Tile Planning Commission of the City of Campbell convened this
day in z~egular session, at the regular meeting place, the Council
Chambers of the City Hall, 75 North Central Avenue, Campbell,
California.

MINUTES Commissioner Fack moved that the minutes
of the April 1, 1976 meeting be approved
as received, seconded by Commissioner
Samuelson and unanimously adopted.

ARCHITECTURAL APPF.OVALS
"S" 74-15 Commissioner Pack reported that the
Anderson, Joyce Architectural Review Committee recommends
approval of the request of Joyce Anderson
for a one-year extension of time to approved
plans to construct a nine-unit apartment
project to be located on property known as
740 Nest Valley Drive in an R-3-0 Toning
District subject to the conditions recommended
by staff .
Commissioner Stewart moved that the one-year extension of time be
granted Joyce Anderson for a nine-unit apartment complex to be
located at 740 West Valley Drive subject to the following conditions:
1. Landscape plan indicating type of plant materials, location of
hose bibs or sprinkler system and type of fencing to be submitted
~- for approval of the Planning Director at time of application
for building permit. .~

2, Landscaping shall be maintained in accordance with the approved
landscape plan.
3. Faithful performance bond in the amount of $3,000 to be posted
to insure landscaping, fencing and striping of parking area
within three months of completion of construction, or applicant
may file written agreement to complete landscaping, fencing and
striping of parking area prior to final Building Department
clearance.
4. Fence plans to be submitted prior to issuing a building permit.
5, Sign application will be m~.de and approval received for all
signs prior to their installation.
The applicant is notified as part of this application that he is
required to meet the following conditions in accordance with
Ordinances of the City of Campbell.
A. All parking and driveway areas to be developed in compliance
with Section 21.50 of the Campbell Punicipal Code. All parking
spaces to be provided with appropriate concrete curbs or~ bumper
guards.
B. Underground utilities to be provided as required by Section
20.11.070 of the Campbell Municipal Code.
C. Plans submitted to the building department for plan check shall
indicate clearly the location of all connections for under-
ground utilities including water, sewer, electric, telephone
dnd television cables, etc.
D. Sign application to be submitted in accordance with provisions
of the sign ordinance for all signs. No sign to be installed
until application is approved and permit issued by the Building
Department.
E. Ordinance No. 782 of the Campbell tunicipal Code stipulates that
any contract for the collection and disposal of refuse, garbage,
wet garbage, and rubbish produced within the limits of the City
of Campbell shall be made with Green Valley Disposal Company.
This requirement applies to all single family dwellings, multi-
ple apartment units, to all commercial, business, industrial,
manufacturing and construction establishments.
F. Trash containers of a size and quantity necessary to serve the
developmeAt shall be located in area(s) approved by the Fir e
Department. Unless otherwise noted, enclosure(s) shall consist
of a concrete floor surrounded by a solid wall or fence and have
self-closing doors of a size specified by the Fire Department.
Trash enclosures to be at grade level.
FIRE DEPARTMENT
G. Provide smoke detectors as required by California Department of
Housing Regulations.

H. Provide "2ABC" fire extinguishers in metal cabinets.
BUILDIIJG DEPARTt4ENT
I. Two exits shall be required from interior court, unobstructed
to a public or private way. Sec. 3302 Uniform Building Code
PUBLIC WORKS DF.PAP.TMENT
J. Drain lines from inlot catch basin to be perpendicular to curb.
K. Obtain an excavation permit for any work within the public
right-of-way.
The applicant is notified that he shall comply with all applicable
Codes or Ordinances of the City of Campbell which pertain to this
development and are not herein specified.
Motion seconded by Commissioner Pack and unanimously adopted.
-'S" 74-36 Commissioner Pack reported that the

