The Planning Commission of the City of Campbell convened this day in regular
session at the regular meeting place, the Council Chambers of the City Hall,
75 N. Central Avenue, Campbell, California.

APPROVAL OF MINUTES
?larch 8, 1983 It was moved by Commissioner Fairbanks, and seconded
by Commissioner Howard, that the Planning Commission
approve the minutes of btarch 8, 1983 as submitted.
Motion carried with a wte of 4-0-1-2, with Commissioners
Campos and Meyer abstaining due to absence.
SITE AND ARCHITECIURAL REVIEW OOM!~fITTEE
Commissioner Fairbanks reported that the Committee had discussed the placement
of utility boxes in the front yards of developments and the possibility of
changing this practice; and the possibility of~.receiving input from a.landscape
architect on submitted landscaping plans.
CO2fi'NNICATIONS
Chairman Kotowski called the Commission's attention to the scheduled study
session with the Council on April 18, 1983; materials distributed pertaining
to SB 1534 which would be discussed at the end of this evening's agenda; and
information from the City Attorney regarding the Brown Act, which would also
be discussed later this evening.
ARCHITECT[TRAL APPROVALS
S 83-O1 Continued application of N1r. Ralph Jeangerard for
Jeangerard, R. approval of plans and elevations to allow the con-
struction of a 4,050 sq.ft. addition to an existing
automotive building on property known as 980 E.
Hamilton Avenue in a C-2-S (General Commercial)
Zoning District.
Commissioner Fairbanks reported that this application had been reviewed by the
Site and Architectural Review Committee this morning. The Committee is recom-
mending approval, as red-lined.

Commissioner PQeyer asked if the Committee was comfortable~with:~the landscaping
provided on the frontage of the property.
Commissioner Fairbanks noted that the landscaping was discussed at this
morning's meeting, and the Committee is comfortable with what is provided
at this time.
Mr. Kee stated that Staff is also recommending approval of this application,
subject to conditions listed in the Staff Comment Sheet (attached hereto).
It was moved by Commissioner Howard, and seconded by Commissioner Meyer, that
the Planning Commission approve S 83-01 subject to the conditions listed in
the Staff Comment Sheet. Motion carried (6-0-1).

TS 81-19 Request of Mr. Stephen A. D'Yakin, Triflex Corporation,
TS 81-23 for a reinstatement of previously approved plans a11ow-
DuVon, G. ing the construction of 46 townhomes on property known
as 14301 S. Bascom Avenue in a PD (Planned Development/
High Density Residential) Zoning District.
~mnissioner Fairbanks reported that this item had been considered by the Site
and Architectural Review Committee this morning, and the Committee is recommending
approval of the reinstatement request.
Commissioner Meyer asked if this was the first request for reinstatement on this
project, and if there had been any noticeable changes in this area that would
affect this project.
btr. Kee responded that this was the first request for reinstatement, and that
to his knowledge there had been no changes that would affect this project.
He added that Staff is recommending approval, subject to previous conditions
of approval.
It was moved by Commissioner Howard, and seconded by Commissioner Dickson,
that the Planning Canm-ission recommend that the City Council approve the
revised development schedule (attached hereto); and, that the Planning Commission
recommend that~:the City Council reinstate its approval and grant an extension of
its approval for the subject tentative map to July 1, 1983, subject to previous
conditions of approval. Motion carried (6-0-1).

Zoning District.
Commissioner Fairbanks reported that this application was before the Site and
Architectural Review Committee this morning. She noted that this item was
directly related to the next item on the agenda (ZC 81-14/TS $1-16). The
Committee expressed concern that the density on this development was at the
high end of the scale, as well as noting concern about the open space and
the north and west elevations (indicating a 10 foot setback with atwo-story
building). The Committee felt that these items might be addressed in a softer

fashion. Additionally, the Committee discussed the compatibility of these
units with the existing single family home that is to remain. Commissioner
Fairbanks commented that these units are larger than the townhouse units
that normally are presented. Because of these concerns, the Committee is
Doming before the Commission without a recommendation.
Mr. Kee reported that Staff has calculated the open space for this development
as follows:

Chairman Kotowski asked about the use of the open space.
Gomnissioner Dickson noted that this project was an examiple of what can happen
with the open space requirements and the density possibilities. The end result
is a fortress-like effect, and the only way that this can be dealt with is at
the lower end of the density scale.
Mr. Pepper Snyder, applicant, presented an artist's rendering of the project.
He noted that these units are larger-than-normal to~mhouse living units, which
accounted for the massive looking effect of the development.
It was moved by Commissioner Meyer, and seconded by Commissioner Howard, that
the Planning Commission recommend that the City Council approve a revised
development schedule for this project, subject to previous conditions of approval.
Notion carried with a vote of 4-2-1, wl.th Commissioners Fairbanks and Dickson voting

Commissioner Fairbanks reported that this item had been considered at this
morning's Site and Architectural Review Committee meeting, and the previous
comments regarding ZC 80-06 would also be applicable to this item. The Committee
is coming to the Commission without a recommmendation.
Mr. Kee stated that Staff is recommending approval of this request. For the
Commission's information, Staff has calculated the open space for this develop-

Commissioner Howard commented that the Site and Architectural Review Committee
did not review the landscaping plans for this project because the Committee was
not sure of the action that the Planning Commission would take, therefore the
landscaping plans will have to come back befoie the Committee.
It was moved by Coitunissioner Howard, and seconded by Commissioner Meyer, that
the Planning Commission recommend that the City Oouncil approve the revised
development schedule (attached hereto); and that the Planning Commission recommend
that the City Council grant reinstatement and extension of its approval of the
subject tentative subdivision map to August 10, 1983, subject to previous con-
ditions of approval. Notion carried with a vote of 4-2-1, with Commissioners
Fairbanks and Dickson voting "no".

Staff Report Report from City Attorney regarding HUD projects .
Nh~. Deinlister reported that from what he could determine, there is no greater
policing authority provided for HUD projects than there is with any other
development; and, that the problems associated with the San Tomas Garden
complex must be solved by working with the Police Department in the normal
fashion.

Staff Report Report from City Attorney regarding the Bro~nl Act.
Mr. Dempster distributed an outline on various aspects of the Brown Act for
the Gomunission's review. He suggested that the Commission look this infor-
mation over and that this matter be further discussed at the meeting of
April 26, 1983.

Staff Report Staff Report on SB 1534 -Second Unit Ordinance.
NIr. Woodworth reported that the Commission discussed SB 1160 (Granny Flats)
approximately one year ago; however, no action was taken. The new bill pre-
sented, SB 1534, is more forceful than SB 1160. By July 1, 1983 the City
can either adopt an ordinance which regulates "Granny Flats" or be subject
to the State criteria. The City may adopt an ordinance prohibiting these
types of units; however, it must do so with findings that such units would
be harmful to the health, safety, morals, etc. of the comTmmity.

Pir. Kee reported that Staff is checking into items which were discussed at
this morning's Site and Architectural Review Committee meeting: unscreened
roof equipment on Vande11 j~~ay; the location of utility boxes in the front
areas of developments; and trash on Peggy and Steinway Avenues.

Chairman Kotowski noted that several of the Comanissioners attended the seminar
on Redevelopment in San Francisco on March 18, 1983.
