MINUTES OCTOBER 11, 1988 The Planning Commission of the City of Campbell convened this day in regular session in the City Hall Council Chambers, 70 N. First St., Campbell, California. ROLL CALL Present Commissioners: George Kasolas (7:35 p.m.), Robert Stanton, Jay Perrine, Bruce Olszewski, James Walker, J. DuWayne Dickson, and Ronald Christ; Planning Director A. A. Kee; Principal Planner Philip Stafford; Public Works Director Donald Wimberly; City Attorney William Seligmann; Recording Secretary Linda Dennis. Absent None. APPROVAL OF MINUTES M/S: Dickson, Walker - That the minutes of the Planning Commission meeting of September 27, 1988, be approved as _ submitted. Motion carried 5-0-1-1, with Commissioner Kasolas being absent and Commissioner Perrine abstaining due to absence from that meeting. COMMUNICATIONS Planning Director Kee noted that communications received pertained to specific items on the agenda. ORAL REQUESTS Chairman Christ asked if anyone wished to address the Commission on an issue that was not agendized. There being no one, the Chairman proceeded with the set agenda. ~ ~ ARCHITECTURAL APPROVALS M 88-19 Request of the Campbell Medical Group to Campbell Medical Group allow a modification to the approved building usage to allow 4 doctors in a medical office building located on property known as 476 E. Campbell Ave. in a C-2-S (General Commercial) Zoning District. Principal Planner Stafford reviewed the Staff Report of October 11, 1988, noting that Staff is recommending approval of this request and that the Commission accept this report as a one-year review of this use as previously conditioned. -2- (Commissioner Kasolas entered the Chambers at 7:35 p.m.) Commissioner Walker asked for clarification on the number of doctors at this location. Dr. Patrick Riley noted that there are currently 3 doctors in the offices, and a 4th doctor is anticipated; however, there would never be more than 3 doctors working at any given time because of the number of examining rooms. Commissioner Perrine asked if Staff has observed a parking problem for this use. Mr. Stafford indicated that Staff has visited the site a number of times and has not observed a parking problem. Commissioner Olszewski reported that this item was considered by the Site and Architectural Review Committee. The Committee. is recommending approval. M/S: Dickson, Stanton - That the Planning Commission adopt the attached findings and approve M 88-19; and, that the Commission accept the Staff Report as a one-year review satisfying a previous condition of approval. Discussion Commissioner Olszewski noted that there is some potential for a parking -~ problem, and if this can be identified at a later date, the applicant's have indicated their willingness to become involved in a parking district. Commissioner Olszewski felt that the doors should be left open to mitigate any potential parking problems, and spoke in favor of adding another one-year review to this request. Commissioner Walker agreed with the suggested one-year review, noting that there is no indication of how the increased use may impact the site. Planning Director Kee indicated that the City has the authority to act on any such problem even if it is not stipulated for an automatic review. Vote on motion Motion carried 5-2-0, with Commissioners Walker and Olszewski voting "no". ~ ~ ~ PUBLIC HEARINGS M 88-18 Public hearing to consider the application of Gonzalez, Z. Ms. Zennie Gonzalez for approval of a modification to a previously approved Use Permit to allow the conversion of a -`-- residential care facility to a senior housing center on property known as 531 N. Central Ave. in a C-1-S (Neighborhood Commercial) Zoning District and an R-1-6 (Single Family Residential) Zoning District. -3- Principal Planner Stafford reviewed the Staff Report of October 11, 1988, noting that Staff is recommending approval of this request, with an added condition that revised plans come back to the Site and Architectural Review Committee for approval. The Site Committee is of the opinion that some type of outdoor recreational area should be provided for the residents. Commissioner Olszewski reported that this item was considered by the Site and Architectural Review Committee. The Cmmittee would like to see a landscaping plan providing f>_ a residential appearance to the site to blend the use better with the surrounding residential area. Approval is recommended, subject to plans coming back for review and approval. Chairman Christ opened the public hearing and invited anyone to speak on this item. Ms. Karen Clark, 566 N. Central Ave., asked for clarification of the proposed use, noting that there have been problems in the past with patients wandering in the neighborhood. Mr. Stafford explained that the proposal indicates a less intensive type of use, providing care for ambulatory, mentally alert seniors. M/S: Dickson, Stanton - That the public hearing on M 88-18 be closed. Motion carried unanimously (7-0-0). _. M/S: Dickson, Olszewski - That„'~!Planning Commission adopt Resolution No.