Misc 1980-2006CITY OF CAMPBELL -PLANNING COMMISSION Staff Report -September 12, 2006 ITEM N0.2 SCVWD Public hearing to consider the Santa Clara Valley Water District Referral Capital Improvement Plan 2007/2011 STAFF RECOMMENDATION That the Planning Commission take the following action: Find that the proposed Santa Clara Valley Water District Capital Improvement Plan is consistent with the Campbell General Plan. DISCUSSION Background The State Government Code section 65403 requires that Special Districts prepare a 5- year Capital Improvement Plan (CIP) each year. The Santa Clara Valley Water District (SCVWD) has published their Capital Improvement Plan (CIP) for 2007-2011. The District's CIP outlines projects the district will undertake to maintain and improve its infrastructure and describes specific costs and benefits. The District's Board of Directors established the District's Ends Policies to guide their overall operations. Their CIP is intended to be aligned with the "Ends Policies" to ensure that the District's long-term capital investments are planned and executed according to the Board's priorities. The District's "Ends Policies" related to CIP projects are: 1. Reliable supply of healthy, clean drinking water; 2. Reduced potential for flood damages; 3. Mitigations are implemented to protect watersheds, streams and the natural resources therein; and 4. Environmental enhancements are implemented to improve watersheds, streams, and the natural resources therein. A~ recent independent evaluation of the District found that they did commendable work but recommended that they make their process more transparent to the public. (See Press Release from SCVWD June 16, 2006 and copy of State Government Code cited in the letter, Attachment 1). This is the District's first CIP and it is in response to that recommendation. (See Letter from District General Manager Stan Williams dated July 19, 2006, Attachment 2) Staff Report -Planning Commission Meeting of September 12, 2006 SCVWD CIP 2006-2011 Page 2 Inter-agency Coordination The California Government Code Section 65401 requires that local agencies (cities and counties) review the Capital Improvement Plans for special districts to determine if it is consistent with the local General Plan. A copy of the District's CIP is attached in its entirety in addition to an information sheet and map focusing on projects located within Campbell's jurisdiction. Project Descriptions The District's 2007/2011 Capital Improvement Plan identifies three projects that are located in the City of Campbell. See Attachment 3, location map for Campbell projects. 1. Page Percolation Pond Distilling System Improvements, CIP Page II-21-FISCAL YEAR 09-10 a. This project is located on the west side of Winchester Blvd in the vicinity of Hacienda Avenue. 1. Increase discharge capacity from 25 cfs to 36 cfs and annual yield by 300 acre-feet per year. 2. Lower operating levels to 6 inches below the current level 3. Increase the capacity to exercise water rights 4. Reduce operating risks 2. San Tomas Well Field, CIP Page II-25 FISCAL YEAR 06-08 a. This project is located on the northeast corner of Campbell Ave and San Tomas Expressway (Charities Housing site) 1. Improvements to enhance water supply management by preserving and improving groundwater extraction capacity. 3. Central Pipeline Rehabilitation, CIP Page II-33, FISCAL YEAR 05-07 a. This major transmission pipeline runs from the Rinconada facility in Los Gatos through Campbell and ultimately to the facility located in San Jose near Hedding Street and I-880. The Central Pipeline is approximately 72- inches in diameter and would require major excavation. The duration of the project is not known at this time but could be considerable. The project description shows a picture of the pipeline. 1. The project will complete an in-depth investigation of the pipeline, to assess the integrity of pre-stressed concrete cylinder pipe and risk of failure, develop recommendations on a long-term monitoring program and near-term repairs, if needed. 2. Immediate near-term repair will be made to keep the system operation. In a discussion with a Project Manager of the Disfrict, 1 was told that this project may be postponed because preliminary evaluation found thaf the condition of the pipeline is not as bad as originally thought. Staff Report -Planning Commission Meeting of September 12, 2006 SCVWD CIP 2006-2011 Page 3 City Engineer Michelle Quinney has reviewed the CIP and believes that their CIP projects will not have any significant impact on Campbell's infrastructure. Consistency with the General Plan Section 65403.c of the State Government Code requires that the Planning Commission review the CIP for consistency with the City's General Plan. Staff has reviewed the proposed projects and believes that they are not inconsistent with the various elements of the Campbell General Plan and with the Campbell Strategic Plan. The only directly related General Plan policy/strategy that is directly related to SCVWD facilities is: Strategy OSP - 1 b: Santa Clara Valley Water District: Work with the Santa Clara Valley Water District to provide public access and improvements to the Groundwater Recharge Facilities in the City. Environmental Assessment The California Environmental Quality Act and the National Environmental Quality Act require that the "lead agency" (the agency who is proposing the project) complete the environmental review. Campbell will be considered a "responsible agency" and will be forwarded a copy of any environmental impact evaluation for review. Our comments will be forwarded to the District Board of Directors for consideration before the CIP is approved, in part or in whole. Staff has not received a copy of the environmental evaluation at this time. The Planning Commission's recommendation will be considered by the SCVWD at a meeting in October, 2006.
