Winchester Blvd. Dear Albina Alvarado: Thank you for your application for an Administrative Planned Development Permit to allow the establishment of a retail auto parts business within a portion of an existing carwash of 612 square feet and the construction of a new 1,500 square foot building on the rear of property located at 2260 S. Winchester Blvd. The Planning Division has reviewed your application for an Administrative Planned Development Permit submitted on September 26, 2007. Your application was distributed to the Building Division, Fire Department, Planning Division, and Public Works Department. Comments from these departments are incorporated herein or included as enclosures. Your application has been deemed incomplete. The incomplete items are noted below. The proposal to construct a new building at the rear of the lot may not be considered under the Administrative Planned Development Permit process in that such additions are limited to only 10 percent of the existing building area. Additionally, the General Plan Development policies for Winchester Blvd. area encourage the placement of buildings along the Winchester Street frontage which is contrary to your proposal that places this building at the rear of the lot. The following additional information and details are needed in order to complete your application and schedule it for an Administrative Hearing. A. PLOT PLAN CLEARLY SHOWING: Plot Plan 1. Scaled site plan indicating property dimensions (reference recorded map). 2. Distance from centerline of adjacent street(s) to property line(s). 3. Proposed or existing street improvements dimensioned from the center line of the street (curb, gutter, sidewalks, driveways, tree wells, etc.). 4. Recorded or proposed easements/dedications. 5. Setbacks -indicate all setbacks from property line and buildings. 6. Parking loading - location and dimension of spaces and aisles as specified in Chapter 21.28 of the Campbell Municipal Code. 7. Landscaping - conceptual landscape plan indicating existing and proposed landscaping. 8. Fencing, including retaining walls, existing and/or proposed fencing to be shown (type, height, and materials). 9. Scale and directional arrow. B ELEVATIONS --- FRONT SIDES AND REAR, INDICATING: Elevations: 1. Dimensions of all buildings. 2. Height of all buildings. 3. Existing and proposed construction. 4. Building materials/ colors 6. Please include a description of where and how the installations of auto parts will take place at an alternative location. Staff has the following concerns: Retail Appearance: The proposed modifications to the carwash service bay should create the appearance of an inviting retail storefront that reinforces the pedestrian experience of Winchester Blvd. Roll up doors are not consider an appropriate storefront material. Please illustrate on the site plan designated parking spaces.
