Pre-Application - 2005December 16, 2005 Mr. Tim Conde 23762 Foley Street-Suite 2 Hayward, CA 94545 Re: Preliminary Application Comments File No: PRE2005-79 975 Crockett Avenue Dear Mr. Conde: Thank you for your submittal of a preliminary application for a new single-family residence located at the above referenced address. The subject property is presently zoned R-1-6 (Single Family Residential) and is designated as Low Density Residential (less than 6 units per gross acre) on the City's General Plan Land Use Map. 'The property is located within the San Tomas Neighborhood and is therefore subject to the development standards and design guidelines of the San Tomas Area Neighborhood Plan (STANP). The proposed project will require the submittal of a building permit and review for conformance with all applicable development standards and design guidelines. The Planning Division completed the review of your preliminary application and has the following comments regarding your proposal: 1. Utility Connection: All utility lines to the new home shall be installed underground per section 21.18.140 of the Campbell Municipal Code. 2. Trees: The City has Tree Protection Regulations which stipulate that all the trees on the project site with a diameter of more than 12 inches, measured four-feet above grade, is a protected tree. To the extent possible, all healthy trees on the property should be preserved and incorporated into the site design. The STANP requires that new developments provide a minimum of one tree per each 2,000 square feet of net lot area. All new trees shall be planted within the property lines and existing trees maybe counted towards the total number of required trees. 3. Driveway: Please see the enclosed Fire Department comments regarding the minimum width of paving for the driveway. Staff recommends that the minimum 12 feet of paving be provided for the driveway and the remaining three feet be utilized as landscaping. Additionally, the type of paving material used for the driveway will be reviewed as part of the project. Typically, concrete is utilized with a decorative paving material (i.e. pavers, stamped concrete) for the first 20 feet at the street entrance. Staff recommends that this driveway treatment be incorporated into the project design. 4. Setbacks: Please see the enclosed handout on how building wall height for the purposes of determining setbacks is calculated. The gabled roofs adjacent to the side property lines will need to meet the minimum setback for a gable roof. PRE2005-79 - 975 Crockett ~nue Page 2 of 2 5. Building Design: It is important that the proposed home incorporate architectural features and design elements that are specified in the STAMP Design Guidelines. The proposed elevations lack architectural interest and should be better articulated. Staff recommends the following changes to provide consistency with the STAND Design Guidelines: a. Provide a large entry porch on the front elevation to better articulate the front elevation. b. Provide a change within the building wall and roof planes along the rear elevation or a rear porch to better articulate the rear elevation. c. The proposed garage should be setback from the front building wall five to ten feet. d. Provide a consistent exterior building material on the entire home. Staff recommends the use of horizontal siding on the entire front elevation. Your pre-application was distributed to the Public Works Department, Building Division, and Fire Department. In addition to the Planning Division's comments contained in this letter, find enclosed comments from the Public Works Department, Building Division, and Fire Department.
