TUESDAY, 7:30 P.M. MINUTES FEBRUARY 9, 1982
The Planning Commission of the City of Campbell convened this day in regular
session in the regular meeting place, the Council Chambers of the City Hall,
75 North Central Avenue, Campbell, California.
ROLL CALL
Present Commissioners: Kasolas (7:38), Dickson, Howard,
Kotowski, Fairbanks, Campos, Meyer; Planning

Absent None.
APPROVAL OF MINUTES
January 26, 1982 Commissioner Kotowski moved that the minutes of
the regularly scheduled Planning Commission meeting
held January 26, 1982 be approved as submitted,
seconded by Commissioner Fairbanks and unanimously
adopted.
CONSENT CALENDAR
Mr. Kee reported that there is nothing to be considered under "Consent
Calendar" this evening.
ARCHITECTURAL APPROVALS
S 81-27 Continued application of Mr. Ali Chahidi for
Chahidi, A. approval of plans and elevations to allow the
construction of a 13,400 square foot office
building on property known as 2255 S. Bascom
Avenue in a C-2-S (General Commercial) Zoning
District.
Commissioner Kotowski reported that the applicant met with the Site and
Architectural Review Committee this morning, and the Committee is recommending
a continuance of this application to the Planning Commission meeting of
February 23, 1982 in order that concerns expressed in the Staff Comment Sheet
could be resolved.
Commissioner Kasolas entered the Council Chambers at 7:38 P.M.
Commissioner Kotowski then moved that S 81-27 be continued to the Planning
Commission meeting of February 23, 1982, seconded by Commissioner Fairbanks
and unanimously adopted.

PUBLIC HEARINGS
ZC 81-33 This is the time and place for a continued

of Mr. James Lampe for a zone change from
P-D (Planned Development/High Density Residential)
to CD (Condominium Zoning District/High Density
Residential) to allow the conversion of 45
apartment units to condominiums on property
known as 300 Union Avenue in a P-D (Planned
Development/High Density Residential) Zoning
District.
Commissioner Kotowski reported that the Site and Architectural Review
Committee met with the applicant, and the Committee is recommending
approval subject to the added conditions that: (1) Cross easement agreements
to be satisfactory to the City Attorney, and (2) Building Inspection to
inspect this project as as on-site inspection rather than just through
processing of paper work.
Commissioner Fairbanks noted that one of the apartments will be converted
into a recreation room. She felt this submittal is a vast improvement.
Chairman Meyer opened the public hearing and invited anyone in the audience
to speak for or against this application.
Mr. Bruce Johnson, representing the applicant, appeared before the Commission
to answer any questions they might have.
Commissioner Fairbanks moved that the public hearing be closed since no ~
one else wished to speak. This motion was seconded by Commissioner Kotowski
and unanimously adopted.
RESOLUTION N0. 2091 Commissioner Kotowski moved that the Planning
Commission adopt Resolution No. 2091 recommending
approval of the application of Mr. James Lampe
for a zone change from P-D (Planned Development/
High Density Residential) to CD (Condominium
Zoning District/High Density Residential) to allow
the conversion of 45 apartment units to condominiums
on property known as 300 Union Avenue in a P-D
(Planned Development/High Density Residential)
Zoning District, subject to the conditions listed
in the Staff Comment Sheet with the added conditions
recommended by the Site and Architectural Review
Committee. This motion was seconded by Commissioner
Fairbanks and unanimously adopted by the following
roll call vote:
AYES: Commissioners: Kasolas, Dickson, Howard, Kotowski, Fairbanks,
Campos, Meyer
NOES: Commissioners: None

