The Planning Commission of the City of Campbell convened this day in regular
session in the regular meeting place, the Council Chambers of the City Hall,
75 North Central. Avenue, Campbell, California.

APPROVAL OF P1INUTES
December 16, 1981 Commissioner Meyer moved that the minutes of the
regular meeting of December 16, 1981 be approved
as submitted, seconded by Commissioner Pack and
unanimously adopted.

P1r. Kee reported that communications received relate to specific items on the
agenda and would be considered at that time.
At this time Commissioner h1eyer inquired if Items No. 3 and 4 on this evening's
agenda could be considered after consideration of their respective development
plans (Item No. 4 after Item No. 13 and Item No. 3 following consideration of
Item No. 14). It was the consensus of the Commission that these items be
considered accordingly.
CONSENT CALENDAR
S 80-18 Approval of landscape plans for property known as
Jury, td. 250 E. Hacienda Avenue, industrial development of
Southbay Construction and Development Company.
Commissioner Kotowski reported that the applicant had met with Site and
Architectural Review Committee, and the Committee is recommending approval
of the plans as redlined.
Commissioner Meyer then moved that the landscape plans for property known as
250 E. Hacienda Avenue be approved as redlined, seconded by Commissioner
Kotowski and unanimously adopted.

PD 80-09 Request for approval of a minor modification for a
Amanatullah, D1. previously approved retail addition on property
known as 1810 S. Bascom Avenue in a P-D (Planned
Development/Commercial) Zoning District.
Mr. Kee reported that the applicant requested that this item be removed from
the agenda; therefore, staff's recommendation would be changed to denial
without prejudice.
Commissioner Kotowski moved that the request for approval of a minor modifi-
cation fora previously approved retail addition on property known as 1810 S.
Bascom Avenue be denied without prejudice since the applicant- has withdrawn
his request. This motion was seconded by Commissioner Meyer and unanimously
adopted.
ARCHITECTURAL APPROVALS
S 80-25 Continued application of Mr. Jeff Fleming for approval
Fleming, J. of plans and elevations to allow construction of 6
condominium units on property known as 1444 W. Latimer
Avenue in an R-2-S (Multiple Family/Pledium Density
Residential) Zoning District.
Commissioner Kotowski reported that the applicant met with the Site and
Architectural Review Committee this morning, and the Committee is recommending
approval of this application subject to the conditions listed in the Staff
Comment Sheet.
Commissioner Pack then moved that S 80-25 be approved subject to the Conditions
of Approval listed in the Staff Comment Sheet (a copy of this is attached hereto
and made a part of these minutes). This motion was seconded by Commissioner
Kotowski and unanimously adopted.

S 80-28 Application of Mr. Robert Peepari for approval of plans
Peepari, R. and elevations to allow construction of a 8,650 sq. ft.
commercial (retail) building on property known as
2160 S. Bascom Avenue in a C-2-S (General Commercial)
Zoning District.
Commissioner Kotowski reported that the applicant had met with the Site and
Architectural Review Committee this morning, and the Committee is recommending
a continuance of this application to the Planning Commission meeting of January 20
in order that concerns about on-site traffic circulation could be resolved.
Mr. Kee stated that staff is also recommending a continuance of this application
in order that revised plans could be submitted; he further noted that the pro-
perty owner to the east would prefer that this building also have a 25' setback.

Mrs. Robinson, property owner next door to the site, requested that a 25'
setback considered. She felt that with a 25' setback the building wouldn't
look so bad.
Commissioner Meyer then moved that S 80-28 be continued to the Planning
Commission meeting of January 20 in order that revised plans could be sub-
mitted and that the applicant take into consideration Mrs. Robinson's concerns
regarding a 25' setback. This motion was seconded by Commissioner Kotowski
and unanimously adopted.

