MINUTES JUNE 28, 1983 The Planning Commission of the City of Campbell convened this day in regular session at the regular meeting place, the Council Chambers of the City Hall, 75 N. Central Avenue, Campbell, California. ROLL CALL Present Commissioners: Campos, Meyer, Howard, Dickson, Kotowski; Planning Director Arthur A. Kee, Principal Planner Philip J. Stafford, City Attorney J. Robert Dempster, Engineering Manager Bill Helms, Recording Secretary Linda Dennis. Absent Commissioners Kasolas and Fairbanks APPROVAL OF MINUTES JLme 14, 1983 It was moved by Commissioner Meyer, and seconded by Commissioner Howard, that the Planning Commission approve the minutes of June 14, 1983 as submitted. r~btion carried unanimously. PUBLIC HEARINGS UP 83-03 Continued public hearing to consider the applica- Apker, D. tion of r1r. Danforth Apker for a use permit and approval of plans to (1) construct an addition to an existing building and use a portion of the building for a residential living unit; and (2) construct a new 1,100 sc{.ft. commercial building on property known as 2180 ~ 2190 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. Commissioner Howard reported that this item had been considered by the Site and Architectural Review Committee this morning. The concerns previously expressed by the Committee have been addressed satisfactorily, and the Committee is re- commending approval, with the notation that the signing will be considered under a separate application, and the landscaping plans well be coming back before the Committee . Chairman Kotowski declared the public hearing open and invited anyone in the audience to speak for or against this item. Mr. Steve Apker, applicant, noted his agreement with the conditions of approval. -2- No else wishing to Commissioner Meyer, mously. speak, it was moved by Commissioner Howard, and seconded by that the public hearing be closed. Rick Norman on behalf of RMN Enterprises for a Use Permit to allow tine construction of a self- service gas station, car wash, mini-market, and to allow off-sale beer and wine on property known as 570 E. Hamilton Avenue and 587 Salmar Avenue in a C-2-S (General Commercial) Zoning District. Corranissioner Howard reported that this item was considered by the Site and Architectural Review Committee this morning; and, in that the application has several problems, the Committee is recommending a continuance. Chairman Kotowski asked if the application had been reviewed in relation to the beer-and-wine sales and the use across the street from this site. Commissioner Howard noted that this subject was not discussed. Chairman Kotowski declared the public hearing open and invited anyone in the audience to speak for or against this item. No one wishing to speak at this time, it was moved by Corrunissioner Meyer, and seconded by Commissioner Howard, that UP 83-06 be continued to the meeting of July 26, 1983. Hamilton Avenue (Tbuntain r4ike's Pizza) Pizza in a C-1-S (Neighborhood Commercial) Zoning District. Commissioner Howard reported that this item had been considered by the Site and Architectural Review Committee. The Committee is recommending approval in that the sign meets all the necessary codes. It was moved by Commissioner Meyer, and seconded by Commissioner Floward, that the Planning Commission approve SA 83-27. Motion carried unanimously. ~ ~ ~ -3- ZC 81-02 Request of reinstatement of approval allowing Cal-Com the construction of ten townhomes and the re- tention of an existing single family home on property known as 72, 76, 112 ~ 114 Shelley Avenue in a PD (Planned Development/Low-Aledium Density Residential) Zoning District. ('ommiGGioner Howard reported that this item was considered by the Site and Archi- tectural Review Committee this morning. The Committee is recommending a con- tinuance to the meeting of July 12. Since the application has been out of date for some time, it was the Committee's feeling that it should be considered as anew project. Concerns expressed included the delineation of property lines; major problems with the "B" units being inconsistent with the "A" units and the single family house that is to remain; fencing for the single family house; landscaping for the project which would add continuity between the townhomes and the single family home; and, that calculations be provided showing the amount of open space--both private and common. res. Arlene Sprague, 502 Nbntreal Drive, San Jose, stated that the developer would like to ask that the project be reinstated with conditions of approval that would address the concerns expressed by the Site and Architectural Review Committee. Dlr. Kee stated that Staff would be agreeable to the reinstatement under these conditions. He added that the single family home should be addressed in the CC$R's for the project to insure the landscaping maintenance and address the use of the swimming pool. ?+ t~a~ moved by Commissioner Howard, and seconded by Commissioner Campos, that the Planning Commission approve this request for reinstatement subject to the previous conditions of approval, and the additional conditions of approval ti,Thich state that revised plans showing the delineation of the property lines, the redesigning of the "B" units, and the CC~R's addressing the single family hnmP are to come back to the Site and Architectural Review Committee, within ten days of Planning Commission approval. I~iotion carried by a vote of 4-1-2, with Commissioner Dickson voting "no". Commissioner Dickson noted that he was not in agreement with this reinstatement in that the plans presented a "fortress effect" and was not compatible to the surrounding neighborhood. ~ ~ ~ ADJOURNr•iENT It was moved by Cr~mmissioner P•4eyer, and seconded by Commissioner Howard, that the meeting be adjourned.
