I CITY OF CAMPBELL • HISTORIC PRESERVATION BOARD Staff Report • Meeting of July 25, 2007 PRE2007-09 Application of Ms. Kim Pearce for a revised proposal for an addition Pearce, K. to an existing single-family home on property located in the Alice Avenue Historic District at 176 Alice Avenue in the R-1-6/H (Single- Family Residential/Historic Overlay) Zoning District. BACKGROUND According to the Community Development Administrative Procedure on the Referral of Projects and Plans to the Historic Preservation Board, both development and pre- development applications for properties located in a Historic District are referred for review and comment by the Historic Preservation Board. At the pre-application phase, the Board may direct staff to inform the applicant of the concerns and/or issues raised during the review. The existing home is located within the Alice Avenue Historic District and is known as the Bill Haley House. This home is consistent with the historic development pattern of the neighborhood and contributes to the neighborhood setting of the Alice Avenue Historic District. A previous proposal was reviewed by the Historic Preservation Board on June 27, 2007 (Reference Attachment 1), and the following comments were made: 1. The addition appears too massive. 2. Alice Avenue is the only City ' s only historic district and the streetscape should be maintained. 3. Do not rely on trees to screen the addition. 4. The addition should be lower and smaller. 5. Extending the roofline back from the existing roofline might increase the appearance of mass. The Historic Preservation Board was not supportive of the previous proposal. PROPOSAL The project architect has revised the proposal to construct asecond-story addition to the rear portion of the home as follows: Historic Preservation Board Staff Report ~ July 25, 2007 PRE2007-09 -176 Alice Avenue (Revised Proposal) Page 2 of 2 1. Reduced the proposed second story addition from 754 square feet to 614 square feet. 2. Changed the roof design from aeast-west ridge-trending, second story gable to a second story tucked under an extension of the existing roof line and the addition of one small dormer. 3. Pulled the second-story east side wall in to eliminate atwo-story tall east side wall. The project architect submitted renderings and a photograph of a similarly styled home in the Alice Avenue District located at 119 Alice Avenue (reference Attachment 2). The Historic Resource Inventory sheet for 119 Alice Avenue (reference Attachment 3) describes that home as a "semi-bungalow with Craftsman-style influences". STAFF ANALYSIS The property is located in R-1-6 Zoning District, with a Historic ("H") Overlay District designation. The proposed addition would be required to meet all applicable R-1-6 Zoning District development standards. The existing lot is 7,745 square feet (gross), which is larger than the standard lot size for the R-1-6 Zoning District. Staff believes that the revised proposal represents a reduction to the mass of the previous proposal, and mimics the appearance of other older homes within the Alice Avenue District (which are semi-bungalows with Craftsman style influences) by reducing its ranch style appearance. Note: 119 Alice Avenue was built in 1922 and the subject home (1.76 Alice Avenue) was built in 1939. An updated Historic Resource Inventory sheet for the subject property is attached (referenced Attachment 4). This application is preliminary and no formal application has yet been filed This type of request would be handled with submittal of building plans to the Building Division, with review by the Planning Division for conformance with the applicable development and design standards. PROPOSAL The applicant is requesting to construct asecond-story addition to the rear portion of the home to accommodate additional living area. The proposed addition would maintain the existing home ' s front facade. The current square footage of the home is 1,756 square feet (not including a 960 square foot detached garage). The applicant is proposing to add 754 square feet of living area, which will include a master bedroom, a master bathroom, two walk-in closets, a "retreat" room, asouth /east facing balcony, and attic space. The architectural style of the proposed addition would be consistent with the existing bungalow style of the house. The roof of the second story addition will have gabled ends at the side and rear elevations, with horizontal wood siding to match the design of existing gabled ends. The addition shows a hipped roof at the front elevation sloping at the same incline (4/12 slope) as the existing roof. The exterior stucco finish and Craftsman style details of the original home will be carried over to the proposed addition. The applicant does wish, however to use a new stucco color, not the original. Matching wood windows will be used at the front elevation, while vinyl windows will Historic Preservation Board Staff Report PRE2007-09 -176 Alice Avenue Page 2 of 5 be used at the sides and the rear. The rear fireplace will be extended to accommodate the increased building height (it will not be visible from the front elevation). The existing side elevation fireplace shows no alterations. The proposed second story balcony will utilize the same style railing as the existing front porch. The balcony looks towards the applicant's garage and rear yard, a neighbor' s garage and rear yard, and an adjacent allay. Secondary windows will face adjacent residences (Reference Page 4 for images of adjacent residences). STAFF ANALYSIS The property is located in R-1-6 Zoning District, with a Historic ("H") Overlay District designation. The proposed addition would be required to meet all applicable R-1-6 Zoning District development standards. The existing lot is 7,745 square feet (gross), which is larger than the standard lot size for the R-1-6 Zoning District. Staff is supportive of the project as it accommodates a modest level of modern-day living while preserving and enhancing the historic integrity of this period home and conforming to the current zoning development standards. This proposal will be unobtrusive to neighboring properties, and when compared to existing homes with second story additions (Reference Page 5), is very complimentary to the neighborhood. This application is preliminary and no formal application has yet been filed. This type of request would be handled with submittal of building plans to the Building Division, with review by the Planning Division for conformance with the applicable development and design standards.
