The Planning Commission of the City of Campbell convened this day in regular
session in the regular meeting place, the Council Chambers of the City Hall,
75 North Central Avenue, Campbell, California.

APPROVAL OF MINUTES
August 4, 1981 Commissioner Kotowski moved that the minutes
of the regularly scheduled meeting of the
Planning Commission on August 4, 1981 be
approved as submitted, seconded by Commissioner
Fairbanks and adopted, with Chairman Kasolas
abstaining since he was not present at that
meeting.
COMMUNICATIONS
Mr. Kee stated that items of communication relate to specific items on
the agenda and would be considered at that time.
ARCHITECTURAL APPROVALS
S 81-25 Application of Mr. Ray Murdock for approval
Murdock, R. of plans and elevations to allow construction
of an 8,300 square foot office building on
property known as 201 E. Hamilton Avenue in
a C-1-S (Neighborhood Commercial) Zoning District.
Mr. Kee reported that Staff is recommending a continuance of this application
to the Planning Commission meeting of September 15, 1981 in order to address
the concerns regarding parking and architectural compatibility. He noted
that the applicant is proposing to construct a 10,584 gross square foot
office building on the .33 acre site. The proposed two and one-half story
building will cover approximately 35 percent of the site and will require
removal of the existing office which presently occupies the property.

Building materials are indicated as stucco and lap siding for wall materials
and cedar shakes for roofing. The Hamilton Avenue facade of the building
has a significant amount of ornamental detailing.
The site plan indicates that approximately 16 percent of the project will
be landscaped.
The applicant has provided 38 parking spaces (25 standard, 12 compact, and
1 for the handicapped) for this project. The provided parking results in
a parking ratio of 1:278 which is not consistent with previous approvals
by the Commission for office projects. Previous approvals have generally
required the provision of parking at a ratio of 1:200, or 53 parking spaces
for this project.
The Architectural Advisor is of the opinion that the proposed building
seems to be somewhat oversized for the site. He additionally states
that the massive, blocky elevations and ornamentation are out of character
with other commercial structures on Hamilton Avenue.
Commissioner Fairbanks expressed concern about the property owners of the
R-1 area behind this development being noticed regarding this application.
The Chair inquired of the City Attorney if he had any comment.
City Attorney Dempster responded that noticing is not required, however if
someone should feel that a property owner should be noticed they could
request additional noticing.
Mr. Murdock, the applicant, appeared before the Commission to state that
he had not had the opportunity to meet with the Site and Architectural
Review Committee to discuss the Architectural Advisor's concerns. He
noted he would be in agreement with a continuance to the September 1, 1981
Planning Commission meeting.
Commissioner Fairbanks then moved that S 81-25 be continued to the
September 1, 1981 Planning Commission meeting and that the three property
owners of the homes to the north of this project be noticed regarding
this project. This motion was seconded by Commissioner Dickson and
adopted.
SA 81-31 Appeal of the decision of the Planning Director
AAMCO Transmissions to deny a 40 square foot free-standing sign
on property known as 3375 S. Winchester Boulevard
in a C-H-S (Highway Commercial) Zoning District.
Mr. Kee reported that the applicant has applied for two signs on the subject
property (the newly constructed auto-related building on S. Winchester at
W. Parr Avenue). The applicant is leasing the right half of this building.
Staff approved a 30 s.f. sign on the face of the building, but denied the
applicant's request for a 14-foot high, 40 s.f. free-standing sign reading
"ARMCO TRANSMISSIONS". The free-standing sign was denied on the basis
that it has been City policy to allow only one free-standing sign to
identify two or more businesses in a complex or shopping center. The
s n, as r oged, only identifies one business and is not designed to
a~~ow an a~d~~t~onal sign for the other tenant. Staff has recommended

that a single free-standing sign be designed which will identify both
businesses or the complex itself.
The applicant has stated that the other tenant of the building does not
wish to be identified on afree-standing sign, and has signed a letter
to this effect.
Staff is reluctant to approve the sign even in this event, as the property
could be sold or leased to a new tenant who would have the right to be
identified on afree-standing sign. Therefore, Staff is recommending
that a single sign be designed which could accommodate an additional
sign in the future.
Mr. Ganino, applicant, appeared before the Commission to state that the
owner does not intend to put up afree-standing sign; the proposed sign
is the standard "ARMCO TRANSMISSIONS" sign.
Mr. Kee stated that one approach to be considered would be an agreement
stating that only one free-standing sign would be erected at the site,
signed by the property owner.
The Chair suggested that this item be continued and that the applicant
meet with Mr. Kee to discuss this in detail.
The applicant stated that he is in agreement with a continuance.
Commissioner Dickson then moved that the Planning Commission continue
this appeal to the meeting of September 1, 1981, seconded by Commissioner
Fairbanks and unanimously adopted.
PUBLIC HEARINGS
UP 81-12 This is the time and place for a continued

of Ms. Patricia McQuade for a use permit to
allow the rental of sailboats (windsurfers)
and lessons on property known as Los Gatos Creek
Park in a PF/OS (Public Facilities/Open Space)
Zoning District.
Mr. Kee reported that at its meeting of August 4, 1981 the Planning Commission
continued this application so that it could be reviewed by the Park and
Recreation Commission.
The Park and Recreation Commission met on August 12, 1981 and found that
the operation of the windsurfing business would be compatible with the
Los Gatos Creek Park. However, the Park and Recreation Commission would
like an opportunity to comment when the use is reviewed at the end of the
summer.
Commissioner Campos expressed concerns about the other uses at the perc
ponds (fishermen, dog training facilities, etc.), and felt this use would
oversaturate the area.
Mr. Kee then located the area proposed for this use on a map for the Commission.

