It is this effort that will require the construction of several large vaults (CEV's), located on either private or public property, in various locations throughout the City. I have requested that PB provide us with an overview of the deployment plans--where existing DSL service is currently available, where it isn't, and where the vaults are needed to provide full coverage in the City. I would like us to get together briefly prior to the meeting with PB to discuss our City position, which I think is that any vault installation would need to go throught the SARC process, at least at a staff level, to assess visual screening, impacts on traffic (due to service/maintenance requirements), r-o-w construction issues, etc. Tim recently received a call from a PB representative on this issue--I would suggest that he advise the caller that we will be meeting with PB next week. Do we want to handle as a site and architectural approval or a conditonal use permit? A use permit make the most sense to me in that we can classify the structures as public service uses under section 21.72120 J of the Campbell Municipal Code. This is in addition to other lobs we are workin4 on. The purpose of the easement would be to install fiber-0ptic telephone facilities on or near the border of your property that runs along Victor Avenue. This letter is intended to Garify Pacific Belt's proposal to acquire the easement on this property. I believe that #his letter covers several issues that will allow this proposal to move forward. Following is a summary: Proposed Equipment: The specific equipment would be a buried vault facility. This piece of equipment will increase the existing capacity of telephone and data services. This equipment will expand fiber-optic capabilities in this neighbofiood and, potentially, facilitate the installation high-speed T1, ISDN, and ADSL data lines. Depending on how the structure is equipped, up to 2,000 phone lines as well as some of these other services will become immediately available. Benefits: The most direct benefit to the homeowners in your area is that availability and reliability of phone service will be increased. Specifically, service will be converted from an entirely copper network to a primarily fiber-optic network. A fiber-optic "cable" will be installed from Pac Bell's downtown central office to this neighborhood. Individual phone lines to residences over short distances will remain copper, but the main feed will be converted. Over long distances, fiber cable is much more reliable and less susceptible to external weather factors than copper cable. An additional benefit is that this equipment provides a "hub" in our network. This is very reliable equipment. However, if the phone system is disrupted, as is possible in an earthquake, these hubs are the first pieces of the equipment that are brought back on-line. As such, properties located Goser to the hubs will have telecommunications services restored significantly faster than other surrounding properties. Easmant:SiaR: The size of the easement would be approximately. 20 feet by 30 feet. This is adequate to install either piece of equipment. The size of the equipment is much smaller. The portion this is above ground -the "hatch" - is approximately 6' X 6' and 2'/z feet above ground. Easement Location: Paafic Befl seeks an unobtrusive location that will not interFere with the overall use of the property. There is some flexibility regarding the proposed easement location. Generally, a location along the roadway is best. We welcome your input on placement, so long as it meets our engineer's requirements. I have complied a list of your concerns/questions about the vault we wish to place which were expressed during our meeting last week and well as in the memo from Michelle Quinney on 12/ 14/99. If I have omitted anything, please let me know. At this time, Dan Sparks is still working on the schematic for the conduit run which will show the areas of trenching that will need to be done. When it is complete, I will forward it to you. Issues: I. What ~ the range of service provided by the CEV? The correct placement of the CEV will provide coverage for approximately a 2-mile radius. 2. How many more vaalts will be needed in the area? No more vaults will be needed within 2 miles. The service requirements of your residential and commercial residents will dictate future growth within the city. 3. How oaten will the Vault need to be accessed? After the initial installation, which will take approximately 2 days to place in the ground, and two weeks of workers accessing the vault for hook- up, workers should only access the vauh one time a year for aone-week period. The exception would be in an emergency situation. 4. What types of service vehicles will be used and where will the service vehicles park? The installation will involve a large crane and several trucks. I am attaching a photo of what placement looks like. For maintenance purposes, 3/s ton vans will be used. The vans will park along South Third Street. 5. What will the noise level be? Any noise will be coming from the air conditioning unit on the vault. This air conditioner will be active only when needed to cool the unit and will vary during the different seasons. Please refer to the attached information sheet from the utility company. 6. Can a completed underground unit be need? Unfortunately, it cannot. The underground units require a large trench or deep well for the cooling system to function. The size of the equipment is much smaller than the easement area. The portion this is above ground is approximately 6' X 6' and 2 1/~ feet above ground. I have attached a diagram with measurements on the model we will be using. In additions, PG 8s E will need to install a separate electric meter so that we can pay for the electricity to power the vault. Easement Locatioa: Pacific Bell agrees to return the site location to the same, or better condition as when easement was acquired. We will take photographs of the site to use as a reference of the condition of the landscape. Site Safety: Pacific Bell is absolutely committed to safety. Pacific Bell will agree to all reasonable requests regarding site safety-- during and after construction. E~dsting Buried Utilities: Prior to recording easement rights, Pacific Bell needs written permission undertake potholing"-- a trenching technique used to locate buried utility lines. Property owners should understand that existing buried utilities may preclude acquiring the easement and installing the vault. Such a situation is not expected at this location. Construction Time 8s Eatry: For the buried vault equipment, there is a one day excavation period. Once the site is ready, the pre-fabricated CEV arrives in two halves-- each half on a flat bed truck. Both are lowered into the excavated pit by crane and sealed together on-site. The excavated area is then re-filled, usually that same day. Immediately after construction, technicians enter the vault daily for another 1 to 2 weeks until the unit is operating at capacity. After the CEV is running, access to the vault will trail off quickly. Workers will then enter the vault only a few times a year. City Permits: Pacific Bell is responsible for obtaining and paying for all permits for the placement of this telecommunications facility. in closing, I believe this covers most of the points regarding installation of the this equipment. Potential locations: Water Tower Park Civic Center Campbell Park Parking District Lots Others Service needs after construction and installation are approximately every two years for 2 days to a week. No significant noise. Cost of acquiring easement! Landscaping mitigation! Need to have crane accessibility! This includes plain telephone service, special services including T1, 56 Kilobit and ISDN services for the area between E. Latimer on the North, Rincon Avenue to the South, Highway 880 on the East, and Winchester Boulevard to the West. One of the alternative to the Controlled Environmental Vault is to place new cables from the Central Office to this area. This would mean that new conduit structures would have to be constructed in many locations between the served area and the Central Office. Another is to find a less desirable location in the core area that will require more extensive conduit and structure placements. The fiber to drive the Controlled Environmental Vault is in place. It would be a relatively small job to tie the existing fiber to the vault once it is presently in place. This approach will relieve cables that presently bring service to this area and redirect existing facilities to customers closer to the Central Office differing the need to reinforce exhausted conduit structure that runs the entire length of Campbell Avenue which makes this location ideal. At present special services that are more than 9-15 kilo feet from the Central Office have to have a repeater. Service from the proposed Controlled Environmental Vault would be the same as if the customers were within 9-15 kilo feet of the Central office. This will greatly improve service reliability to the customers served from this installation. The equipment in the Controlled Environmental Vault converts the light transmission to electrical impulses that are used on the copper lines, effectively moving the Central Office to the customers locations. At the present time this area is on the outer limits of the Central Office serving it. The Controlled Environmental Vault when fully equipped is capable of delivering in excess of 10,000 lines and would flood the area, that is attracting high tech business, with the types of services they demand today. Pacific Bell will work with the City of Campbell to landscape this area which is a focal point as you enter the City from the West on Campbell Avenue.