-~~~rc, including findings and conditions as indicated in the Staff Report of October 11, 1988, with Condition 3 to provide for revised plans to be approved by the Site and Architectural Review Committee. Motion carried with the following roll call vote: AYES: Commissioners: Kasolas, Stanton, Perrine, Olszewski, Walker, Dickson, Christ NOES: Commissioners: None ABSENT: Commissioners: None. ~ ~ ~ S 88-16 Continued public hearing to consider the Husted, N. application of Mr. Norman Husted for approval of a site and architectural application to allow the construction of a retail building on property known as 1870 S. Bascom Ave. in a C-2-S (General Commercial) Zoning District. Principal Planner Stafford reviewed the Staff Report of October 11, 1988, noting that Staff is recommending approval. Commissioner Perrine asked what type of tenants were anticipated for this building. -4- Mr. Stafford indicated that. this is a speculative building and the tenant is not known. Commissioner Kasolas expressed his concern with the unsafe conditions of the crosswalk across Bascom Ave. in this immediate area; and, asked about the median island on McBain Ave., the proposed traffic circulation in this area, the the procedures used for permit parking. Public Works Director Wimberly noted that Staff is also concerned with pedestrian safety on Bascom Ave. and this issue is under study at this time; however, this particular development is not responsible for the existing problems and Staff has not recommended any mitigating conditions for this applicant. Commissioner Walker questioned the location of the trash enclosure; and, noted his agreement with Commissioner Kasolas regarding pedestrian safety in the area. Mr. Stafford stated that a wall is proposed between the commercial use and the residential use. Commissioner Olszewski reported that this item was considered by the Site and Architectural Review Committee. The Committee is coming forth without a recommendation. Commissioner Olszewski continued that he personally feels that __ any shortcomings on the plan can be addressed at Staff level, and that the design details needing improvement were enumerated in the Staff Report. However, Commissioner Stanton prefers that the recommended revisions be - resubmitted to the Site Committee, with revised plans coming back to the Planning Commission. Commissioner Stanton stated that he was not comfortable bringing a recommendation to the Commission without the entire picture being presented. Chairman Christ opened the public hearing and invited anyone to speak on this item. Mr. George Badal, architect, appeared before the Commission to answer any questions. M/S: Walker, Dickson - That the public hearing on S 88-16 be closed. Motion carried 6-0-1, with Commissioner Stanton voting "no". M/S: Dickson, Perrine - That the Planning Commission accept the Negative Declaration which has been prepared for this project; and, that the Planning Commission adopt the attached findings and approve S 88-16 subject to conditions indicated in the Staff Report of October 11, 1988, with Condition 1 indicating revised plans to come back to the Site and _ Architectural Review Committee for approval. -5- Discussion on motion Commissioner Olszewski noted that it might be appropriate for Staff to prepare a report on this intersection so that the Commission is more aware of what is occuring in this area. Commissioner Kasolas indicated that this is a problem for the whole neighborhood, and was not caused by the applicant. He suggested that, at the conclusion of this hearing, the Commission make comments to the City Council expressing concern about pedestrian safety in this area. Commissioner Stanton stated that he would support a continuance on this item, in that there are problems appearing other than design. He felt that more work needed to be done on the project in that the location was very vital, and he did not want to see the City tied into the presented plan as yet. Commissioner Perrine supported the motion, stating that if there is not sufficient quality presented when the revised plans come back to the Site Committee, the plans can be brought to the Commission. Chairman Christ asked that Staff keep an eye on the parking and circulation in this area, noting that he is not confident that the ingress/egress presented will work for this project. Vote on motion Motion carried with the following roll call vote: AYES: Commissioners: Kasolas, Perrine, Olszewski, Walker, Dickson, Christ NOES: Commissioners: Stanton ABSENT: Commissioners: None. * ~ S 88-14 Continued public hearing to consider the Sutti Associates application of Sutti Associates for approval of plans and elevations to allow an addition and exterior modifications to an existing building (Nob Hill Food Market) on property known as 1581 W. Campbell Ave., in a C-1-S (Neighborhood Commercial) Zoning District. Principal Planner Stafford reviewed the Staff Report of October 11, 1988, noting that Staff is recommending approval. Chairman Christ asked if there would be adequate room for delivery trucks to turn around in the rear of the building if parking is added to this area. Mr. Stafford indicated that the delivery trucks come onto the site from San Tomas Aquino Rd. and back into the delivery area. -6- Commissioner Olszewski reported that this item was considered by the Site and Architectural Review Committee. The Committee is recommending approval, with Condition 2 being amended to include recycling/vending machines. The Committee felt that there may be an architectural solution to the problems caused by these machines, and the applicant has indicated willingness to abide by any requirements the Commission may have regarding these machines. Chairman Christ opened the public hearing