SUBJECT: Realignment of Boundaries with San Jose
Background
The Ravensmurt area of Campbell consists of 12 acres bounded by Highway 17
to the west, Downing Avenue to the north, west of Spruance Street, and
north of Pamlar Avenue (see attached map). 'This area was physically isolated
from the remainder of Campbell with the construction of the Highway 17.
There are approximately 223 units and 455 persons residing in the area.
Although residents in this area are Campbell residents, they have San Jose
mailing addresses and postal service is provided by the San Jose Post Office.
The location and access limitations of the neighborhood create service
inefficiencies for both the City of Campbell and residents of the area. Police
and other City personnel must travel approximately 6/10 of a mile out of the
City of Campbell through the City of San Jose before entering the Ravenscourt
area. The nearest park (Hamann Park) is located in the City of San Jose on the
west side of Highway 17 and is accessed from the neighborhood by a
pedestrian freeway overpass. In the interest of logical boundaries, service
efficiencies and "good government" it seems the area more logically belongs
within the city limits of San Jose.
Discussions with San Tose
Earlier this year, Cambell Planning Staff discussed the concept of realigning
boundaries with San Jose Planning Staff. The realignment will place the
Ravenscourt ,area within San Jose's jurisdiction. However, we asked that in
exchange, they rnnsider realigning a 5.4 acre commercial area located on the
southwest corner of Bascom Avenue and Camden Avenue, into the City of
Campbell. The 5.4 acre portion of San Jose has Campbell mailing addresses, is
predominately surrounded by the City of Campbell and is separated from San
Jose by Camden Avenue and Bascom Avenue. In 1994, the San Jose City
Council agreed to shift two residential properties located in the area, into the
City of Campbell, at the request of the property owners. This realignment is
pending before LAFCO.

LAFCO
I.AFCO has ultimate authority over boundary changes and the exchange of territory
between two or more governmental entities. I.AFCO will review and consider how
proposals for boundary changes conform to applicable city and County general plans.
Some of the factors LAFCO considers in boundary adjustments include:
• How the proposal furthers the goal of compact, contiguous urban
development patterns;
• Whether the governmental agencies involved have the capacity to provide
needed urban services efficiently;
• The effects of the proposal upon 'balanced growth" objectives;
• Are the proposed areas reasonably serviceable with public facilities and
services;
• Consistency with aty and County general plans.
Santa Clara County
Santa Clara County urban area policy strategies support managed growth in
accordance with the county's general plan. Some of these policies include:
Encourage efficient use of existing urban areas;
Improve coordinated countywide planning efforts;
City of San Jose
City of San Jose policies regarding boundary adjustments are related to policies
regarding Urban Service Areas and are outlined in the city's general plan. Some of
these policies include:
• Insure the San Jose's future growth will proceed in an orderly, planned
manner in order to provide efficient and economical public services, to
maximize the utilization of existing and proposed public facilities, and to
achieve the equitable sharing of the cost of such services and facilities;
• Ensure that adequate resources, including operations and maintenance
resources will be available in the long term...;
• Such areas are located adjacent to existing or committed urban development,
generally served by existing services, and has an existing urban land use
designation.

City of Campbell staff is in the process of revising the Land Use element of the
general plan. Identified policy areas of our plan update include the creation of
logical city boundaries and those which promote efficient use of city resources as
well as the following policies:
• Promote logical city boundaries delineated by major street arterials and other
physical and psychological barriers;
• Promote urban service areas which utilize city resources most efficiently;
• Minimize confusion on the part of local residents regarding provision of city
services.
PROCESS AND REQUIRED STEPS
Upon agreement that the proposed boundary adjustments make sense for both
jurisdictions, staff would forward a staff initiated proposal to the appropriate city
personal, and ultimately, to the Campbell and San Jose City Councils.

Boundary adjustments are only considered on an annual basis for each jurisdiction
for significant reorganizations.

The proposed boundary adjustment and required general plan amendment would
be initiated at a staff level during July and reviewed by the City Council during
November and December of the same year.

boundary adjustment and general plan amendment upon agreement with City of
