7:30 PM MINUTES OCTOBER 27, 1987
The Planning Commission of the City of Campbell convened this day in regular
session at the regular meeting place, the Council Chambers of City Hall, 70 N.
First St., Campbell, California.
ROLL CALL
Present Commissioners: Kasolas, Stanton, Olszewski,
Christ, Walker, Perrine; Planning Director A.
A. Kee, Principal Planner Phil Stafford,
Engineering Manager Bill Helms, City
Attorney Bill Seligmann, Recording Secretary
Linda Dennis.
Absent Commissioner Dickson.
APPROVAL OF MINUTES
M/S: Stanton, Walker That the minutes of the Planning Commission
meeting of October 13, 1987 be approved as
submitted. Motion carried with a vote of
4-0-1-2, with Commissioner Dickson being
absent, and Commissioners Kasolas and Christ
abstaining due to absence from the subject
meeting.
Chairman Perrine noted that Commissioner Dickson was at a business meeting;
therefore, his absence is excused.
COMMUNICATIONS
Mr. Kee noted that communications received pertained to specific items on the
agenda and would be discussed at that time.
ORAL REQUESTS
Chairman Perrine asked if there was anyone in the audience who wished to
address the Commission on an issue that was not on the agenda. There being no
one, the Chairman proceeded with the set agenda.
PUBLIC HEARINGS
TS 87-04 Public hearing to consider the application of
Pinn Bros. Pinn Brothers Construction Co. for approval
of a Tentative Subdivision Map to allow the
creation of 7 single family home lots on
properties known as 1814 & 1820 Whiteoaks Rd.
in a pre-zoned R-1 (Single Family
Residential) Zoning District.

Planning Director Kee reviewed the Staff Report of October 27, 1987, noting
that Staff would recommend that this matter be continued so that the properties
to the south of this proposal may be incorporated into the subdivision
proposal. It should be noted that the Public Works Department is recommending
denial of this map before the Commission this evening.
Commissioner Kasolas expressed concern with the proposed street width, noting
that he would prefer to see a standard street for these types of application;
thereby hopefully avoiding situations which exist across from Food Villa on
Hacienda Ave.
Commissioner Christ asked if the Public Works Staff had considered the effect
of left turns into the cul-de-sac on this busy street.
Engineering Manager Helms indicated that Staff is of the opinion that left
turns will work nicely at this location.
Chairman Perrine opened the public hearing and invited anyone in the audience
to speak for or against this item.
M/S: Stanton, Christ - That the public hearing on TS 87-04 be
continued to the Planning Commission meeting.

UP 87-18 Public hearing to consider the application of
Jiffy Lube Jiffy Lube International, Inc., for a Use
Permit and approval of plans to allow the
construction of a building to be used as an
automotive service facility for lubrication
and oil change on property known as 1387
Camden Ave. in a C-1-S (Neighborhood
Commercial) Zoning District.
Planning Director Kee reviewed the Staff Report of October 27, 1987, noting
that Staff, at this time, is recommending approval as redlined. The redlining
on the presented plans. represents a change to the parking layout on the site,
putting standard parking spaces along the westerly property line, and creation
of two additional spaces.
Commissioner Christ reported that this application was considered by the Site
and Architectural Review Committee. The Committee is also recommending
approval as redlined. Commissioner Christ noted that the trash enclosure has
been moved away from the residential area; and, that revised plans addressing
these issues are to come back to the Staff, or the Site Committee if necessary,
for approval.
Discussion ensued regarding the comments of the Architectural Advisor; the
appearance of the building from various elevations; the roll-up doors -- size __
and being open to the street; amount of landscaping; and the quality of the
design.

Mr. Jim Borden, Director of Construction for Jiffy Lube Western Region,
explained the plans, noting that the roof style can be changed; the colors are
standard; the roll-up doors are necessary because of the size of some of the
vehicles they service; it is necessary for the doors to be open on both
elevations to provide traffic circulation on-site; the landscaping on-site will
be improved and maintained; and, the use of splitfaced block is planned to
break up the face of the building.
M/S: Christ, Walker - That the public hearing on UP 87-18 be
closed. Motion carried 5-1-1.
M/S: Kasolas, Olszewski - That the public hearing on UP 87-18 be
continued to allow revised plans to be
presented which address the concerns of the
Architectural Advisor. The motion failed
with the following roll call vote:
AYES: Commissioners: Kasolas, Stanton, Olszewski
NOES: Commissioners:. Christ, Walker, Perrine
ABSENT: Commissioners: Dickson.
Discussion ensued regarding the appropriateness of this building at this
location and how the design relates to others structures in the area; the role
of the Site and Architectural Review Committee; the amount of landscaping
provided; the appearance of the roll-up doors; the comments of the
Architectural Advisor that the building design is "unimaginative"; the quality
of development which Campbell would like to see; the building materials; and a
comparison of what is on the site at this time to what is being proposed.
M/S: Walker, Olszewski - That the public hearing on UP 87-18 be
re-opened. Motion carried unanimously
(6-0-1).
Mr. Borden addressed the comments of the Commission.
M/S: Walker, Christ - That the public hearing on UP 87-18 be
closed. Motion failed with the following
roll call vote:
AYES: Commissioners: Christ, Walker, Perrine
NOES: Commissioners: Kasolas, Stanton, Olszewski
ABSENT: Commissioners: Dickson.
The Commissioner recessed at 8:30 p.m.; the meeting reconvened at 8:40 p.m.