and invited anyone to speak on this item. M/S: Dickson, Stanton - That the public hearing on S 88-14 be closed. Motion carried unanimously (7-0-0). M/S: Walker, Perrine - That the Planning Commission adopt the attached findings and conditions, with Condition 2 including recycling/vending machines, and approve S 88-14. Motion carried with the following roll call vote: AYES: Commissioners: Kasolas, Stanton, Perrine, Olszewski, Walker, Dickson, Christ NOES: Commissioners: None ABSENT: Commissioners: None. ~ ~ ~ PD 87-06 Continued public hearing to consider the Sparling, J. application of Mr. John Sparling for a Planned Development Permit, plans, elevations, and development schedule to allow the construction of an industrial/warehouse building on property known as 426 & 430 Sam Cava Ln. in a PD (Planned Development/ Industrial) Zoning District. Planning Director Kee reviewed the Staff Report of October 11, 1988, noting that Staff is recommending denial without prejudice so that this item may be removed from the agenda. _ Chairman Christ opened the public hearing and invited anyone to speak on this item. M/S: Perrine, Stanton - That the public hearing on PD 87-06 be closed. Motion carried unanimously (7-0-0). M/S: Stanton, Perrine - That the Planning Commission find that (1) the applicant is working with the Redevelopment Agency to develop a comprehensive site plan for development of this area; and (2) that the applicant is in concurrence with a denial without prejudice in order to remove this item from the agenda; and, that the Planning Commission adopt Resolution No. 25,~ recommending that the City Council deny PD 87-06 without prejudice. Motion carried with the following roll call vote: -7- AYES: Commissioners: Kasolas, Stanton, Perrine, Olszewski, Walker, Dickson, Christ NOES: Commissioners: None ABSENT: Commissioners: None. ~ ~ ~ (Commissioner Kasolas left the Chambers at this time - 8:30 p.m.) PD 88-14 Public hearing to consider the application NADCON Development of NADCON Development, Inc., for approval of a Planned Development Permit, plans, elevations, and development schedule to allow the construction of 6 townhomes on property known as 96 Dot Ave. in a PD (Planned Development/Medium Density Residential) Zoning District. Principal Planner Stafford reviewed the Staff Report of October 11, 1988, noting that Staff is recommending a continuance at this time in order that revised plans may be submitted addressing the concerns of the Site and Architectural Review Committee regarding the shifting of one unit to save a tree and perhaps increase the minimal rear yard area with better access to the rear yard for the units. Commissioner Olszewski reported that this item was considered by the Site and Architectural Review Committee. Discussion included the use of PD zoning for this project, and the provision of common and private open space. It appears that it is the applicant's intention to provide private open space; and it is the opinion of the Committee that this is inadequate and additional measures should be taker;. There was also discussion regarding the provision of an accent tree for two units at the rear of the project. The applicant is in agreement with the general .nature of the discussion; therefore, a continuance is recommended. Chairman Christ concurred with the Site Committee's assessment of inadequate open space. Chairman Christ opened the public hearing and invited anyone to speak on this item. Commissioner Dickson stated that he would support approval of this project, in that the recommended changes were quite straightforward and could be addressed with revised plans coming back to the Site Committee as indicated under Condition 1. Commissioner Walker spoke in favor of approving the project if the parking is as originally presented or as changed by the Staff's recommendation and did not eliminate one space. Commissioner Olszewski stated that the Site Committee also discussed some ways that additional space might be developed, with a possibility of relocating a building or having a building slightly smaller in size. Commissioner Olszewski __ noted that willingness of the developer to work with the City, and indicated that the Site Committee does not have a problem in dealing with the revised plans if that is the desire of the Commission. -8- M/S: Dickson, Stanton - That the public hearing on PD 88-14 be closed. Motion carried unanimously (7-0-0). M/S: Dickson, Perrine - That the Planning Commission recommend that the City Council accept the Negative Declaration which has been prepared for this project; and, that the P anning Commission adopt Resolution No. 25~ incorporating the findings and conditions indicated in the Staff Report of October 11, 1988, with revised plans to come back to the Site and Architectural Review Committee for approval, recommending that the City Council approve PD 88-14. Mr. Alexander Barclay, on behalf of Sanjil Roofing, for approval of a Conditional Use Permit to allow the establishment of an outside storage yard in a portion of the parking area on property knwon as 805 McGlincey Ln. in a C-M (Controlled Manufacturing/Industrial) Zoning District. Principal Planner Stafford reviewed the Staff Report of October 11, 1988, and noted that the applicant, at this time, is requesting a continuance (letter attached hereto). Commissioner Olszewski reported that this item was considered by the Site and