a major remodel of the property. The home renovations involve updating the home to current building and seismic standards. During the permit process with the City, we were notified of the City's request for us to underground our utilities to the home. Upon examination, we have found that this request would require us to experience an undue increase in our project cost, and subject our project and our neighbors to project delays and disruption. The practicality of such a solution at the current time on Ridgeley Drive is also in question, due to the arbitrary nature of such projects. Most of the neighbors up and down the street have not had their utilities undergrounded, and to place someone in the middle of the street in the position of doing it appears to subject our project to an unusual increase in costs. ($25,000- $35,000) The transformer pole is not even adjacent to the property, but is located across and down the street, which would require us to undertake extensive trenching. Besides the cost, the traffic disruption and noise involved in this trenching would be in opposition to how we have run our project in the past. Although we agree that the aesthetic benefits of underground utilities would benefit all in the neighborhood, we feel that the current status of the utilities is in keeping with the existing use of Ridgeley Drive. It would seem that the solution to this issue could be better mitigated in a general way at a later time.