Commissioner Dickson stated that he would be opposed to opening up all
three areas of the pert ponds to windsurfing.
Chairman Kasolas opened the public hearing and invited anyone in the
audience to speak for or against this application.
Mr. Don Rose, resident of Campbell, spoke in favor of this application
noting that it would give the children of Campbell an added opportunity.
No one else wishing to speak, Commissioner Kotowski moved that the
public hearing be closed, seconded by Commissioner Fairbanks and
unanimously adopted.
RESOLUTION N0. 2038 Commissioner Kotowski moved that the Planning
Commission adopt Resolution No. 2038 approving
UP 81-12, subject to only the northerly most pert
pond being used for windsurfing, and that the
operation be reviewed in October 1981. Upon
evaluation of the operation, the Planning
Commission and Park and Recreation Commission
may impose any additional conditions which are
deemed necessary. This motion was seconded by
Commissioner Fairbanks and adopted by the
following roll call vote:

MISCELLANEOUS
Minor Modification Request for minor modification to sideyard setback
Engel, M. from 9' to 5'6" to allow construction of second
story addition at 650 Craig Avenue in an R-1 (Single-
Family Residential) Zoning District, submitted by
Mr. Mark Engel.
Mr. Kee reported that the applicant is requesting a minor modification to
the sideyard setback requirements. The proposal indicates the construction
of a second story addition which would typically require a sideyard setback
of 9 feet. The proposed plan indicates a setback of 5.5 feet from the
southerly property line.
The Planning Commission may permit a minimum sideyard of five feet for
proposed buildings of two stories when it finds that the second story
addition and the less than standard sideyard will not be detrimental to
persons residing in the neighborhood or the general welfare of the city.
A letter requesting the minor modification and a letter from the adjacent
property owner who is affected by the addition were submitted to the
Planning Department.

Commissioner Fairbanks then moved that the request of Mr. Mark Engel for
a minor modification to the sideyard setback from 9' to 5'6" to allow
construction of a second story addition on property known as 650 Craig
Avenue in an R-1 (Single-Family Residential) Zoning District be approved
as submitted, seconded by Commissioner Campos and unanimously adopted.
Staff Report Request of Barton-Aschman Associates for
Planning Commission approval to conduct
environmental impact analyses for the
City of Campbell.
Mr. Kee reported that several consulting firms have been placed on a "list"
of consultants which are approved to prepare environmental impact studies
for the c;ty. There is also provision for other consultants to prepare
such studies, provided that they are approved by the Planning Commission.
Staff has received a letter of request for permission to prepare environmental
impact studies for the City from the aforementioned firm.
Staff has reviewed the information provided by the applicant is recommending
that the firm be approved to prepare environmental impact studies for Campbell.
Mr. Dick Ivy, representing Barton-Aschman Associates, appeared to briefly
explain background on his firm.
There being no questions, Commissioner Campos moved that the Planning
Commission approve the request of Barton-Aschman Associates, seconded
by Commissioner Dickson and unanimously adopted.
Staff Report Noticing Procedure for Public Hearings
Mr. Stafford reviewed the written report prepared for the Commission's
information. He noted that at the present time the City exceeds the
State's requirements for noticing of property owners. He also noted
that the Commission could initiate additional notification requirements
should it find that additional notification is warranted.
Discussion then ensued regarding noticing single-family residences which
are located adjacent to commercial/industrial/etc., proposed applications
before the Commission.
The City Attorney noted that there could be considerable cost increase
with noticing additional property owners, and stated that should the
Commission desire to increase notification to property owners, it would
be advisable to obtain Council approval for the added expenditure and
change in policy.
Commissioner Dickson then stated that this subject comes up at least
twice a ear and su ested that this procedure be placed in the "Planning ~`

Commissioners' Handbook". It was the consensus of the Commission that
this be done.

Staff Report Appointment to the Historic Preservation
Study Committee.
The Chair appointed Commissioner Dickson to sit on this Committee.
ITEMS BROUGHT UP BY COMMISSIONERS
Discussion then ensued regarding the Hamilton Mobilehome Park located
at the corner of Bascom and Hamilton Avenues. Commissioner Fairbanks
inquired of the City Attorney the status of this site.
City Attorney Dempster reported that he would be making a report to
the City Council on this subject within the next week. He stated
that currently the property is zoned C-2-S (General Commercial), and
the City cannot prevent a developer from using his property as he desires
so long as he meets all the requirements of the City Code.
Slide presentation on recently constructed projects within Campbell.
Mr. Marty Woodworth, Planner I, presented a slide program to the Commission
on recently constructed projects (which included residential, commercial,
and industrial) within Campbell.
The Commission expressed its appreciation to Staff for the time and effort
that was exerted on this informational and educational presentation.
ADJOURNMENT_
Commissioner Dickson moved that the meeting
be adjourned, seconded by Commissioner Campos
and unanimously adopted.
The meeting adjourned at 10:00 p.m.