the applicant and the applicant will con-
tinue with the plans that were approved
previously.
The Architectural Review Committee recommends denial without preju-
dice in accord with the staff recommendation.
Commissioner Stewart moved that "S" 74-36 be denied without preju-
dice, seconded by Commissioner Dickson and unanimously adopted.
~'S" 76-9 Commissioner Pack reported that the
Dell Associates IV Architectural Review Committee recommends
Mair, James D. approval of the application of James D.
Mair, on behalf of the Dell Associates IV,
for approval of plans to construct three
industrial buildings on property known as
1711-1741 De11 Avenue and 500.532 Division
Street in a CM:B-40 Zoning District.
The committee met with the applicant and the building designer-'and
they were in agreement with the recommended conditions.
Mr. Kee advised that Mr. Helms notified the Public Works Director
of the Town of Los Gatos as to the proposed development inasmuch as
the property adjoins the Town of Los Gatos boundary.
Mr. Helms advised that there is a planned street extension along 'the
Los Gatos.-Campbell Boundary abutting this property and Los Gatos had
expressed concern about this parcel and other parcels abutting the
boundary line. However, this development will be compatible with the
street development.
Mr. Kee advised that the site layout is situated in a manner that if
the street should be continued on it would not affect this development.

Commissioner Dickson moved that "S" 76-9 be approved subject to the
following conditions:
1. Ingress and egress on .Division Street to be approved by the City
.Engineer and Planning Director
2. Property to be fenced and landscaped as indicated and as added
in "red" on plans. ~
3. Landscape plan indicating type of plant material, location of
hose bibs or sprinkler system and type of fencing to be submitted
for approval of the Planning Director at time of application for
building permit.
4. Landscaping shall be maintained in accordance with the approved
landscape plan.

H. Roof covering (not shown) shall be fire retardant. Sec. 1603(a)
3203(e).
PUBLIC WORKS DEPARTMENT
I. Pay balance of storm drainage area fee.
J. Provide City Engineer a copy of acceptable recorded easement
for ingress and egress. ~
K. Relocate southerly driveway on Dell Avenue to north of curve.
L. Provide City Engineer with drainage plan for approval.
FIRE DEPARTMEIT
M. Provide automatic fire extinguishing system for all buildings.
N. Provide "2ABC" fire extinguishers.
The applicant is notified that he shall comply with all applicable
Code or Ordinances of the City of Campbell which pertain to this
development and are not herein specified.
Motion seconded by Commissioner Stewart and unanimously adopted.
"S" 76-11 Commissioner Pack reported that the'
Nelson, Oliver H. Architectural Review Committee recommends
continuance of the application of Oliver H.
Nelson for approval of plans to construct
a second industrial building on property
known as 520 McGlincey Lane in a M-1-S
Zoning District.
The applicant was not present at the meeting.
Mr. Kee advised that the staff recommends continuance to the next
regular meeting in order that revised plans can be submitted. It
was his understanding that the applicant is in agreement with the
continuance.
Commissioner Stewart moved that "S" 76-11 be continued to the May 6,
1976 meeting, seconded by Commissioner Dickson and unanimously
approved.

S.A. 76-9 Continued appeal by Warren G. Jacobsen,
I4archick, H. A.I.A., on behalf of Herbert H. Marchick,
Jacobsen, {•l. of a derision of the Planning Director
which gave conditonal approval to a sign
application for t4idas Mufflers to be
located on property known as 1236 White
' Oaks Road in a C-2-S Zoning District.
Mr. Kee advised that a letter had been received from Mr. Jacobsen
advising that Mr. Marchick was dropping his appeal of the free-
standing sign and requested that the letter be read. (Letter on
file in the Planning Department).
Commissioner Dickson moved that S.A. 76-9 be denied without
prejudice seconded by Commissioner Samuelson and unanimously adopted.
PUBLIC HEARINGS
PD 75-6 This is the time and place for continued

Chairman Lubeckis asked for the report of the Architectural Review
Committee.
Commissioner Pack reported that the committee met with the applicant
and recommends approval subject to the conditions attached to the
staff report. The proposed project is in the PD Zoning District
and the Commission's recommendation will be forwarded to the City
Council for final approval.
Chairman Lubeckis announced this was a continued public hearing and
he asked the applicant if he wished to add anything for the Commission's
consideration.
There being no onE; wisY~ing to be heard, Commissioner Stewart moved.
that the public hearing be closed, seconded by Commissioner Pack. and
unanimously adopted.
RESOLUTION N0. 1509 Commissioner Dickson moved that the
Commission adopt Resolution No. 1509
recommending that the City Council approve

by staff, seconded by Commissioner Pack and
adopted by the following roll call vote:

