RE: Temporary Signs
Dear Mr. Cummings,
Thank you for your letter dated May 11, 2009 wherein you request permission to display some
temporary banners for a maximum period of 90 days in a given 180 day period. This would be
contrary to the provisions of the sign ordinance and consequently could not be approved.
The sign ordinance allows a maximum display period of 30 days in a given 180 day period.
Perhaps you could investigate other advertising methods or choose to display the signs for a
shorter period of time.
We appreciate the fact that this is a difficult market, however, economic conditions are not a
justification for exceptions to the sign standards.

21.30.070 Temporary signs.

B. Temporary signs. Each business shall be allowed temporary signs in all nonresidential zoning
districts in conformance with the following provisions:
1. Each business may display temporary signs for a maximum of thirty days within any one
hundred eighty-day period;
2. No more than two temporary signs are allowed per business at any time;
3. The total sign area for all temporary signs shall be forty square feet;
4. Temporary signs shall be attached and parallel to the building wall and may not project above
the height of the building tenant space occupied by the business that is the subject of the
advertising message;
5. Signs shall be placed entirely on the site occupied by the business. Signs shall not be placed
in or encroach into the public right-of-way.

We have requested temporary sign permits from time to time over the past eight years but have a
special request for these particular banners. We're working in conjunction with the loss mitigation
departments of various banks and via the new federal loan programs to help consumers who cannot afford
to make their house payments. We began this campaign on April l st for the City of Campbell and have
had good response from the community so far.
Given the market meltdown and distressed property values, the City of Campbell has suffered
substantial loss in the form of reduced property tax revenue. As per the City budget, which is already
facing a $2M deficit this year and each year beyond, property taxes represent 23% or $7.75M of the
general revenue fund. All of our successful loan modifications require property taxes to be
recapitalized by the lender so they will pay the delinquent property taxes current to the county. By
helping Campbell residents afford their mortgage payments with foreclosure prevention measures we also
help to sustain or possibly increase the declining property values.
We are requesting a waiver on the 30 day restriction so that we can get maximum exposure on the
busy corner of North First Street and Civic Center Drive. We would like to be able to rotate banners for
up to 90 days at a time within the 180 day period. We will also be holding seminars and clinics starting
this month at the Campbell Community Center and our office to aid those homeowners that are in pre-
foreclosure or eminent danger of missing their mortgage payments. We have been a licensed brokerage
with the CA Dept. of Real Estate since 1986.