Architectural Review Committee. There were concerns raised by the Committee regarding the appearance of an outdoor storage area to `adjacent residential properties. The Committee is of the opinion that it would be best to have covered storage on this site. Additionally, the Committee would like to have photos of the site for the next meeting. Mr. Alex Barclay, applicant, requested a continuance in order to obtain assistance from a company representative. M/S: Olszewski, Stanton - That the public hearing on UP 88-10 be continued to the Planning Commission meeting of November 22, 1988, at the applicant's request. Motion carried unanimously (7-0-0). ~ ~ ~ -9- TA 88-05 Continued public hearing to consider City-initiated possible amendments to Chapter 21.50 (Parking) of the Campbell Municipal Code as it pertains to residential parking requirements. Planning Director Kee reviewed the Staff Report of October 11, 1988. Mr. Kee noted that if density is a concern, then it should probably be addressed through the General Plan rather than through the Zoning Ordinance; that it would appear from comparisons made with surrounding jurisdictions that Campbell has a rather restrictive parking ordinance at this time; and, that it is important to have reasonable parking requirements. Mr. Kee continued that the reason this matter is before the Commission is that the City Council has expressed a concern regarding inadequate visitor parking on townhouse sites and about on-street parking, as well as the flow of traffic in the areas that tend to be more densely developed. Commissioner Kasolas asked what the basis is for a comparison of adjoining communities, and if Staff is recommending an increase in parking. Commissioner Kasolas continued that he would feel very uncomfortable if the only basis for comparison was because the adjacent communities have a certain standard. Commissioner Olszewski indicated that these concerns resulted from a study session. Some areas have no street parking and not enough parking on-site in some of the developments. The point is that the problem was addressed a year ago by providing for visitor spaces on-site for the new developments. Some of the existing projects do not meet the current code, and the Council is just now hearing about it. Chairman Christ noted that he constantly reviews projects that have been passed and he sees, under the code we have been approving projects, there are a lot that have parking problems - almost all where there is some other restrictions on parking. Commissioner Dickson suggested that Staff might come back with alternatives after hearing the Commission's concerns. Commissioner Olszewski stated that we have to consider that there is enough parking provided on-site and not look at street parking. Public Works Director Wimberly stated, for the record, that if parking is a problem on any private development, commercial or residential, Public Works Department is affected by complaints. This situation puts this department in touch with the problem. The Public Works Department is supportive of the Planning Department's recommendation for additional guest parking. The street is not seen as part of the parking solution for any development. One of the benchmarks used to gauge adequacy is how it would compare to a normal single family home - usually 2 or 3 spaces on front of property, in addition to the garage and driveway. -10- Commissioner Perrine thought that guest parking should more than 1 for 5 units, less than 1 for 1 unit. M/S: Perrine, Stanton - That the public hearing on TA 88-05 be continued to the Planning Commission meeting of November 22, 1988. Motion carried 6-0-1, with Commissioner Walker voting "no". * ~ ~ MISCELLANEOUS Staff Report Continued Staff Report regarding Crockett Avenue area study. Commissioner Kasolas suggested that the Commission recommend to the City Council that they initiate hearings in this neighborhood. This is based on a personal observation from being on the Commission and from living in that area. There are new homeowners, property owners, and new developments since the last hearings in 1980. A lot of the people who talked about leaving the rural atmosphere are now gone. It is very clear from talking with the neighbors that they want some change - they don't like it the way it is. It would seem that the right thing to do would be to invite them down to have a hearing, explain to them how things happen - who pays for streets, etc. This is an opportunity for the City to show some leadership. "~ Commissioner Dickson indicated that he is not convinced that higher densities are the answer; that the Commission should look at the area for study, but perhaps also opening up for another redevelopment area; and look into low cost home loans for people in this area as well. Chairman Christ concurred with Commissioner Dickson, and indicated that people want the neighborhood cleaned up so that they can be proud of their homes - not higher densities. M/S: Perrine, Walker - That the Planning Commission request that the City Council grant the Planning Commission permission to hold a neighborhood study session on a date that is not a regular meeting date; that a letter be sent by the Commission with a packet and agenda,. with a couple of ideas, after which the public could be allowed to speak; and, that the property owners. as well as residents be notified. Motion carried unanimously (7-0-0). Commissioner Dickson indicated that the Commission should first have a study session - perhaps at San Tomas School. Commissioner Kasolas stated that the Commission should first ask the Council; and have the Council direct us to prepare an agenda if they like. Chairman Christ felt that it is also important that we inform the City Council as to what things we are looking for. ~ * ~ -11- Staff Report Informal review of the Salmar/Harrison/Page Street Specific Plan. Redevelopment Manager Marty Woodworth, reviewed the Staff Report of October 11, 1988, and answered questions from the Commission. Commissioner Olszewski noted that he would like to see how this plan fits into going on down to Railway Ave. to the drive-in site and to the freeway. He would hate to see us create another Harriet Ave. that sits for 30 years waiting for something to happen. Chairman Christ stated he is concerned that if we change direction at Campbell Ave. with a new light at the railroad tracks on Orchard City Dr. and different turning movements on Civic Center Dr. at Salmar, we are not going to be able to move the amount of traffic that we move now. He felt that a change of traffic flow here might impact residential neighborhoods with more traffic; that it was very important to actively work out another access across the freeway; and., that Hwy. 85 is not going to cure traffic problems in this part of town. Chairman Christ indicated that he would like to see that addressed in the report. Mr. Wimberly noted that Hwy. 85 is supposed to be done 1992-93. While this study deals with this area, the focus is to do the right thing for the downtown. The Traffic Engineer has spent a great deal of time working on other improvements and interconnects so that the arterials work; and, at same time he has been spending time in neighborhoods trying to protect them from cut-through traffic. ~ ~ ~ ADJOURNMENT There being no further business, the meeting was adjourned at 9:55 p.m. APPROVED: Ronald W. The provision of 20 parking spaces for the proposed building usage is considered adequate based on the applicant's statement that there will be three doctors on the site. 2. The location of the project is adjacent to the downtown area and a recommendation has been made by the consulting firm of Wurster, Bernardi & Emmons to consider less restrictive parking requirements in the downtown area. 3. This building shares an adjacent parking area with 20 additional spaces which have different parking demand periods. 4. The applicant has indicated an intent to adjust office hours to mitigate peak parking demand periods. 5. The applicant has indicated a willingness to explore participation in a future parking district if the need should arise. CONDITIONS OF APPROVAL: M 88-19 1. Planning Commission to review the usage, to insure adequate parking facilities, one year from this date of approval. CONDITIONS OF APPROVAL: S 88-16 SITE ADDRESS: 1870 S. BASCOM AVE. APPLICANT: N. RUSTED PC MTG DATE: 10-11-88 The applicant is hereby notified, as part of this application, that he/she is required to meet the following conditions in accordance with the Ordinances of the City of Campbell and the Laws of the State of California. Additionally, the applicant is hereby notified that he/she is required to comply with all applicable Codes or Ordinances of the City of Campbell and the State of California which pertain to this development and are not herein specified. 1. Revised elevations addressing concerns expressed in the Staff Report to be submitted to the Planning Department and approved by the Site and Architectural Review Committee upon recommendation of the Architectural Advisor prior to application for a building permit. 2. Property to be fenced and landscaped as indicated and/or added in red on the plans. Landscaping and fencing shall be maintained in accordance with the approved plans. 3. Landscaping plan indicating type and size of plant material, and location of irrigation system to be submitted to the Planning Department and approved by the Site and Architectural Review Committee and/or Planning Commission prior to issuance of a building permit. . 4. Fencing plan indicating location and design details of fencing to be submitted to the Planning Department and approved by the Planning Director prior to issuance of a building permit. 5. Applicant to either (1) post a faithful performance bond in the amount of $5,000.00 to insure landscaping, fencing, and striping of parking areas within 3 months of completion of construction; or (2) file written agreement to complete landscaping, fencing, and striping of parking areas. Bond or agreement to be filed with the Planning Department prior to application for a building permit. 6. Applicant to submit a plan to the Planning Department, prior to installation of PG&E utility (transformer) boxes, indicating the location of the boxes and screening (if boxes are above ground) for approval of the Planning Director. 7. All mechanical equipment on roofs and all utility meters to be screened as approved by the Planning Director. 8. Building occupancy will not be allowed until public improvements are installed. 9. All parking and driveway areas to be developed in compliance with Chapter 21.50 of the Campbell Municipal Code. All parking spaces to be provided with appropriate concrete curbs or bumper guards. 