T. S. 71-2 Tentative Subdivision Map - George S.
Lands of 5ilacci Nolte and Associates on behalf of Lands
McCoy and Harriet of Silacci.
Avenue and Westerly
of the San Tomas ~
Mr. Kee advised that the applicant is requesting a one-year exten-
sion on a subdivision that complies with the current General Plan.
The staff is of the opinion that no purpose would be served by
denying the request which would likely result in the. filing of a
new tentative subdivision as previously approved.
The staff recommends approval of the one-year extension of T.S.
71-2 subject to the conditions of approval dated June 7, 1971.
Commissioner Stewart moved that the one-year extension of T. S.
71-2 be recommended for approval by the City Council subject to
the conditions of June 7, 1971, seconded by Commissioner Samuelson
and unanimously adopted,
Staff Report Response from the City Manager pertaining
Departmental to departmental reorganization. '
Reorganization •.
Mrs Kee reported that in response to the Planning Commission
__ memorandum directed to the City Manager which asked for comments
as to whether or not a departmental reorganization was being con-
sidered, the City Aianager responded by stating that his office
had no intentions of reorganizing the departments. In addition,
the City Manager stated that his office was preparing a job
announcement for a Public Works Director.
San Tomas Gardens Staff report on the 236 federally sub-
sidized housing project located at 825
South San Tomas Aquino Road in a R-2-S
Zone.
Chairman Lubeckis asked Mr. Kee for his comments.
Mr. Kee reported that at the meeting of January 8, 1976, the
Planning Commission reviewed the progress which had been made to
upgrade the apartment complex.
The Planning Staff inspected the apartment project again on
April 6, 1976 and it appeared that there have been no significant
changes to the buildings or the grounds since the previous inspection.
He stated that staff noted:
1. A large diseased Qak tree has been removed from the northeast
corner of the parcel.

2. The lawn appears healthy.
3, All but one section of the fence around the property has been
repaired.
x 4. Most trash enclosures do not have gates.
Mr. Kee advised that staff could contact the management to see if
there is something that could be done to take care of these items,
and bring another report back to the Commission.
Commissioner Stewart was of the opinion that this item should be
kept on the Commission agenda and that the staff bring back reports
as to what is being done to bring it up to what the plans indicate.
Commissioner Dickson stated that he was disappointed with the progress
that had been made since the last report and he thought more frequent
reports should be made. He was concerned about the fencing and the
trash enclosures.
After some further discussion, it was decided that the, staff would
re-agendize this item and bring a report back to the Commission at
the first meeting in June.
Land Use Inventory Mr. Kee advised the Commission that in
September of 1974, the Planning .Department
acquired the services of a planning intern
and one of his first tas}:s involved a
complete land use inventory of the City
and unincorporated area within Campbell's
Sphere of Influence.
Mr. Kee intz~oduced Ste•~e Tedesco, Planning Intern, and asked that he
briefly outline the work that has been accomplished.
t~ir. Tedesco advised that in June of 1975 he started to update the
1971 Land Use Study and he reviewed the procedures that he followed
in gathering the pertinent information.
The following tables Caere submitted for the Commission's review:
1. Existing Toning - Existing City Limits.
2. Existing Zoning - Unincorporated area within Campbell's Sphere
of Influence.
3. Existing Zoning - Maximum City area if all unincorporated land
within Campbell's Sphere of Influence were to
be annexed to the City.
4. ,Planned Land Use- Existing City Limits.
5. Planned Land Use- Unincorporated area within Campbell's Sphere
of Influence.

Mr. Tedesco advised that all the information obtained has been
recorded on the Assessor's Maps and the next time this study is
done it will be a much shorter process.
Mr. Kee advised that the information developed from this survey
is of great value to the Planning Staff inasmuch as calls are
received from developers, State and County asking about the re-
lationship between the different land uses within the City. The
five charts give a great deal of information and is very helpful
in the Planning Office in determining very quickly just what the
status of land use is in the City. He stated that Campbell is 9$
developed in commercial land use, which is over the County average.
This study is part of a goal which was submitted, to the City
Manager and has been completed with the assistance of tRr. Tedesco,
Commissioner Stewart stated that the Commission should express
their appreciation to A4r. Tedesco and the staff for giving them
this valuable information.
Chairman Lubeckis, on behalf of the Planning Commission, expressed
appreciation to Mr. Tedesco for a fine report.
ADJOURNMENT Commissioner Pack moved that the meeting
be adjourned, seconded by Commissioner
Samuelson and unanimously adopted.
The meeting was adjourned at 8:30 p.m.