S 81-01 Application of Mr. Ralph Doetsch for approval to
Doetsch, R, construct a 14, 377 sq. ft. industrial building on
property known as 1580 Dell Avenue in a CM (Industrial)
Zoning District.
Commissioner Kotowski reported that the applicant had met with the Site and
Architectural Review Committee this morning and the applicant has indicated
that the parking could be modified in order to retain a pine tree on the
property. He noted the Committee is recommending approval of this application,
with revised plans to be submitted to the Planning Department in order that the
tree could remain.
Mr. Kee stated that staff is also recommending approval.
Commissioner Meyer then moved that S 81-01 be approved subject to the Conditions
of Approval listed in the Staff Comment Sheet (a copy of which is attached hereto
and made a part of these minutes) and with revised plans to come back to the
staff. This motion was seconded by Commissioner Pack and unanimously adopted.

PUBLIC HEARINGS
PD 80-08 This is the time and place fora continued public

DuVon for a planned development permit and approval
of plans, elevations and development schedule to
allow construction of 8 townhomes on property known
as 147 and 161 N. Central Avenue in a P-D (Planned
Development/Office and Low-Medium Density Residential)
Zoning District.
Commissioner Kotowski reported that the applicant had met with the Site and
Architectural Review Committee this morning and requested a continuance to
the January 20 Planning Commission meeting. The Committee is in agreement
with the applicant's request.
Chairman Kasolas opened the public hearing and invited anyone in the audience
to speak for or against this application.
No one wishing to speak, Commissioner Pack moved that PD 80-08 be continued
to the Planning Commission meeting of January 20, seconded by Commissioner
Kotowski and unanimously adopted.

It was the consensus of the Commission Item No. 10 be considered next on
the agenda since the applicant was not present to speak on Item No. 9.
ZC 80-14 This is the time and place fora continued public
Serra-Pacific hearing to consider the application of Serra-Pacific,
Inc. for a zone change from R-M (Multiple Family
Residential) to P-D (Planned Development) and
approval of plans, elevations and development
schedule to construct 12 townhomes on property
known as 205 and 215 Shelley Avenue in a R-M
(Multiple Family Residential/Low-Medium Density
Residential) Zoning District.
Chairman Kasolas reported that due to a potential conflict of interest he would
be abstaining on this application, and then turned the gavel over to Vice
Chairman Meyer.
Chairman Kasolas left the Council Chambers at 8:13 p.m.
Commissioner Kotowski reported that the Site and Architectural Review Committee
is recommending approval subject to the submittal of revised elevations since
there were concerns about the use of more than one type of siding. It was the
Architectural Advisor's opinion that either lapboard or stucco be used.
Chairman Kasolas re-entered the Council Chambers at 8:16 p.m.
Mr. Kee stated that staff is also recommending approval subject to revised
elevations being submitted to indicate either stucco or lap siding noting
there should be consistency.
Vice Chairman Meyer opened the public hearing and invited anyone in the audience
to speak for or against this application.
No one wishing to be heard, Commissioner Pack moved that the public hearing be
closed, seconded by Commissioner Kotowski and adopted with Chairman Kasolas
abstaining.
Commissioner Dickson stated that he would be opposing this motion approval of
this application since this property will be developed at the high end of the
density spectrum; he felt that the developers should have developed more
toward the middle of the density range allowed.
RESOLUTION N0. 1958 Commissioner Pack moved that the Planning Commission
adopt Resolution No. 1958 recommending approval of a
zone change from R-M (Multiple Family Residential)
to P-D (Planned Development) for property known as
205 and 215 Shelley Avenue. This motion was seconded
by Commissioner Kotowski and adopted by the following
roll call vote:

RESOLUTION NO. 1959 Commissioner Pack moved that the Planning Commission
adopt Resolution No. 1959 recommending approval of
plans, elevations and development schedule for 205
and 215 Shelley Avenue subject to the condition that
revised elevations be submitted to staff. This motion
was seconded by Commissioner Kotowski and adopted by
the following roll call vote:

