Mr. Kee noted that communications received pertained to specific items on
the agenda and would be discussed at that time.
Chairman Fairbanks submitted information regarding a conference on traffic
mitigation to be held in Sunnyvale on December 6, 1985 and asked if anyone
might be able to attend.
ARCHITECTURAL APPROVALS
S 85-14 Application of Mr. Marc Williams for

allow the construction of a 7,182 sq.ft.
retail building on properties known as

Commissioner Kasolas reported that this application was considered by the
Site and Architectural Review Committee. The Committee is recommending
continuance to December 10, 1985 in order that revised plans may be
submitted.

S 85-15 Application of Mark and Helen Poppenberg
Poppenberg, M. for approval of plans and elevations to
allow the construction of an industrial

Industrial St. in an M-1-S (Light
Industrial) Zoning District.
Commissioner Kasolas reported that this application was considered by the
Site and Architectural Review Committee. The Committee is recommending
approval as redlined, with the redlining being a minor change to the
building's trim carrying architectural lines across the front of the
building and keeping doors and windows the same length.
Mr. Kee noted that Staff is recommending approval subject to conditions as
indicated in the Staff Comment Sheet.

PUBLIC HEARINGS
PD 85-10 Public hearing to consider the applica-

Commissioner Kasolas reported that this application was considered by the
Site and Architectural Review Committee. A continuance is being
recommended so that the applicant might address concerns expressed by
Staff and the Committee.
Brief discussion ensued regarding the shortage of on-street parking in
this area.
Chairman Fairbanks opened the public hearing and invited anyone in the
audience to speak for or against this item.

Mr. Jeff Glick, 712 Duncanville Ct., spoke regarding the lack of parking
in this area.
Mr. Marc Williams, 718 Duncanville Ct., reemphasized the parking problem
in the area, noting that the Commission may wish to reevaluate parking
ratios for high density areas.

Commissioner Kasolas reported that this application was considered by the
Site and Architectural Review Committee, and approval is being
recommended.
Brief discussion ensued regarding the nature of this temporary use within
the Rte. 85 corridor; and the proposed fencing for the property.
Mr. Troquato indicated that the property will be surrounded by chainlink
fencing.
Chairman Fairbanks opened the public hearing and invited anyone in the
audience to speak for or against this item.
M/S: Toshach, Christ - That the public hearing on UP 85-11 be
closed. Motion carried unanimously
(6-0-1).
M/S: Christ, Dickson - That the Planning Commission adopt the
findings as indicated in the Staff
Comment Sheet; and adopt a resolution

a C-1-S (Neighborhood Commercial) Zoning
District.
Commissioner Kasolas reported that this application was considered by the
Site and Architectural Review Committee, and a continuance is being
recommended with the applicant's concurrence.

MM 85-27 Continued application of Mr. Adron Fulk
Fulk, A. for a modification to building usage
from approved office/warehousing use to
auto related use on property known as
1436 Whiteoaks Rd. in an M-1-S (Light
Industrial) Zoning District.
Commissioner Kasolas reported that this application was considered by the
Site and Architectural Review Committee. The Committee is recommending
approval as redlined, with the redlining indicating that there be no
auto-related uses abutting the residential area.
Commissioner Olszewski indicated his concern with the parking problem in
this area, which could be further complicated with an auto body use.
Commissioner Kasolas referred to the Paragraph 6.3 in the applicant's
lease which restricts parking for the property. It has also been
suggested to the applicant that he inform leasees about the one year
review for final approval of the use, which creates a possible interim
use .
Mr. Kee noted that Staff is recommending approval subject to redlining and
conditions as indicated in the Staff Comment Sheet.

