Dear Mr. Beal:
Thank you for your submittal of a preliminary application for the expansion of the
parking area associated with an existing apartment complex located at 225 Union W.
Hamilton Avenue. The proposed expansion converts an open grass area into additional
parking facilities.
Zoning: The subject property is zoned R-3-S (Multiple-family residential) and is
designated as a High Density Residential land use on the City's General Plan Land Use
Map. The parking lot expansion reduces on-site open space and provides additional
parking.
Please provide an open space analysis of the project that demonstrates that the provided
open space satisfies the requirement of 300 square feet per unit as specified in the
enclosed R-3-S development standards. If adequate open space is demonstrated, than the
expansion of the parking area can be considered.
Expansion of the parking area should not create dead end aisles. Consequently, a
driveway needs to be provided connecting the two dead end parking aisles as currently
proposed. Additionally, the relocated carport should be located to the perimeter of the
parking are rather than the center.
Your pre-application was distributed to the Public Works Department, Building Division,
Planning Division and the County Fire Department. The comments from these
departments are enclosed. Please note that all comments are meant to be preliminary.
Conditions of approval from each department will be developed at the time a formal
application is submitted.