MISCELLANEOUS
TS 80-18 Tentative Subdivision Map: Lands of Serra-Pacific
Lands of Serra APN 413-25-105 and 106 (205 & 215 Shelley Avenue)
Pacific
Mr. Kee reported that staff's recommendation is for approval of this tentative
subdivision map.
Commissioner Kotowski then moved that the Planning Commission find that the
proposed map is in conformance with the General Plan and that it be recommended
for approval by the City Council. This motion was seconded by Commissioner
Pack and adopted with Commissioner Dickson voting "No" and Chairman Kasolas
abstaining.
Referral from Referral from the City Council regarding proposed
City Council developments in which existing structures are to
remain.
Mr. Kee reported that on November 4, 1980 the Commission adopted a resolution
which recommended that the City Council adopt a policy with regard to develop-
ments which propose to retain an existing residential structure. The City
Council considered the Commission's recommendation at its meeting of
December 22, 1980. At that time, the Council took action to refer a draft
of a policy statement to the Commission for consideration. This draft is
now being presented to the Commission for its consideration.
After lengthy discussion regarding the interpretation of the draft, it was
the consensus of the Commission that this item be discussed at a study
session with the Council. It was then noted that a study session of the
Planning Commission is scheduled for Tuesday, January 13 at 7:30 p.m. and
it was the consensus that the Council be invited to attend this study session
in order to discuss a policy regarding proposed developments with existing
structures and the Condominium Conversion Ordinance.
Mr. Kee stated that staff would be certain that each Councilmember is con-
tacted personally in order that each could be invited to the study session.

At this time Commissioner Meyer moved that consideration of continuing Items
No. 12 and 14 (ZC 80-16 and ZC 81-01) be given. This motion failed for lack
of a second. It was the consensus of the Commission that consideration of
items on this evening's agenda relating to this policy could be given
consideration and a decision made prior to adoption of a policy.
PUBLIC HEARINGS
ZC 80-16 This is the time and place fora continued public
Snyder, P. hearing to consider the application of P1r. Pepper
Snyder on behalf of Clear Lake Development Co. for
a zone change from R-M (Low-Medium Density Residential)
to P-D (Planned Development) and approval of plans,
elevations and development schedule to construct 14
townhomes on the property known as 107 & 115 Shelley
Avenue in an R-M (Low-Medium Density Residential)
Zoning District.
Commissioner Kotowski reported that the applicant had met with the Site and
Architectural Review Committee this morning and the Committee is in accord
with staff's recommendation for approval.
Mr. Kee stated that the applicant was advised of the resolution adopted by
the Commission regarding proposed developments with existing structures at
the time application was made.
Commissioner Meyer expressed concern about the existing house and the proposed
units as regards density.
Chairman Kasolas opened the public hearing and invited anyone in the audience
to speak for or against this item.
Mr. Pepper Snyder appeared before the Commission to render a favorable
recommen dation on this application. He noted that the concerns expressed by
the Commission at its last meeting had been addressed.
No one else wishing to speak, Commissioner Pack moved that the public hearing
be closed, seconded by Commissioner Campos and unanimously adopted.
Commissioner Dickson noted he will be opposing approval of this application
since he felt the density should fall more in the middle of the range.
Commissioners Kotowski, Pack and Campos spoke in favor of approval of this
application.
RESOLUTION N0. 1960 Commissioner Pack moved that the Planning Commission
adopt Resolution No. 1960 recommending a zone change
from R-h1 (Multiple Family Residential) to P-D (Planned
Development) for property known as 107 and 155 Shelley
Avenue. This motion was seconded by Commissioner Campos
and adopted by the following roll call vote:
AYES: Commissioners: Pack, Kotowski, Campos, Meyer, Kasolas
NOES: Commissioners: Dickson

adopt Resolution No. 1961 recommending approval of
plans, elevations and development schedule to construct
14 townhomes on the property-known as 107 and 115
Shelley Avenue in an R-M (Low-Medium Density Residential)
Zoning District. This motion was seconded by Commissioner
Campos and adopted by the following roll call vote:

NOES: Commissioners: Dickson

The Commission took a break at 9:20 p.m.; the meeting reconvened at 9:38 p.m.