TS 85-08 Request for approval of Tentative
Kunkel, B. Subdivision Map of Bradko Enterprises -
175 Redding Rd. - APN 413-23-40.
Mr. Woodworth reported that the applicant has submitted the proposed map
which would allow the creation of 27 townhomes lots (approved under ZC
85-06) on the project site. The proposed project would be developed at a
density of 12.2 units per gross acre. The proposed density is consistent
with the Low-P•fedium Density designation (6-13 units per gross acre) as
shown on the Land Use Element of the General Plan.
M/S: Dickson, Kasolas - That the Planning commission find the
proposed mep to be in accord with the
General Plan; and that the Planning
Commission recommend that the City
Council approve this Tentative
Subdivision Map, subject to conditions

Referral Referral from City Council regarding
additional properties in the Smith Ave.
area to be considered for a General Plan
change from Low Density Residential to
Low-Medium Density Residential in
conjunction with GP 85-02, 1164-1178
Smith Ave.
Mr. Woodworth reported that at its meeting of November 19, 1985 the City
Council referred GP 85-02 back to the Planning Commission with a direction
to initiate a public hearing to consider a general plan amendment for
other properties in conjunction with GP 85-02. Staff is recommending that
the Commission set the date of January 14, 1986 for a hearing to consider
parcels 42, 63, 64, 11, 15 & 16 for a general plan change. Because of the
surrounding zoning and the large size of the parcels, it would seem
logical to change the General Plan on the parcels to Low-Medium Density
Residential. This would allow the development of townhomes, condominiums,
or apartments as is developed on the north side of Smith Ave. and provide
a transition between the commercial uses and help clean up some unsightly
properties.
Commissioner Kasolas asked if the propeYti~s under aiscu__~on ~.~~L~, ai ~..~
time, low-medium density and changed to R-1 by the Council.
Mr. Woodworth indicated that this was correct.
Commissioner Dickson asked if the area would also lend itself nicely to
low density development.
Mr. Woodworth responded that development could work either way.

Commissioner Olszewski asked what areas have been annexed from the County,
noting that a copy of the County zoning map prior to annexation would be
useful.
Commissioner Toshach noted that the Commission has recommended that
parcels 12, 13, & 14, under GP 85-02, be changed. The referral from the
Council asks that additional parcels be considered as well. Are the
additional parcels being incorporated with the parcels under the previous
recommendation?
Mr. Woodworth indicated that the referral is to consider the other parcels
in conjunction with the initial parcels, thereby looking at the area as a
whole rather than piecemeal.
Commissioner Christ stated that his understanding of the Council's
direction is to study the impacts of any further change in this area--not
the change recommended under GP 85-02.
Commissioner Kasolas noted that a public hearing has been concluded and a
recommendation has been made on three of the parcels (under GP
85-02)--these three parcels have been spoken to. The Commission took two
separate actions, one on GP 85-02 and one to suggest consideration of
other parcels in this area--they should be kept separate.
Commissioner Dickson felt that the Council is recommending something that
the Commission should have done in the beginning, and he hoped that
something might be set as policy regarding the size of a General Plan
change. GP 85-02 seemed to be more of a specific plan.

Discussion of Motion
Chairman Fairbanks stated that she would be speaking against the motion in
that she believes the Commission may be getting into a "spot" zoning
situation. She disagreed with the buffer theory; felt that the whole area
needs to be looked at carefully, including densities; noted difficult
traffic situations in the area; and thought that a general plan like this
would be against what the Council has already set in motion for this area.
Commissioner Dickson stated his agreement with Chairman Fairbank's
comments; however, he is speaking in favor of the motion because he
believes in listening to general plan change suggestions.
Vote on Piotion
Motion carried with a vote of 5-1-1, with Commissioner Fairbanks voting
"no" and Commissioner Perrine being absent.

Session.
The date of 2•ionday, January 27, 1986 was set for a Planning Commission
Study Session for review of the Zoning Ordinance.
Information only Ordinance from other jurisdictions
regarding vehicle storage in front yard
areas.
It was the consensus of the Commission that this information be noted and
filed.

Commissioner Toshach asked Staff to check on the signing at the Montesorri
School on Latimer Ave.
Commissioner Christ indicated that he would attend the Traffic Mitigation
conference on December 6, 1985.
Commissioner Olszewski requested information from the Historic
Preservation Board on PD 85-10 (75 Union Ave.).

