PC Min 03/10/1987PLANNING COMMISSION CITY OF CAMPBELL, CALIFORNIA 7:30 PM MINUTES MARCH 10, 1987 The Planning Commission of the City of Campbell convened this day in regular session at the regular meeting place, the Council Chambers of City Hall, 70 N. First St., Campbell, California. ROLL CALL Present Commissioners: Kasolas, Stanton, Olszewski, Christ, Walker, Dickson, Perrine; Planning Director A. A. Kee, Principal Planner Phil Stafford, Engineering Manager Bfll Helms, City Attorney Bill Seligmann, Recording Secretary Linda Dennis. Absent None. APPROVAL OF MINUTES M/S: Dickson, Olszewski - That the minutes from the Planning Commission meeting of February 24, 1987, be approved as submitted. Motion carried unanimously (7-0-0). COMMUNICATIONS Mr. Kee noted that communications received pertained to specific items on the agenda and would be discussed at that time. ORAL REQUESTS Chairman Perrine asked if there was anyone in the audience who wished to address the Commission on an issue that was not on the agenda. There being no one, the Chairman proceeded with the set agenda. : t MM 86-29 Continued application of Mr. Mack Kusumoto, M. Kusumoto for approval of a modification to sideyard setbacks to allow the construction of a second story addition to an existing single family residence located on property known as 1536 Keith Dr. in an R-1-6 (Single Family Residential) Zoning District. Commissioner Christ reported that this application was considered by the Site and Architectural Review Committee. The Committee is recommending approval as redlined. -2- Principal Planner Stafford reported that Staff is also recommending approval, subject to conditions indicated in the Staff Report. Mr. Stafford noted that the adjacent property owner has submitted a letter (attached hereto) agreeing to the proposed deck on the second-story. M/S: Kasolas, Walker - That the Planning Commission adopt the findings (attached hereto) as indicated in the Staff Report, and approve MM 86-29 subject to redlining of the presented plans, and subject to conditions of approval (attached hereto) as indicated in the Staff Report dated March 10, 1987. Motion carried unanimously (7-0-0). Commissioner Kasolas commented that this was a positive addition to the community, showing that quality homes can be accommodated on small lots. * ~ : PUBLIC HEARINGS UP 87-01 Continued public hearing to consider the Morgan, D. application of Mr. David Morgan for a Use Permit to allow an auto stereo installation business to operate from a detached garage on property known as 2220 S. Bascom Ave. in a C-2-S (General Commercial) Zoning District. Planning Director Kee reported that Staff is recommending a continuance of this item, at the request of the applicant. Chairman Perrine opened the public hearing and invited anyone in the audience to speak for or against this item. M/S: Dickson, Christ - That the public hearing on UP 87-01 be continued to the Planning Commission meeting of March 24, 1987, at the request of the applicant. Motion carried unanimously (7-0-0). • +~ • MISCELLANEOUS SA 86-66 Continued signing request - appeal Mimosa Skin Care decision of Planning Director - 2075 S. Bascom Ave. - Mimosa Skin Care & Nails - C-2-S (General Commercial) Zoning District. -3- Commissioner Christ reported that this application was considered by the Site and Architectural Review Committee. The applicant has agreed to meet ', the concerns of the Site Committee and Staff, therefore, an appeal is no longer necessary. Principal Planner Stafford noted that Staff fs recommending that this item be removed from the agenda. M/S: Olszewski, Christ - That the appeal of the Planning Director for SA 86-66 be removed from the agenda, in that the applicant has agreed to abide by the original approved signing which meets code. Motion carried unanimously (7-0-0). • : : SA 87-06 Continued request for approval of Elek, J. a signing program - 645-895 8. San Tomas Aquino Rd. - C-1-S (Neighborhood Commercial) Zoning District. Commissioner Christ reported that this application was considered by the Site and. Architectural Review Committee. The Committee is recommending a continuance in order that the applicant can meet with Staff to obtain specific information for the plans. Principal Planner Stafford noted that Staff is in agreement with the recommendation for a continuance. M/S: Rasolas, Stanton - SA 87-09 Billboard Co. That SA 87-06 be continued to the Planning Commission meeting of March 24, 1987. Motion carried unanimously (7-0-0). • * ~ Signing request - 1360 Whiteoaks Rd. - White Oaks Mercedes - M-1-S (Light Industrial) Zoning District. Commissioner Christ reported that this application was considered by the Site and Architectural Review Committee. The Committee is recommending a continuance, with the applicant's concurrence, so that the applicant might pursue a signing program with other tenants at this location. The applicant would like to see a sign which identifies the building, rather than individual tenants. Principal Planner Stafford noted that Staff is in agreement with the recommendation for continuance. -4- M/S: Dickson, Stanton - TS 87-01 Ghiai, Y. That SA 87-09 be continued to the. Planning Commission meeting of March 24, 1987. Motion carried unanimously (7-0-0). * ,. Tentative Subdivision Map - Lands of Archivest Delaware, Inc. - 272 W. Sunnyoaks Ave. (ZC 86-09). Planning Director Kee reported that this proposed map is in conjunction with ZC 86-09, and would allow the creation of 6 single family lots, or a density of 19.3 units per gross acre. The Land Use Element of the General Plan indicates Medium Density Residential (14-20 units per gross acre) for this area. M/S: Kasolas, Dickson - Staff Report That the Planning Commission find the proposed map to be in accord with the City's General Plan; and, that the Planning Commission recommend that the City Council approve this map, subject to the attached conditions. Motion carried unanimously (7-0-0). * * : "Canbank" - 1 year review - 855 S. San Tomas Aquino Rd. - C-i-S (Neighborhood Commercial) Zoning District. Principal Planner Stafford reported that Staff has inspected this location on several occasions and always found it free of debris; no complaints have been received regarding the machine; and, Staff is of the opinion that this machine at this location has not caused problems. Discussion ensued regarding the landscaping required .under the approval; the existing landscaping; and, certification by the applicant under the new legislation for recycling . M/S: Kasolas, Olszewskf - That this matter be continued to the Planning Commission meeting of March 24, 1987, in order that Staff may check on the landscaping as it compares to the approved plans. Motion carried unanimously (7-0-0). * ~ -5- Staff Report Staff Report regarding fencing requirements. Principal Planner Stafford briefly reviewed this Staff Report for this Commission. Discussion ensued regarding determination of grade levels, retaining walls, fencing heights above retaining walls, and line of sight distances on corner lots. The proposed project is an appropriate scale in relationship to the adjacent developed uses. 2. .The proposed sideyard setback will not be detrimental to the health, safety, peace, morals, comfort, or general welfare of persons residing in the neighborhood. Revised elevations and/or site plan indicating window treatment and building materials to be submitted to the Planning Department and approved by the Planning Director upon recommendation of the Architectural Advisor prior to application for a building permit. 2. Applicant to obtain all necessary building, electrical, and plumbing permits. - 3. Plans submitted to the Building Department for plan check shall indicate clearly the location of all connections for underground utilities including water, sewer, electric, telephone and television cables, etc. 4. Letter of consent from neighbor at 1548 Keith Dr. for second story deck, 5 feet from property line, to be submitted to Planning Department prior to application for building permit.