At this time Chairman Kasolas presented a plaque to Commissioner Campos,
Chairman for 1980. Mr. Kee then read Resolution No. 1956 commending
Commissioner Campos on his chairmanship for 1980. Chairman Kasolas
presented Resolution No. 1956 to Commissioner Campos.
UP 80-32 This is the time and place for a public hearing to
Casttagnolo, V. consider the application of Mr. Vincent Casttagnolo,
Jr. fora use permit and approval of plans, elevations
and development schedule to construct four townhomes on
property known as 1155 Smith Avenue in an Interim
(Low-Medium Density Residential) Zoning District.
Commissioner Kotowski reported that the applicant met with the Site and
Architectural Review Committee this morning. He noted the Committee had
concerns about 5 trees on the site; however, it was found that these trees
will be retained.
P1r. Kee noted that staff is recommending approval of this application.
Chairman Kasolas opened the public hearing and invited anyone in the audience
to speak for or against this application.
Mr. Roger Griffin, designer of the project, appeared to explain the new site
layout.
No one else wishing to speak, Commissioner Pack moved that the public hearing
be closed, seconded by Commissioner Kotowski and unanimously adopted.
Commissioner Dickson felt that this project could have been accomplished in
the R-M Zoning District.

adopt Resolution No. 1957 recommending approval of a
use permit and approval of plans, elevations and
development schedule to construct four town homes on
property known as 1155 Smith Avenue in an Interim
(Low-Medium Density Residential) Zoning District.
This motion was seconded by Commissioner Kotowski

Mr. Kee reported that a request has been received from the applicant for a
continuance of this item to the Planning Commission meeting of January 20, 1981.
Commissioner Kotowski reported that the applicant had met with the Site and
Architectural Review Committee this morning and there were concerns about
sideyard setbacks and distance between buildings. Therefore, the Committee
is in accord with a continuance of this application.
Chairman Kasolas opened the public hearing and invited anyone in the audience
to speak for or against this item.
No one wishing to speak, Commissioner Pack moved that this application be
continued to the Planning Commission meeting of January 20, 1981 at the
request of the applicant, seconded by Commissioner Kotowski and unanimously

Commissioner Pack moved that TS 80-20 be continued to the meeting of January 20,
1981 in order that action could first be taken on ZC 81-01 prior to making a
decision on this map, seconded by Commissioner Kotowski and unanimously adopted.
ZC 81-02 Public hearing to consider the application of Mr. Gary

decision on this map, seconded by Commissioner Kotowski and unanimously adopted.
ZC 81-03 Public hearing to consider the establishment of Zoning
Leigh 80-5 for an area annexed to the City of Campbell under pro-
ceedings known as Leigh 80-5.
Mr. Kee reported that the staff is recommending a continuance of this item to
the meeting of February 3, 1981 in order that letters to property owners could
be sent out.
Chairman Kasolas opened the public hearing and invited anyone in the audience
to speak for or against this item.
No one wishing to .speak, Commissioner Dickson moved that ZC 81-03 be continued
to the Planning Commission meeting of February 3, 1981, seconded by Commissioner
Meyer and unanimously adopted.

Mr. Kee explained that he met with the applicant and the applicant is requesting
a continuance of this matter to the next regularly scheduled Planning Commission
meeting. He noted that this application has been in process since March 1980.
Commissioner Campos then moved that UP 80-5 be continued to the Planning
Commission meeting of January 20, 1981, seconded by Commissioner Kotowski and
unanimously adopted.

Informational Item Letter dated December 1980 from Margaret Estep.
It was the consensus of the Commission that this item be continued to the
meeting of January 20, 1981 in order the staff could prepare a report on
this subject.
Mr. Kee reminded the Commission that a Study Session has been scheduled for
Tuesday, January 13, 1981 in the Council Chambers at 7:30 p.m. to discuss
the Condominium Conversion Ordinance and "Proposed Developments with Existing
Structures."
ITEMS BROUGHT UP BY COMMISSIONERS
Commissioner Meyer inquired if the Staff Comment Sheets could include the
surrounding uses of property.
~~r. Kee responded that staff would include the uses surrounding a proposed
application.