RECOMMENDED FINDINGS
1. With the revised elevations to be approved by the Planning Director,
the building will be architecturally acceptable and will enhance the
appearance of the neighborhood.
2. The applicant has provided the 10 parking spaces as required by the
code.
3. Due to the narrowness of the lot (60 feet), a 25 foot backup space
cannot be provided and 50X compact parking space is justified.
4. The project is in conformance with the M-1-S (Light Industrial) zoning
on the property.
5. Substantial landscaping is provided to enhance the appearance of the
site.

The applicant is notified as part of this application that he/she is required
to meet the following conditions in accordance with the Ordinances of the City
--- of Campbell and the Laws of the State of California.
1. Revised elevations indicating improved relation of office to industrial
portion of building to be submitted to the Planning Department and approved by
the Planning Director upon recommendation of the Architectural Advisor prior to
application for a building permit.
2. Property to be fenced and landscaped as indicated and/or added in red on
the plans. Landscaping and fencing shall be maintained in accordance with the
approved plans.
3. Fencing plan indicating location and design details of fencing to be
submitted to the Planning Department and approved by the Planning Director
prior to issuance of a building permit.
4. Applicant to either (1) post a faithful performance bond in the amount of
$3,000.00 to insure landscaping, fencing, and striping of parking areas
within 3 months of completion of construction; or (2) file written agreement to
complete landscaping, fencing, and striping of parking areas. Bond or
agreement to be filed with the Planning Department prior to application for a
building permit.
S. Applicant to submit a plan to the Planning Department, prior to installation
i ;~ of PG&E utility (transformer) boxes, indicating the location of the boxes and
j ~' screening (if boxes are above ground) for approval of the Planning Director.
6. Applicant to submit a letter to the Planning Department, satisfactory to the
City Attorney, prior to application for building permit, limiting the use of
the property as follows: 440 sq.ft. of office use; and 3,183 sq.ft. of
industrial or warehouse use.
7. All mechanical equipment on roofs and all utility meters to be screened as
approved by the Planning Director.
8. Building occupancy will not be allowed until public improvements are
installed.
9. All parking and driveway areas to be developed in compliance with Chapter
21.50 of the Campbell Municipal Code. All parking spaces to be provided with
appropriate concrete curbs or bumper guards.
10. Underground utilities to be provided as required by Section 20.16.070 of
the Campbell Municipal Code.
11. Plans submitted to the Building Department for plan check shall indicate
clearly the location of all connections for underground utilities including
water, sewer, electric, telephone and television cables, etc.

12. Sign application to be submitted in accordance with provisions of the Sign
Ordinance for all signs. No sign to be installed until application is approved
and permit issued by Planning and Building Departments (Section 21.68.030 of
the Campbell Municipal Code).
13. Ordinance No. 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, garbage, wet garbage and
rubbish produced within the limits of the City of Campbell shall be made with
Green Valley Disposal Company. This requirement applies to all single-family
dwellings, multiple apartment units, to all commercial, business, industrial,
manufacturing, and construction establishments.
14. Trash container(s) of a size and quantity necessary to serve the
development shall be located in area(s) approved by the Fire Department.
Unless otherwise noted, enclosure(s) shall consist of a concrete floor
surrounded by a solid wall or fence and have self-closing doors of a size
specified by the Fire Department. All enclosures to be constructed at grade
level and have a level area adjacent to the trash enclosure area to service
these containers.
15. Applicant shall comply with all appropriate State and City requirements for
the handicapped.
16. The applicant is hereby notified that the property is to be maintained free
of any combustible trash, debris and weeds, until the time that actual
construction commences. All existing structures shall be secured by having
windows boarded up and doors sealed shut, or be demolished or removed from the
property. Sect. 11.201 b 11.414, 1979 Ed. Uniform Fire Code.
