Admin Site and Arch - 2007March 26, 2007 PLN2006-110 Application of Ms. Jane Weller, on behalf of Verizon Wireless, for PLN2007-034 approval of a Site and Architectural Review Permit to allow the Weller, J. continued operation of an existing stealth wireless telecommunications facility, and a Fence Exception for an L-shaped eight-foot tall wooden sound mitigation fence on property located at 485 W. Sunnyoaks Avenue in a P-F (Public Facilities) Zoning District. STAFF RECOMMENDATION That the Community Development Director take the following actions: 1. Approve the Administrative Site & Architectural Permit, incorporating the attached findings, to the continued operation of an existing stealth wireless telecommunications facility located at 485 W. Sunnyoaks Avenue, subject to the attached conditions of approval. 2. Approve the Fence Exception, incorporating the attached findings, to allow the construction of 24 linear feet of eight foot tall wooden sound mitigation fencing, subject to the attached conditions of approval. PROJECT DESCRIPTION The project consists of the continued use of an existing stealth wireless telecommunications facility on the existing hose tower of an existing City owned Santa Clara County Fire Department Fire Station at 485 W. Sunnyoaks Avenue. The antennas would continue to be completely screened from view by six-foot high fiberglass screens. Sunnyoaks Avenue Page 2 DISCUSSION Applicant's Proposal: The existing facility consists of rune (9) antennas measuring four (4) feet in height and twelve (12) inches wide mounted four (4) feet, four (4) inches apart near the edge of the tower walls. The screening consists of six (6) feet "radio frequency friendly" fiberglass screen which has been painted and textured to match the existing tower siding. All related facility equipment has been installed on the tower roof, behind the fiberglass screening and not visible from the exterior. The facility is unmanned and operates 24 hours a day, seven days a week. The facility is serviced approximately once a month or in the event of an emergency. Service personnel would visit the facility for routine maintenance only between the hours of 7:00 a.m. and 5:00 p.m. Monday through Saturday, excluding times when urgent maintenance visits are required for emergency repairs only to allow for the continuation of communication services for a11911 emergency agencies and the public at large. Project Location: The project site is located on the north side of Sunnyoaks Avenue, between Emory Avenue and Sobrato Drive. The property is surrounded by residential uses to the north, south, east, and west. Back rg ound: The existing facility was approved by a Site and Architectural Review Permit (PLN2001-64) on September 25, 2001. The facility expired five years after date of the approval and a renewal of the approval is required. General Plan Desi ng anon: The General Plan land use designation for the project site is Institutional. The wireless facility is consistent with this land use designation. Zoning Desi ng anon: The zoning designation for the project site is P-F (Public Facility). The wireless facility is compatible with the zoning and General Plan designation. Under the Wireless Telecommunications Facilities Ordinance, at the time an application is submitted to allow an existing facility to remain, the Community Development Director shall determine if the facility can be reviewed as a stealth facility and approved administratively as a Site and Architectural Review Permit. The Community Development Director has found that the proposed facility is a stealth facility as defined in the Wireless Telecommunications Facilities Ordinance. ANALYSIS Pam: The continued operation of the existing facility will not have an effect on parking and no additional parking is required. Sunnyoaks Avenue Page 3 Noise: The City of Campbell had received complaints regarding noise generation from the subject site and requested the applicant complete a noise study. As requested, the applicant contracted with an acoustical engineer to complete an acoustical study for the project site in order to determine compliance with the City's noise standards. The acoustical engineer found that the sound levels measured are consistent with the City's standards. Additionally, the acoustical engineer provided the applicant with recommendations to limit continued noise impacts to the adjacent neighbors. The applicant has requested a Fence Exception Permit to implement two of the engineer's recommendations. Fencing: As a requirement of Wireless Telecommunications Facilities Ordinance, equipment cabinets are to be screened from public view by landscaping, fencing or installed underground. The existing ground mounted equipment cabinet(s) are located to he west of the main structure behind asix-foot wooden fence. The existing screening fence is beginning to show signs of disrepair and will therefore fail to adequately screen the equipment cabinet during the next five year approval. Therefore, the applicant would be required to construct a new six foot wooden fence parallel to Sunnyoaks Avenue in the exact location an existing six-foot wooden is located. This fencing is in addition to the construction of the eight-foot sound wall mitigation fence, PLN2007-034. The applicant is requesting a Fence Exception to install approximately 24 linear feet of eight-foot wooden sound wall fencing along the west and north side of the equipment cabinet in order to mitigate noise impacts to the adjacent residence.