V 81-06 This is the time and place for a continued public
Werthmann, S. hearing to consider the application of Mr. Steve
Werthmann for a fence variance to reduce the rear
setback from 15 feet to 3 feet and increase
the height of the fence from 6 feet to 7 feet
on property known as 790, 792, 794, 796, and
798 Dry Creek Road in an R-1 (Single-Family
Residential) Zoning District.
Pir. Kee reported that the applicant has requested a continuance of this
application to the Planning Commission meeting of February 23, 1982.
Chairman Meyer announced that this is a continued public hearing, and
invited anyone in the audience to speak for or against this application.
No one wishing to speak, Commissioner Fairbanks moved that V 81-06 be
continued to February 23, 1982, seconded by Commissioner Kotowski and
unanimously adopted.
UP 82-02 This is the time and place for a public hearing
Sun, J. to consider the application of Mr. Jame Sun
for a use permit to allow on-sale beer and wine
in an existing restaurant on property known as
851 W. Hamilton Avenue in a P-D (Planned
Development/Commercial) Zoning District.
Mr. Kee reported that the applicant is applying for a use permit to allow
on-sale beer and wine. The applicant intends to open a fish and chips
restaurant in the former "Red Barn" building. Sixty seats are proposed
for the restaurant which would require 20 parking spaces at a ratio of
one space for each three seats. Currently 37 parking spaces are present.
He further noted that the Police Department has reviewed this application
and has no concerns. The Planning Staff can foresee no problems with the
sale of beer and wine in this restaurant.
Chairman Meyer opened the public hearing and invited anyone in the audience
to speak for or against this application.
Mr. Jame Sun appeared before the Commission to explain that landscaping
has been installed at this site. He stated he would be happy to answer
any questions the Commission might have.
No one else wishing to speak, Commissioner Fairbanks moved that the public
hearing be closed, seconded by Commissioner Howard and unanimously adopted.
Commissioner Dickson stated that he is opposed to this type of use and
feels that Campbell is already inundated with alcoholic beverage facilities.

RESOLUTION N0. 2092 Commissioner Fairbanks then moved that the
Planning Commission adopt Resolution No. 2092
approving UP 82-02 subject to the condition
listed in the Staff Comment Sheet, as well
as the landscaping and the location of trash
enclosure come back before the Staff for
approval. This motion was seconded by
Commissioner Kotowski.
At this time Commissioner Kasolas expressed concern about policing of the
area for debris generated from this location.
Mr. Kee stated that should a problem occur, Staff would enforce control.

MISCELLANEOUS
SA 81-54 Continued appeal of decision of Planning Director
Amcoe Sign Co. conditionally approving signing request on property
known as 2875 to 2885 S. Winchester Boulevard.
Commissioner Kotowski reported that the applicant met with the Site and
Architectural Review Committee, and the applicant has agreed to conform
to all requirements requested. The Committee is recommending approval
as recommended in the Staff Comment Sheet.
Commissioner Kotowski then moved that the Commission approve this request
as recommended by the Staff in the Staff Comment Sheet, seconded by
Commissioner Howard and adopted with Commissioner Kasolas voting "no".
S 78-41 Application of Mr. David Schrader for modifications
Schrader, D. to an approved plan for property known as 213
Cristich Lane in an M-1-S (Light Industrial)
Zoning District.
Mr. Kee reported that the applicant has requested a continuance of this applica-
tion to the Planning Commission meeting of March 9, 1982.

Commissioner Kasolas then moved that S 78-41 be continued to the March 9
Planning Commission meeting, seconded by Commissioner Fairbanks and
unanimously adopted.
S 79-44 Request of Mr. Arthur Tam for clarification and
Request for interpretation of Condition No. 7 of S 79-44
Clarification for property known as 2006 S. Winchester Boulevard
in a C-3-S (Downtown Commercial) Zoning District.
Commissioner Kotowski reported that the applicant's representative, Mr. Kent
Landry, met with the Site and Architectural Review Committee this morning,
and the Committee is recommending a continuance of this item to the February 23
meeting in order that a difference of opinion as to interpretation could be
resolved.
Commissioner Kasolas then moved that S 79-44 be continued to the February 23,
1982 Planning Commission meeting, seconded by Commissioner Kotowski and
unanimously adopted.
