THURSDAY, 4:30 P.M. MINUTES FEBRUARY 21, 1980
T:'~e Planning Commission of the Ciiy of Campbell convened this day in adjourned
session at the regular meeting place, the Council Chambers of the City Hall,
75 -North Central Avenue, Campbell, California.
ROLL CALL

MISCELLANEOUS
Referral from Continued referral from the City Council regarding
City Council Interim Zone status, San Tomas Area.
Chairman Campos being absent, Vice Chairman Kasolas opened the meeting. He
noted that Commissioner Dickson had submitted his comments in writing and
each Commissioner had a copy at his/her place. He then further noted that
a communication had been received regarding this item~and requested that
the Recording Secretary read the letter into. the record.
Recording Secretary Wade read into the record a letter from Mr. Don Rose
of 1095 Hazelwood Avenue in Campbell, dated February 21, 1980, challenging
any opinion taken by the Task Force. A copy of this letter is attached
hereto and made a part of this record.
Discussion then ensued regarding Mr. Rose's letter.
It was the consensus of the Commission to take up each of the eleven items
separately and make comments and recommendations on those items.
Dr. Edward Pinto, property owner in the San Tomas area, appeared to express
his concern about this area being zoned R-1 since he presently has 3 homes
on his site which are rentals.
Commissioner Fairbanks announced at this time that since she had been a
member of the Task Force prier to her appointment as Planning Commissioner,
she felt it in her best interests to abstain on voting on any recommendations;
hov~rever, she would be happy tc clarify any parts of the report for her fellow
Commissioners.
Mr. Kee then discussed with the Commission Mr. Schr.eider's February 20, 1980
memorandum regarding the Land Useage in the San Tomas Interim Zone Area. A
copy of this memo is attached hereto and made a part of these minutes.

Commissioner Pack felt that this policy would be far too restrictive and did
not see how the City could enforce it. She also felt that she could not be
in favor of such policy for just one area of the city--it would have to be
incorporated into the entire city. She also felt that perhaps the Planning
Commission should impiement a review of the General Plan and zoning to see
if there are any pockets to be zoned "rural atmosphere".
Commissioner Meyer expressed her desire fora "buffer" of high or medium
density between commercial and low density developments. She also expressed
a concern about the definition of "rural atmosphere". She also concurred
with Commissioner Dickson's statement that possibly the Commission should
implement a review of the General Plan and zoning in the area.
Mr. Kee stated that there currently exists a policy on the General Plan
for the area, and he indicated that a consideration for change would have
to be implemented by first holding public hearings on the Land Use Element
of the General Plan.
Vice Chairman Kasolas noted he lives in the San Tomas Area and would like
to think of the area as "urban community" rather than "rural atmosphere".
He expressed concern about possibly having the entire area redefined.
Commissioner Kotcwski stated he did not have any comments.
Dr. Pinto once again appeared before the Commission to discuss density.
MOTION ON ITEM lA
Commissioner Pack then moved that the Planning Commission disagrees with
the general statement as set forth in Item No. lA, and that the General
Plan for the San Tomas Area, as defined, be reviewed under a
General Plan review with public hearings necessary. It is also requested,
as part of this motion, that "rural atmosphere" be defined. This motion
was seconded by Commissioner Meyer and adopted by the following roll call
vote:

road concept. be reviewed.
At this time Commissioner Pack moved that the Planning .Commission recommend
that this-item be agendized in order that staff could make such a presenta-
tion to the Planning Commission, seconded by Commissioner Meyer and adopted
by the following roll call vote:

Commissioner-Pack moved that the Planning Commission recommend addressing
alternatives regarding this subject, seconded by Commissioner Meyer and

Commissioner Kasolas, relinquishing the gavel to Commissioner Pack, spoke
against this item, noting he felt it was discriminating in favor of existing
property owners over future property owners.
Commissioner Pack then moved that the Planning Commission recommend ,that the
present policy of the City Council and Planning Commission be continued and
encouraged. rather than changed regarding this item, seconded by Commissioner
Meyer and adopted by the following ,roll call vote:

Commissioner PacE: moved that if the City Cour.cii decides on this policy the
Planning Comrriission is equipped tc hold public hearings, noting that the
Commission has already applied O-S zoning on the sitF~. This motion was
seconded by Commissioner Meyer and adopted by the following roll call vote:

The Commission then noted concurrence with the Civic Improvement Commission's

Commissioner Meyer left the Council Chambers at 6:55 p. m.
It was then moved by Commissioner Pack that items No. 2B, 2D, 2F, 3C, and
3D be continued to the next regularly scheduled Planning Commission meeting
of March 4, 1980 due to the lateness of the hour and in order that a voting
quorum would be present.. This motion was seconded by Commissioner Kotowski
and unanimously adopted.