Commissioner Kasolas asked that the record show that he spoke with the
applicant during the break, and it was pointed out that there has been a recent --
approval on Camden Ave. for 4-Day Tire Stores which have roll-up doors facing
Camden Ave.
M/S: Walker, Christ - That the public hearing on UP 87-18 be
closed. Motion carried unanimously (6-0-1).
M/S: Christ, Walker - That the Planning Commission accept the
Negative Declaration which has been prepared
for UP 87-18; and, that the Commission adopt
Resolution No. 2489, including findings and
conditions indicated in the Staff Report of
October 27, 1967, approving UP 87-18 subject
to redlining of presented plans and with the
landscaping plans to come back to the
Planning Commission for approval. Motion
carried with the following roll call vote:
AYES: Commissioners: Kasolas, Stanton, Olszewski, Christ,
Walker, Perrine
NOES: Commissioners: None
ABSENT: Commissioners: Dickson.

Request Request of Mr. Thinh Vu for a deviation to
Vu, T. the satellite dish antenna ordinance on
property known as 760 Jeffery Ave. in an R-1
(Single Family Residential) Zoning District.
Planning Director Kee reviewed the Staff Report of October 27, 1987, noting
that the applicant is in agreement with lowering the antenna to 14 feet.
A letter from Ed and Elsie 5pehar, 777 Jeffery Ave., opposing the antenna was
entered into the record (attached hereto).
Commissioner Christ reported that this application was considered by the Site
and Architectural Review Committee. The Committee is recommending approval per
the Staff Report.
M/S: Stanton, Walker - That the Planning Commission adopt findings
and conditions as indicated in the Staff
Report of October 27, 1987, and require that
the dish antenna be lowered to 14 feet in
height and grant a deviation to the ordinance
to allow it to remain at its present location
visible from Virginia Ave., with the added
condition that the installation be inspected
for safety purposes. Motion carried
unanimously (6-0-1).

Discussion ensued regarding the FCC regulations; the possibility of making
antenna installers aware of our regulations; and installers liability.
City Attorney Seligmann noted that he would look into the matter and report
back to the Commission.

UP 67-10 Six-month review of previously approved
massage school located on property known as
2509 S. Winchester Blvd. in a C-2-S (General
Commercial) Zoning District.
Commissioner Kasolas stated that it was his understanding that the applicant
was unable to establish this business because the Police Department would not
give them a permit. Commissioner Kasolas asked Staff to report back on the
following: Did the applicant apply to the Police Department? Was he denied a
permit; and if so, why? What type of permit does the Police Department require
for this type of use? The Planning Commission was not called upon to make a
determination on an "entertainment permit', therefore, why did this issue go to
the Police Department as 'entertainment"?
Planning Director Kee indicated that Staff would research the matter and report
back to the Commission.
ADJOURNMENT
There being no further business, the meeting
was adjourned at 9:05 p.m.

RE: Response to Request for Deviation - Antenna
at 780 Jeffrey Avenue
Dear Mr. Kee:
We are definitely against the request for a deviation to the
satellite dish antenna ordinance to allow a satellite dish antenna
to exceed the 14 foot height limit (to 16-1/2 feet) and for it to
be visible from the street.
The antenna is a safety hazard. Is it properly anchored so
it would not come tumbling down onto the street in the event of a
strong windstorm?
The hideous, huge, black satellite dish antenna is the first
thing we see when we go out our front door. It would be a diaster
for our beautiful little City if this request is granted. Can you
just imagine how terrible it would look if everyone had one of these
"things" on top of their homes? Our City would no longer be a City
to be proud of but one of an ugly residential neighborhood. This
has been our concern ever since the antenna went up.
We have lived in our home at 777 Jeffrey Avenue for 27 years
and have been very happy with our surroundings. The disk antenna
should be on the ground, out of sight, where it belongs.