10. Plans submitted to the Building Department for plan check shall indicate clearly the location of all connections for underground utilities including water, sewer, electric, telephone and television cables, etc. 12. Sign application to be submitted in accordance with provisions of the Sign Ordinance for all signs. No sign to be installed until application is approved and permit issued by Planning and Building Departments (Section 21.53 of the Campbell Municipal Code). 13. Ordinance No. 782 of the Campbell Municipal Code stipulates that any contract for the collection and disposal of refuse, garbage, wet garbage and rubbish produced within the limits of the City of Campbell shall be made with Green Valley Disposal Company. This requirement applies to all single-family dwellings, multiple apartment units, to all commercial, business, industrial, manufacturing, and construction establishments. 14. Trash container(s) of a size and quantity necessary to serve the development shall be located in area(s) approved by the Fire Department. Unless otherwise noted, enclosure(s) shall consist of a concrete floor surrounded by a solid wall or fence and have self-closing doors of a size ' specified by the Fire Department. All enclosures to be constructed at grade level and have a level area adjacent to the trash enclosure area to service --__ these containers. 15. Applicant shall comply with all appropriate State and City requirements for the handicapped. BUILDING DEPARTMENT 16. Retaining walls at property lines are limited to a height of 15 inches if constructed of wood. 17. B2 occupancy. No openings are allowed less than 5' from property line and protected less than 20'. PUBLIC WORKS DEPARTMENT 18. Replace valley gutter with standard vertical curb and gutter. 19. Install 10' wide sidewalk with a handicap ramp at the intersection. 20. Pay storm drain area fee. 21. Obtain an excavation permit, pay fees and post surety for all work in the right-of-way. 22. Redesign McBain Ave. driveway to allow right turns out and left turns in --- only. FIRE DEPARTMENT Meet all requirements of the Fire Department. Additionally, the applicant is hereby notified that he/she is required to comply with all applicable Codes or Ordinances of the City of Campbell and the State of California which pertain to this development and are not herein specified. 1. Property to be fenced and landscaped as indicated and/or added in red on the plans. Landscaping and fencing shall be maintained in accordance with the approved plans. 2. Landscaping plan indicating type and size of plant material, and location of irrigation system and plans addressing recycling/vending machines to be submitted to the Planning Department and approved by the Site and Architectural Review Committee and/or Planning Commission prior to issuance of a building permit. 3. Fencing plan indicating location and design details of fencing to be submitted to the Planning Department and approved by the Planning Director prior to issuance of a building permit. 4. Applicant to either (1) post a faithful performance bond in the amount of $4,000.00 to insure landscaping, fencing, and striping of parking areas within 3 months of completion of construction; or (2) file written agreement to complete landscaping, fencing, and striping of parking areas. Bond or agreement to be filed with the Planning Department prior to application for a building permit. 5. All new mechanical equipment on roofs and all utility meters to be screened as approved by the Planning Director. 6. Building occupancy will not be allowed until public improvements are installed. 7. All parking and driveway areas to be developed in compliance with Chapter 21.50 of the Campbell Municipal Code. All parking spaces to be provided with appropriate concrete curbs or bumper guards. 8. Plans submitted to the Building Department for plan check shall indicate clearly the location of all connections for underground utilities including water, sewer, electric, telephone and television cables, etc. 9. Sign application to be submitted in accordance with provisions of the Sign Ordinance for all signs. No sign to be installed until application is approved and germit issued by Planning and Building Departments (Section 21.53 of the Campbell Municipal Code). Ordinance No. 782 of the Campbell Municipal Code stipulates that any contract for the collection and disposal of refuse, garbage, wet garbage and rubbish produced within the limits of the City of Campbell shall be made with Green Valley Disposal Company. This requirement applies to all single-family dwellings, multiple apartment units, to all commercial, business, industrial, manufacturing, and construction establishments. 11. Trash container(s) of a size and quantity necessary to serve the development shall be located in area(s) approved by the Fire Department. Unless otherwise noted, enclosure(s) shall consist of a concrete floor surrounded by a solid wall or fence and have self-closing doors of a size specified by the Fire Department. All enclosures to be constructed at grade level and have a level area adjacent to the trash enclosure area to service these containers. 12. Applicant shall comply with all appropriate State and City requirements for the handicapped. BUILDING DEPARTMENT 13. Retaining walls at property lines are limited to a height of 15 inches if ---- constructed of wood. 14. Health Department approval is still required. 15. Full construction plans are required.
