This letter is in response to requests to allow Home Depot to (1) designate eight parking spaces for
"preferred contractors" and (2) extend the garden area into the side parking lot for a several month
period between April and August.
The first request to designate eight parking spaces for "preferred contractors" is granted pursuant to
Section 21.28.030 of the Campbell Municipal Code that permits the Community Development Director
to allow certain parking spaces to be restricted.
The second request, however, cannot be granted. Condition of Approval No. 9(B) of the Home Depot
Planned Development Permit (Ordinance No. 1901), specifically states: ``merchandise may not [be]
displayed in [the] parking area or the customer service loading zone." As a result, the proposed extended
garden area may only be approved via a Minor Modification to the approved Planned Development
Permit, pursuant to Section 21.12.030.G.3(a) of the Campbell Municipal Code. This application requires
submittal of the enclosed documents and remittance of $2,444 in application fees.

The Campbell Home Depot would like to dedicate 8 parking spaces Monday thru
Friday to preferred contractors. The parking spaces would be located at the lumber side
of the building four spots on the left and four spots on the right after the handicap parking
space. This is to improve the contractor customer shopping experience and customer
satisfaction. This is something that the Corporate Office is asking for and would like a
response by Friday Nov. 13, 2009.

The Campbell Home Depot would like to request a permit to have an extended garden
center from April 1st. thru August 1st. this center would be in the same area as the
Christmas Tree lot at the Salmar side of the building; it will also be the same dimensions.
This center will be holding bulk live goods, brick, block and soil's. The reason for the
extension is to increase sales and customer satisfaction during the spring and summer
grading season. There will be one register station in the center next to the electrical
outlet. This is something that the corporate office is asking for, so that they can put a
budget in place for the stores that are able to have this extension. If possible they would
like to have an answer by Nov. 13, 2009.
